The Commission on Human Rights (CHR) is an independent National Human Rights Institution (NHRI)

The Commission on Human Rights (CHR) is an independent National Human Rights Institution (NHRI) created under the 1987 Philippine Constitution, established on 05 May 1987 by virtue of Executive Order No. 163. The Commission is mandated to conduct investigations on human rights violations against marginalized and vulnerable sectors of the society, involving civil and political rights. CHR is an “A”

accredited NHRI, fully complying with the Paris Principles adopted by the United Nations General Assembly in 1995. As an NHRI, the Commission upholds six fundamental characteristics—independence, pluralism, broad mandate, transparency, accessibility, and operational efficiency. The Commission commits to deliver prompt, responsive, accessible, and excellent public service for the protection and promotion of human rights in accordance with universal human rights principles and standards.

The initiative aims to make legal assistance more accessible at the grassroots level by providing free legal consultations, referral services, and human rights education to community members. Through the collaborative efforts of CHR Region-X, the Provincial Government of Camiguin, LGU-Mambajao, and participating barangays, the Legal Clinic Caravan successfully reached vulnerable groups and/or communities in need of legal support and human rights assistance.
As CHR Region X remains steadfast in its commitment to promote and protect human rights, initiatives such as the Legal Clinic Caravan reflect its continuing efforts to ensure that 𝗷𝘂𝘀𝘁𝗶𝗰𝗲 𝗮𝗻𝗱 𝗹𝗲𝗴𝗮𝗹 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗮𝗿𝗲 𝗮𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗹𝗲 𝘁𝗼 𝗮𝗹𝗹, 𝗲𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗹𝘆 𝘁𝗵𝗼𝘀𝗲 𝗶𝗻 𝘂𝗻𝗱𝗲𝗿𝘀𝗲𝗿𝘃𝗲𝗱 𝗮𝗻𝗱 𝘃𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗹𝗲 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀.

Ipinahahayag ng Konseho ng mga Ahensiya (Inter-Agency Council o IAC) ang pagkabahala nito sa pagkalat ng mga satirikong meme na naglalarawan sa isang opisyal ng pámahalaán bílang interpreter ng Filipino Sign Language (FSL) upang ipahiwatig na wala siyang makabuluhang tungkulin na ginagampanan. Sa larangan ng karapatang pantao, karaniwang itinuturing ang pagtutol, pampublikong talakayan, at masining na paglikha bílang pinakamataas na anyo ng kalayaan sa pagpapahayag sapagkat, sa isang makabuluhan at mapanuring demokrasya, ginagamit ang kalayaang ito upang panagutin ang mga awtoridad at mahanap ang katotohanan. Bagama’t kinikilala ng IAC na mahalagang bahagi ng pampolitikang pagpapahayag ang satira at parodya, hindi dapat isagawa ang ganitong komentaryo sa paraang nakapipinsala sa dangal ng komunidad ng mga Binging Pilipino o kayâ ay nagpapatibay at nagpapanatili ng mga mapaminsalang maling paniniwala hinggil sa aksesibilidad at sa napakahalagang papel ng FSL.

Kinikilala ng Batas Republika Blg. 11106 ang FSL bílang pambansang wikang senyas ng komunidad ng mga Binging Pilipino at bílang opisyal na wikang senyas ng pámahalaán. Tinitiyak ng batas na napangangalagaan, naitataguyod, at ganap na natatamasa ang mga batayang karapatang pantao ng komunidad ng mga Binging Pilipino. Itinataguyod din ng batas ang makabuluhang pakikilahok ng komunidad ng mga Binging Pilipino sa lipunan sa pamamagitan ng pagtataguyod sa aksesibilidad at ingklusyon. Ang paglalarawan sa isang interpreter ng FSL bílang sagisag ng “kawalang-silbi” ay nagpapababà sa isang propesyong umiiral upang alisin ang mga hadlang sa pakikipagtalastasan at itaguyod ang mga karapatan ng mga Bingi.

Ipinaaalala ng IAC sa publiko, mga content creator, manggagawa sa midya, at sa industriya ng entertainment na maging sensitibo at responsable sa paglikha ng content, lalo na sa pagtiyak na ang pagpapatawa ay hindi nagpapatibay ng prehuwisyo, diskriminasyon, o eksklusyon. Hinihikayat din ng IAC ang mga content creator at organisasyon ng midya na makipag-ugnayan at sumangguni sa komunidad ng mga Binging Pilipino at sa mga kalipikadong practitioner ng FSL upang matiyak na wasto, magalang, angkop sa kultura, at ingklusibo ang paggamit at representasyon ng FSL sa midya at pampublikong komunikasyon.

