𝗦𝗮 𝗗𝗶𝘄𝗮 𝗻𝗴 𝗞𝗮𝗯𝗮𝘆𝗮𝗻𝗶𝗵𝗮𝗻, 𝗧𝗮𝗽𝗮𝘁 𝗻𝗮 𝗣𝗮𝗴𝗹𝗶𝗹𝗶𝗻𝗴𝗸𝗼𝗱 𝘀𝗮 𝗕𝗮𝘆𝗮𝗻

Ngayong Araw ng mga Bayani, binibigyang-pugay natin ang mga Pilipinong nag-alay ng tapang, sakripisyo, at buhay para sa ating bayan.

Sa larangan ng public procurement, ang diwa ng kabayanihan ay naipapakita rin sa araw-araw na paglilingkod. Sa bawat BAC, bawat pagsusuri ng mga alok, at bawat desisyong ginagawa nang may malasakit, integridad at husay.

Ang mahusay na procurement ay hindi lamang tungkol sa proseso. Ito ay tungkol sa responsableng paggamit ng pondo ng bayan at pagtiyak na ang bawat desisyon ay para sa kapakanan ng mamamayang Pilipino.

Sa ating mga lingkod-bayan, lalo na sa mga kasapi ng BAC at procurement professionals: ang inyong tapat na paglilingkod ay isang anyo rin ng kabayanihan.

𝗚𝗣𝗣𝗕-𝗧𝗦𝗢 𝗮𝗻𝗱 𝗔𝗗𝗕 𝗗𝗶𝘀𝗰𝘂𝘀𝘀 𝗣𝘂𝗯𝗹𝗶𝗰 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻

The Government Procurement Policy Board–Technical Support Office (GPPB-TSO), led by Director General Atty. Rowena Candice M. Ruiz, met with the Asian Development Bank(ADB) on 5 August 2026 to discuss technical assistance and policy support to advance the professionalization of public procurement under the New Government Procurement Act (RA 12009).

A key focus of the discussion was the shift toward a more professional, competency-based procurement workforce, including the establishment of defined procurement positions with defined competency and qualification standards.

Director General Ruiz highlighted the need to address institutional knowledge gaps and strengthen procurement capacities across government to reap the full benefits of the New Government Procurement Act.

The discussions also explored potential support for Sustainable and Green Public Procurement (SPP/GPP), including capacity building on life-cycle cost analysis and economic analysis.

These discussions reflect the shared commitment of GPPB-TSO and ADB to strengthening procurement capacity and advancing a more professionalized, competency-based, and sustainable public procurement system in the Philippines.

Present at the meeting were Ashish Narain, Sina Velioglu, Nanki Kaur, Dennis Lorne Nacario, and Mikaella Jazmine De Guzman from ADB, and Jeannie Rose Maraya, Rica Iñigo, Rona Grace Arsenal, and Vicky Venus Valdriz from GPPB-TSO.

The GPPB-TSO welcomed Commission On Audit Auditors to the first-ever 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗦𝗲𝗿𝗶𝗲𝘀, a platform designed to strengthen collaboration and deepen the shared understanding of procurement reforms under the 𝗡𝗲𝘄 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗣𝗿𝗼𝗰𝘂𝗿𝗲𝗺𝗲𝗻𝘁 𝗔𝗰𝘁 (NGPA).

Director General Rowena Candice M. Ruiz, in her welcome message. GPPB-TSO emphasized that procurement governance does not end with the issuance of guidelines—it is tested when these guidelines are translated into actual practice. Through the series, the GPPB-TSO aims to provide a space where new procurement guidelines, forms, tools, and reforms can be discussed, understood, and viewed from the perspectives of institutions involved in implementing and overseeing public procurement.

The session also highlighted that procurement reform is a shared commitment. It calls for policymakers, oversight institutions, implementing agencies, and stakeholders to work together toward a procurement system where rules are not only compliant, but strategic and pragmatic; decisions are proactive and sound; and accountability is robust and felt.

As the NGPA continues to shape the Philippine public procurement landscape, the GPPB-TSO remains committed to working with its partners to make reforms happen—not merely as a vision, but as a standard for how procurement is understood, implemented, and governed across the Philippine government.

The GPPB-TSO welcomed Mr. Andrew Bowes, Political Counsellor, and Ms. Kristine Borja, Head of Politics and Governance, both from the British Embassy Manila, for a courtesy visit with Director General (DG) Atty. Rowena Candice M. Ruiz, where both sides discussed opportunities to strengthen cooperation on implementing the New Government Procurement Act (NGPA), Republic Act No. 12009, and advance procurement reform through digitalization, transparency, professionalization, and knowledge sharing.

