The Philippines National Council on Disability Affairs (NCDA) (formerly National Council for the Welfare of Disabled Persons or NCWDP) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. As such, the NCWDP is the lead agency tasked to steer the course of program development for persons with disabilities and the delivery of services to the sector.

The National Council on Disability Affairs reaffirmed its commitment to promoting accessibility, equality, and complete inclusion for visually impaired Filipinos as it joined the country in commemorating the 2026 White Cane Safety DayThe National Council on Disability Affairs reaffirmed its commitment to promoting accessibility, equality, and complete inclusion for visually impaired Filipinos as it joined the country in commemorating the 2026 White Cane Safety Day yesterday, August 1.

This year's event is themed 'Puting Baston: Simbolo ng Kalayaan, Pagkakapantay-pantay, at Ganap na Pakikilahok,' which emphasizes equal rights and inclusion for the visually impaired while acknowledging the white cane as a strong symbol of mobility and independence.

The NCDA, the lead government agency for disability issues and concerns, reiterated its demand for a supportive environment where white cane users may move about in safety, respect, and independence, as well as for the rights and well-being of all visually impaired Filipinos.

In order to promote and raise awareness of the importance of white canes, not just as a tool for those with vision impairments, but also as a crucial instrument for empowerment and social inclusion, it also urged the public to actively champion them.

Vision for Inclusion: A Celebration

In addition to upholding their legal rights and ensuring the safe use of white canes, the annual observation, which is supported by Republic Act No. 6759, also known as the White Cane Act, seeks to safeguard the welfare of all people with visual disabilities, inform the public of their predicament, and encourage respect and accessibility.

Across the nation, several lead agencies and groups, such as the Department of Education (DepEd), Resources for the Blind (RBI) Inc., Parent Advocates for Visually Impaired Children (PAVIC) Inc., Philippine Blind Union (PBU), and PDAO Quezon City, have planned a variety of activities and advocacy campaigns as part of the nationwide advocacy effort.

The National Council on Disability Affairs (NCDA) is concerned about the incident in which a person with disability fell into an unfinished drainage project on F.B. Harrison Street in Pasay City, as reported by the news media.

The incident happened in an area where an ongoing drainage project was a risk to pedestrians. The Department of Public Works and Highways (DPWH) has since issued an order for immediate sanctions against the contractor and instructed the contractor to reimburse the victim for the suffering and medical expenses incurred as a result of the incident.

The NCDA emphasized that the incident highlights the possible risks that projects with incomplete or poorly secured infrastructure might pose to the public. Proper barriers and plainly visible warning signs must be present at all times around construction sites, excavations, and other similar dangers, as well as open drainage systems, in compliance to Batas Pambansa Blg 344 or Accessibility Law.

The Council urged that all concerned government project implementers, local government units, and private contractors ensure that infrastructure projects are secure and accessible throughout all stages of implementation, including planning, construction, completion, and maintenance. Safety and access shouldn't be regarded as secondary issues or corrective actions taken only following an accident.

The Council stressed that the purpose of governmental initiatives is to enhance people's living standards. They should never pose a threat, particularly to those with disabilities who may be more at risk if public areas are blocked, difficult to reach, or insufficiently guarded.

The National Council on Disability Affairs (NCDA), in partnership with the Department of Social Welfare and Development - DSWD , the Provincial Government of Cagayan, the Provincial Disability Affairs Office - Cagayan, the National Anti-Poverty Commission (NAPC), and the Department of Health (Philippines), is conducting the CAREvan in Cagayan, July 29โ€“30, 2026, bringing free developmental and rehabilitation services closer to children and persons with disabilities in the province.

The two-day initiative offered free psychological assessments, rehabilitation medicine consultations, occupational therapy, and speech therapy assessments, enabling beneficiaries to receive early evaluation, appropriate intervention recommendations, and referrals to specialized services. Qualified beneficiaries will also receive a five-month therapy allowance from the NCDA to support the continuity of their rehabilitation.