Nananatiling matatag ang IAC sa pagsusulong ng ganap na pagpapatupad ng Batas Republika Blg. 11106 at muling pinagtitibay ang pangako nitong magpalawak ng kamalayan hinggil sa FSL at magtaguyod ng isang pamayanang hindi namamayani ang diskriminasyon at pagsasantabi sa mga bulnerableng sektor, at nananatiling ingklusibo at aksesible ang mga batayang serbisyo. Nananawagan din ang IAC sa lahat ng sektor na tumulong sa pagtataguyod ng kulturang gumagalang sa mga karapatan, pagkakakilanlan, at dangal ng komunidad ng mga Binging Pilipino.

MAHALAGANG ABISO SA PUBLIKO: Special Flexible Work Arrangement sa CHR

Bilang pakikiisa sa mga hakbang ng pamahalaan para sa energy conservation at mas episyenteng paggamit ng enerhiya sa mga tanggapan ng gobyerno, ipatutupad ng Commission on Human Rights (CHR) ang Special Flexible Work Arrangement sa mga opisina nito tuwing Biyernes.

Sa ilalim ng arrangement na ito, ang mga tanggapan ng CHR sa buong bansa ay magkakaroon ng work-from-home arrangement tuwing Biyernes, habang ang on-site o pisikal na operasyon ng mga opisina ay Lunes hanggang Huwebes.

Patuloy ang serbisyo publiko ng CHR sa pamamagitan ng aming mga hotlines at online platform.

LOOK: The Commission on Human Rights (CHR), through its Child Rights Center (CRC), convened its focal personnel for children from the Central Office and Regional Offices for a two-day General Assembly on 4 August 2026 to equip them with updated knowledge and skills in responding to emerging child rights issues and advancing a coordinated, rights-based approach to child protection.

Titled "Strengthening Child Protection Systems: A Capacity-Building on Emerging Child Rights Issues and Protection Protocols," the assembly features learning sessions led by resource persons from the Philippine National Police, Meta Philippines, and TikTok Philippines. Topics include the rise of nihilistic violent extremism, child protection protocols adopted by online platforms, and debriefing and psychosocial support for personnel handling child victims.

The assembly will continue on 5 August with sessions on the Protocol on Media Coverage of Children and the Revised Protocol for the Case Management of Child Victims of Abuse, Neglect, Exploitation, and Discrimination, or CANE+D. Participants will also receive updates through the presentation of the Child Rights Center's 2025–2026 Human Rights Situation Reports and Advisories before concluding the activity with a plenary discussion on the CRC’s 2027 targets, concerns and recommendations from the CHR regional offices, as well as strategic planning.

Beyond the learning sessions, this activity also serves as a venue for CHR offices to exchange experiences, discuss operational challenges, and identify strategies to strengthen child rights monitoring, case management, and advocacy across the Commission.

As the CHR continues to push for the passage of the Magna Carta for Children, which seeks to institutionalize the Commission as the country's Ombud for Children, the CRC likewise continues to strengthen the capacity of its personnel to effectively respond to emerging child rights issues and advance the protection and promotion of every Filipino child's rights.

The Commission on Human Rights–CAR conducted an Executive Forum on the Center for Human Rights Education (CHRE) Program with Benguet State University (BSU). The forum introduced the CHRE Program, explored areas for collaboration in human rights education, research, extension, and community engagement, and initiated discussions toward forging a Memorandum of Agreement (MOA) to institutionalize the CHRE Program and strengthen the partnership between CHR-CAR and BSU in advancing a culture of human rights in the academe.

LOOK: The Commission on Human Rights (CHR), through its Human Rights Promotion Office, together with the International Training Centre for Authorities and Leaders in the Philippines and the Philippine Commission on Women, held a three-day training, Oh, May GAD! Pagsulong ng SDG 5 sa Ating mga Komunidad, at the CHR Central Office in Quezon City from 28 to 30 July 2026.

Bringing together representatives from government agencies, local government units, civil society organizations, and development partners, the activity aimed to deepen participants' understanding of Sustainable Development Goal (SDG) 5: Achieve Gender Equality and Empower All Women and Girls, while equipping them with practical tools for advancing Gender and Development (GAD) initiatives in their respective communities and institutions.

The activity featured learning sessions on the context of gender equality in the Philippines, human rights, the intersections of gender, gender analysis and monitoring tools, and organizational initiatives for GAD. Participants also engaged in interactive workshops and roundtable discussions designed to translate these concepts into concrete, community-based action.

Through initiatives such as Oh, May GAD! Pagsulong ng SDG 5 sa Ating mga Komunidad, the CHR continues to strengthen partnerships that promote gender equality, uphold human rights, and support the realization of inclusive communities where everyone is empowered to participate and thrive.
