The Hallowell Fire Department would like to announce our new Fire Chief, Theodore Marshall.

Chief Marshall began his firefighting career as a volunteer in 2011, while he was still active duty in the United States Marine Corps. After his honorable discharge in 2013, he transitioned to a full-time firefighter-paramedic in Havelock, North Carolina. It was there that he met his wife, who was a dispatcher at the time.

After moving back to his home state of Maine, he joined the Augusta Fire Department in 2015. In addition to his years of experience in the fire service, he has also deployed multiple times with the Maine Forest Service as a Wildland Firefighter to assist other states as well as Canada.

He and his wife have two children and a Great Pyranees named Woof Woof the Rockstar.

Chief Marshall is honored to lead the Hallowell Fire Department and looks forward to serving our town and its residents.

Many of you are aware from my initial introduction on Facebook that I am committed to transparency. With that in mind the Hallowell Police Department is aware of the incident that is widely circulating across social media that involved the Quarry Tap Room and a Patron.

I want the community to know that the Hallowell Police Department is committed to being a neutral party in all investigations and not just this one. A full investigation is being conducted and all sides are cooperating.

Officer Narvaez is the primary officer who is conducting the investigation. If anyone feels they have relevant information related the incident please email Officer Narvaez your contact information so he can reach out to you. His email is [email protected]

At the end of the investigation the report will be submitted to the District Attorney’s office for review and to help determine appropriate charges if applicable.

Press Release - Motor Vehicle Crash

Date: August 15, 2026
Time of call: 1358 hours
Location: Whitten Road, Hallowell

On the above date and time the Hallowell Police Department was made aware of a two vehicle crash on the Whitten Road in front of the Ice Arena.

The crash involved two vehicles, each vehicle had two occupants. Preliminary investigation shows that a Polaris Slingshot (traveling towards Augusta on Whitten Road) began to pass a line of cars. The second vehicle involved was a Honda CRV which was making a left hand turn into the Ice Arena.

The Slingshot crashed into the CRV as the CRV was making its turn into the Ice Arena. Speed and Improper Passing initially appear to be a factor in the crash.

Both occupants of the Slingshot were transported to the hospital. The driver is listed in critical condition and the passenger is listed in stable condition. The two occupants in the other vehicle transported themselves to the hospital.

The Hallowell Police Department is investigating the crash with the assistance of the Maine State Police Traffic Safety Unit which is conducting a crash reconstruction.

In addition to the Maine State Police the Hallowell Police Department was assisted by the Augusta Police Department, Augusta Fire/Rescue, Hallowell Fire Department and AC Towing.

Update road is open

Traffic Alert

The Hallowell Polcie Department is currently working a motor vehicle crash on Whitten Road in front of the Ice Arena. Expect traffic delays and avoid the area if possible. We are currently waiting on the crash to be reconstructed and will update this post when traffic flow is back to normal.

The City of Hallowell was made aware by the Maine Center for Disease Control and Prevention (Maine CDC) of a case of animal rabies in a bat recently identified in Hallowell.

In reference to the recent inquiries about Winthrop Street on the afternoon of 8/3/2026

The morning of 8/3/2026 the Hallowell Police Department was contacted by the Maine Drug Enforcement Agency (Augusta office) looking for assistance in executing a search warrant on Winthrop St.

Shortly after noon time the Hallowell Police Department and the Kennebec County Sheriff’s Office assisted the Maine Drug Enforcement Agency with their warrant.

The Hallowell Police Department was there in a support role for the Maine Drug Enforcement Agency and they are the primary investigators. Any questions regarding the investigation should be directed towards them.

Animal Control Officer

The Hallowell Police Department has hired Cliff Daigle as the ACO for our city! Cliff has a wealth of knowledge and has been and is currently an ACO with surrounding jurisdictions in Kennebec and northern Sagadahoc County.

We are grateful that Cliff was willing to take on Hallowell as well.

The ACO position is not a full time position and is an on call position. If needed he can be reached through the Augusta PD dispatch 623-3131 (which is the dispatch center for Hallowell PD).