The National Council on Disability Affairs (NCDA), represented by Regional Programs Coordinator Randy D. Calseรฑa on behalf of Executive Director Glenda D. Relova, joined partner agencies and local officials in the opening of the CAREvan in Cagayan, reaffirming the Council's commitment to expanding access to developmental and rehabilitation services for persons with disabilities.

PDAO Head Jay P*e A. Aquino and NAPC Sectoral Representative Amalia Decena expressed their gratitude to the NCDA and the local government unit in their continued support of initiatives that promote the welfare and inclusion of persons with disabilities and their families.

Also present during the activity were DSWD Field Office II Assistant Regional Director Franco G. Lopez, representing Regional Director Lucia S. Alan who conveyed their support for the initiative.

The CAREvan underscores the NCDA and DSWD's continuing efforts to strengthen access to inclusive, community-based rehabilitation services and promote the rights and well-being of persons with disabilities by ensuring that essential developmental care is accessible to families in local communities.

The National Council on Disability Affairs (NCDA) conducted a learning visit to the Accenture Accessibility Center, bringing together Human Resource representatives from its Governing Board member agencies and members of the NCDA Subcommittee on Training, Employment, and Livelihood (SCOTEL) to strengthen government efforts in promoting disability-inclusive employment and accessible workplaces, in support of Republic Act No. 10524.

The activity provided participants with the opportunity to explore assistive technologies and inclusive workplace practices, demonstrating how accessibility can be integrated into organizational policies and day-to-day operations.

NCDA Executive Director III Glenda D. Relova encouraged government agencies to learn from organizations that have successfully fostered inclusive workplaces and to take concrete steps toward advancing disability inclusion.

During the visit, Accenture Country Human Resources Managing Director Ira Reyes highlighted the company's commitment to inclusion and diversity through accountable leadership, continuous learning, and the creation of meaningful opportunities for persons with disabilities.

๐—Ÿ๐—ข๐—ข๐—ž: As part of the 2026 National Disability Rights Week celebration, the National Council on Disability Affairs (NCDA) conducted a learning visit to the Accenture Accessibility Center to strengthen the capacity of government agencies in promoting disability-inclusive employment and accessible workplaces, in support of the implementation of Republic Act No. 10524 (An Act Expanding the Positions Reserved for Persons with Disability).

The activity brought together HR representatives from NCDA Governing Board member agencies and members of the NCDA Subcommittee on Training, Employment, and Livelihood (SCOTEL) for a walkthrough of the Accessibility Center. This featured demonstrations of various assistive devices and technologies, providing participants with practical insights into inclusive workplaces and innovative accessibility solutions.

Accenture has earned local and international recognition for its disability inclusion initiatives and demonstrates its commitment to inclusive employment, with 4% of its workforce, or around 3,000 out of 85,000 employees in the Philippines, are persons with disabilities. In recognition of these efforts, NCDA conferred upon Accenture the Partners in Inclusion NCDA Awards for Championing Lasting Excellence (PINNACLE) 2026 Nurturing Inclusion Award for its exemplary leadership in fostering inclusive workplaces and supporting meaningful employment, professional growth, and equal participation of persons with disabilities in the workforce.

The National Council on Disability Affairs (NCDA) with funding support from Australian Aid SPRING Program organized a two-day workshop on the development of CAREvan manual of operations (MOO) participated by allied medical professional groups, clinical practitioners and relevant government agencies and stakeholders.

The manual is envisioned to serve as the primary reference document for processes, complementarity of specializations, service standards, care management, monitoring and evaluation, institutional collaboration and sustainability measures relative to CAREvan activities.

NCDA Executive Director Glenda Relova explained that CAREvan is an entry point to other programs and services for persons with disabilities at the community level as part of the Care Economy.

Among the outputs and recommendations during the CAREvan workshop include proposed CAREvan Algorithm and coordination mechanism process and the involvement of local health offices in the Pre-CAREvan activities by conducting initial screening of children exhibiting developmental delays and behavioral concerns.

A policy recommendation was also raise to expand AICS and Philheath to include augmentation support for therapy services and development screening packages respectively.
