💧 Stormwater Utility Bill: Frequently Asked Questions 💧
One of the most common questions we receive is: "I've never received a Stormwater bill. Is this new?"
The answer is **no**—the Town of Avon Stormwater Utility has been in place for several years. Your Stormwater bill is mailed quarterly, and the envelope will clearly state it is from the **Town of Avon** in the upper left corner.
🌧️ What is Stormwater?
Stormwater is rainwater or melting snow that flows across rooftops, driveways, streets, parking lots, and other hard surfaces instead of soaking into the ground. This runoff is collected and carried through storm drains, ditches, ponds, and other drainage systems to help reduce flooding, protect property, improve water quality, and keep our community safe.
Maintaining and improving this infrastructure is essential to protecting homes, businesses, roads, and local waterways throughout Avon.
💲 How much is the Stormwater Utility Fee?
Residents living within the Town of Avon limits are charged $18 per quarter (just $72 per year).
If you live outside the Town of Avon town limits, your Stormwater assessment is included in your Hendricks County property tax bill, so you will not receive a separate quarterly invoice.

Absolutely! If you'd rather not receive a quarterly bill, you're welcome to pay the full annual amount of $72 in advance.

📊 How were Stormwater rates determined?
Stormwater rates were established following a feasibility study commissioned by the Town in 2016. The study determined rates based on the amount of impervious surface on a property—such as roofs, pavement, concrete, and gravel—which prevent rainwater from soaking into the ground and increase runoff into the Town's drainage system.
Residential properties are billed one **Equivalent Residential Unit (ERU)**, while non-residential properties are billed based on the amount of impervious surface they contain. The current rates were adopted by the Avon Town Council through **Ordinance 2017-25** on **November 16, 2017**.