The discussions explored potential areas of collaboration, including market access, quality criteria, empowering procurement professionals, digitalization, and beneficial ownership transparency. The participants also exchanged insights on procurement systems, audit and accountability, and the role of technology in shaping public procurement.

DG Ruiz, a Chevening scholar and recipient of the 2024 UK Alumni Award for Business and Innovation, also shared her insights on the UK’s new procurement regime following its exit from the European Union and the many similarities in procurement responses between the two countries during the COVID pandemic.

The meeting also provided an opportunity to discuss the United Kingdom’s Chairmanship of the Open Government Partnership (OGP) and possible areas for practical partnership between the Philippines and the UK.

As an initial follow-up, the British side expressed interest in organizing a briefing for the British Chamber on the implications of the Philippines’ new procurement legislation for UK companies operating in the country.

Through continued dialogue and knowledge sharing, the GPPB-TSO and the British Embassy look forward to identifying concrete areas of cooperation that can contribute to a more transparent, professional, innovative, and accessible public procurement system. 🤝🇵🇭🇬🇧

🇺🇸🇵🇭 𝗨𝗦𝗔𝗕𝗖 𝟮𝟬𝟮𝟲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗠𝗶𝘀𝘀𝗶𝗼𝗻 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝘀 𝗨.𝗦.-𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽

The US-ASEAN Business Council(USABC) successfully concluded its 2026 Philippines Business Mission, bringing together 𝟯𝟱 𝗨.𝗦. 𝗰𝗼𝗺𝗽𝗮𝗻𝗶𝗲𝘀 𝗳𝗼𝗿 𝗵𝗶𝗴𝗵-𝗹𝗲𝘃𝗲𝗹 𝗲𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁𝘀 with Philippine government leaders and key agencies.

Among the Philippine officials who engaged with the delegation were Department of Budget and Management (DBM) Acting Secretary Kim Robert de Leon, GPPB-TSO Director General Rowena Candice M. Ruiz, and Procurement Service-DBM Executive Director Genmaries Entredicho-Caong

The engagements highlighted the importance of continued government–private sector collaboration in advancing the country’s economic priorities, strengthening public sector reforms, and creating opportunities for sustainable growth.
Held alongside the 80th anniversary of U.S.-Philippines diplomatic relations, the mission also explored opportunities in infrastructure, logistics, advanced manufacturing, energy, and digital connectivity, including initiatives under the Luzon Economic Corridor.

For the GPPB-TSO, engagements such as these underscore the value of dialogue and collaboration in advancing public procurement reforms under the New Government Procurement Act (NGPA) and supporting a more transparent, responsive, and competitive procurement system. In particular, DG Ruiz highlighted the newly approved rules on Framework Agreement which enable Procuring Entities to make advance arrangements for their future procurement, under which orders may be made on a needs. Framework Agreements leverage economies of scale and provide supply security in government procurement.

𝗚𝗣𝗣𝗕-𝗧𝗦𝗢 𝗵𝗼𝘀𝘁𝘀 𝗠𝗮𝗿𝗮𝘄𝗶 𝗖𝗼𝗺𝗽𝗲𝗻𝘀𝗮𝘁𝗶𝗼𝗻 𝗕𝗼𝗮𝗿𝗱 𝗳𝗼𝗿 𝗖𝗼𝘂𝗿𝘁𝗲𝘀𝘆 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 to Department of Budget and Management (DBM) Acting Secretary and GPPB Chairperson Kim Robert de Leon, leading the discussion. The GPPB-TSO welcomed the Marawi Compensation Board (MCB) during a courtesy meeting held on 14 August 2026 at the GPPB-TSO Building.

The meeting provided an opportunity to discuss the MCB’s proposed FY 2027 budget allocation, budgetary concerns, and potential areas for coordination and assistance.

Established under Republic Act No. 11696 or the Marawi Siege Victims Compensation Act of 2022, the MCB is tasked with facilitating compensation for qualified claimants whose properties and possessions were lost or destroyed during the 2017 Marawi Siege.

As of July 2026, the MCB has processed 14,497 filed claims, with 5,530 claims resolved and 3,844 claimants awarded compensation totaling approximately ₱6.596 billion.

The discussion highlighted the need for continued coordination among government agencies to support efficient, timely, and accessible compensation for qualified Marawi Siege victims.
