Pembina County Job Development Authority The Pembina County JDA was one of the first county JDAs in North Dakota and was meeting even before the legislative creation of job development authorities.

The Pembina County (North Dakota) JDA explores new business development opportunities, supports local community development efforts, and provides financial and technical assistance to develop and implement economic and community development projects. Local leaders recognized the need to convene regularly and support business development activities throughout the county. The JDA was formally established in 1991. This is an active and engaged organization that has supported numerous economic development and business development initiatives. The Red River Regional Council (RRRC) provides contracted professional services to the Pembina County JDA, which is governed by a Board of Directors. The Board meets on a bi-monthly basis in rotating locations throughout Pembina County. Six goals identified and adopted:
GOAL #1: Continue to support business development
GOAL #2: Continue leading the 21st century workforce development and youth entrepreneurship initiative. GOAL #3: Continue to develop tourism/visitor destinations
GOAL #4: Continue to develop the Northeast Manufacturing Group
GOAL #5: Support vibrant community development
GOAL #6: Management and public relations

Red River Regional Council was awarded a Regional Livestock Development and Planning Grant by the North Dakota Department of Agriculture (NDDA).

This grant supports counties, townships, and regional planning councils in advancing livestock development efforts through site analysis and strategic planning. Red River Regional Council utilized this funding to conduct a regional site analysis focused on identifying locations that meet state siting and local zoning regulations and are positioned near key infrastructure to support animal agriculture production.

The planning area includes Grand Forks, Nelson, Pembina, and Walsh Counties. To carry out this work, Red River Regional Council partnered with the First District Association of Local Governments to lead the site analysis and planning process.

We are hosting a meeting to share the findings of this study and discuss results found in each county. This event will highlight key insights from the analysis and provide a platform to discuss the challenges and opportunities in livestock development.

Agenda:
o Project History/Methodology – How we developed the data (5-10 minutes)
o County Results – Number and location of Good, Better and Best Sites (3 to 5 minutes per county – total of 25 to 40 minutes)
o RRRC Area Aggregate results (5-10 minutes)
o Policy Example/How to use the data included in the report (5 -10 minutes)
o Demonstration of Website (5-10 minutes)
o Questions (5-10 minutes) – Staff from First District would be available to meet with counties individually after the Group meeting.

The meeting will be Thursday, June 25, 2026, from 3:00-5:00pm CST at the Chase Building, 516 Cooper Avenue, Grafton, ND.
