In line with President Ferdinand R. Marcos Jr.’s directive to protect Filipino workers’ health, safety, and welfare amid climate-related challenges, Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino issued guidelines clarifying the compensability of heat stress and heat-related illnesses under the Employees’ Compensation Program (ECP) during El Niño and other periods of extreme heat.

Under Labor Advisory No. 19, Series of 2026, signed by Secretary Tolentino on 23 October 2026, DOLE outlined the guidelines for the prevention, documentation, and reporting of occupational heat-related illnesses, as well as the filing and evaluation of claims for employees’ compensation benefits.
