Despite strong public concern about climate change, financing and institutional gaps continue to hinder the Philippinesโ€™ ability to translate climate awareness into action, according to a study by the Philippine Institute for Development Studies (PIDS).

The study, โ€œClimate Change Perceptions and Climate Finance Mechanisms in the Philippines: A 2025 Assessment,โ€ examined how public perceptions of climate change align with the country's climate finance mechanisms and institutional capacity.

It combined findings from the Asian Development Bank's (ADB) 2024 Climate Change Perception Survey with key informant interviews, policy reviews, and assessments of climate finance systems.

Recent rotational brownouts in Luzon have renewed calls to modernize the country's power grid after the tripping of major transmission lines triggered supply shortages across parts of the island.

Speaking at a webinar organized by the Philippine Institute for Development Studies (PIDS), Senior Research Fellow Dr. Adoracion Navarro said the incident exposed vulnerabilities in the power sector, including limited reserve margins, dependence on a few large generating plants, and transmission bottlenecks.

"The rolling brownouts underscored the Philippines' power vulnerability. It is no longer just a matter of insufficient generation capacity. Increasingly, it is a grid resilience problem," Navarro said.

According to Navarro, delays in transmission expansion and grid modernization are making it harder for the power system to keep pace with growing electricity demand and the transition to renewable energy.

As of January 2025, only 75 of 258 planned transmission projects had reportedly been completed, according to her presentation, raising concerns about the pace of grid development amid rising electricity demand.

The Handbook on International Migration and Social Networks brings together migration scholars examining how social networks shape migration experiences,

Reflecting on her contribution to the handbook, Dr. Tabuga shared: โ€œIn this chapter, I wrote about migration decision-making and the role of social networks. The main contribution is its discussion about how varying types of social networks can influence different stages of the decision process using evidence from various migration literature. It also highlights the varying role of origin-based social networks in the pre-migration stage depending on the types of migration namely permanent and temporary labor migration.โ€
