Director General Rowena Candice M. Ruiz underscored the importance of recognizing procurement as a strategic function that goes beyond compliance. She emphasized the need to strengthen competencies, establish clear career pathways, promote ethical leadership, and continue building a professional, people-centered procurement ecosystem in support of the implementation of the New Government Procurement Act (RA 12009).

Together, GPPB-TSO and ASEAMETRICS reaffirm their commitment to advancing a more capable, ethical, innovative, and future-ready procurement workforce.

Accordingly, all concerned are reminded to use and cite only the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009 approved by the GPPB through its Resolution No. 02-2025 dated 04 February 2025, published in the Official Gazette on 10 February 2025, and effective 25 February 2025. All concerned agencies and stakeholders are likewise advised to refrain from citing, relying upon, reproducing, or disseminating the withdrawn GPPB-TSO-issued "Implementing Rules and Regulations of Republic Act No. 12009 (1st Edition, as of 31 March 2026)" or any other unofficial version of the IRR.

This Advisory is being issued to ensure the correct implementation of Republic Act No. 12009 through the GPPB-approved IRR.

𝗝𝘂𝘀𝘁 𝗶𝗻: 𝗧𝗵𝗲 𝗚𝗣𝗣𝗕 𝗮𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝘁𝗵𝗲 𝗚𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗨𝘀𝗲 𝗼𝗳 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸 𝗔𝗴𝗿𝗲𝗲𝗺𝗲𝗻𝘁 𝘂𝗻𝗱𝗲𝗿 𝗥𝗔 𝗡𝗼. 𝟭𝟮𝟬𝟬𝟵.

The New Government Procurement Act (NGPA) institutionalizes Framework Agreements as a strategic procurement approach that enables procuring entities to efficiently address recurring, long-term, urgent, and unpredictable procurement requirements.
Under the new Guidelines, Framework Agreements may now be used for the procurement of Goods, Infrastructure Projects, and Consulting Services, giving procuring entities greater flexibility in addressing a wider range of government requirements.

The Guidelines also introduce key enhancements to promote more strategic, efficient, and responsive procurement, including:
✅ More comprehensive parameters in identifying procurement projects suitable for Framework Agreements;
✅ Stronger emphasis on Market Scoping to align procurement strategies with prevailing market conditions and industry practices;
✅ Use of Early Procurement Activities to reduce procurement lead time and facilitate timely project implementation;
✅ Greater flexibility for Multi-Year Framework Agreements, without requiring a Multi-Year Contracting Authority, subject to annual budget availability;
✅ Expanded application through Competitive Bidding and Limited Source Bidding, including projects below the Competitive Bidding threshold but procured using Competitive Bidding procedures;
✅ Strengthening competition by opening the framework to other bidders in case of Multi-Year Framework Agreements with single qualified bidder;
✅ Optimized utilization of the Approved Budget for the Contract (ABC) by allowing Procuring Entities to continue issuing Call-Off Orders until the ABC is fully exhausted instead of undertaking a new procurement through Repeat Order;
✅ More efficient implementation through the option to establish a dedicated Bids and Awards Committee and the introduction of updated forms and templates for Framework Agreements.

By strengthening strategic planning, improving procurement efficiency, and enhancing flexibility, the new Framework Agreement Guidelines empower procuring entities to deliver government programs, projects, and services more effectively while remaining responsive to evolving public needs.

To ensure all stakeholders are properly informed of these developments, the GPPB-TSO will conduct an Online Retooling for Trainers on 17–18 August 2026 to cover the Framework Agreement and other recent GPPB issuances. This will be followed by a free ProcureSmart Live session on 20 August 2026 for a broader audience of procurement practitioners and for the first time, an exclusive session for COA auditors across the country on August 25, on the newly approved Guidelines on the Use of Framework Agreement and other updates.

The 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗣𝗼𝗹𝗶𝗰𝘆 𝗕𝗼𝗮𝗿𝗱 (𝗚𝗣𝗣𝗕) convened its first Joint GPPB and Inter-Agency Technical Working Group (IATWG) Meeting under the leadership of Acting DBM Secretary and GPPB Chairperson Kim Robert C. De Leon on July 23, 2026, marking the beginning of his chairmanship of the Board and reaffirming the GPPB’s role in advancing procurement reforms under the New Government Procurement Act (NGPA).

During the meeting, the GPPB Board Members and IATWG deliberated on key policy initiatives, including the proposed enhancements to the Framework Agreement Guidelines, the adoption of customized bidding documents for selected Design and Build infrastructure projects, and the proposal for inviting resource persons and technical experts from government agencies, the private sector, civil society organizations, and other relevant stakeholders to provide technical inputs and support IATWG deliberations, among others.

A special session was likewise held where development partners, including the Asian Development Bank, the World Bank, the United Nations Development Programme, the United Nations Office on Drugs and Crime, and representatives from the Responsive, Efficient, and Integrated Digitalization, conveyed messages of support to the new GPPB leadership under Acting DBM Secretary and GPPB Chairperson De Leon. The development partners reaffirmed their commitment to continue collaborating with the GPPB in advancing procurement reforms, strengthening institutional capacities, and supporting the effective implementation of the NGPA.

Included in their messages of support, the development partners likewise welcomed the reappointment of GPPB-TSO Executive Director Rowena Candice M. Ruiz as the first Director General of the GPPB Technical Support Office. They recognized the enduring partnerships established under her leadership since 2018 and expressed their commitment to further strengthen these collaborations in advancing meaningful procurement reforms. The development partners also reaffirmed their confidence in Director General Ruiz’s leadership in championing a proactive, responsive, agile, innovative, sustainable, and efficient public procurement system.

The meeting marked the beginning of a renewed phase of collaboration among the GPPB, its technical working group, and its development partners as the Board continues to pursue responsive and forward-looking procurement policies. Through sustained inter-agency coordination and engagement with key stakeholders, the GPPB remains committed to strengthening the country’s public procurement system in support of transparent, efficient, and accountable governance.
