CASA volunteers - Court Appointed Special Advocates - speak up for the best interests of abused and neglected children in court.

Call us - (304) 523-9587, ext. 307 Western Regional CASA serves ten West Virginia counties – Boone, Cabell, Lincoln, Kanawha, Putnam, Mason, Jackson, Roane, Calhoun, and Wayne. On any given day in West Virginia, nearly 7,000 children are living outside their home, either in foster care or institutions. Many are victims of abuse or neglect that wind up in court through no fault of their own. Imagine what it would be like to lose your parents, not because of something you did, but because they can’t—or won’t—take care of you. Now, into these children’s lives come dozens of strangers: police, foster parents, therapists, social workers, judges, lawyers, and more. Hopefully, one of these strangers is a CASA volunteer. CASA volunteers are appointed by judges to and advocate for abused and neglected children, to make sure they don’t get lost in the overburdened legal and social service system. They stay with each case until it is closed, with the child placed in a safe, permanent home. Western Regional CASA does not discriminate on the basis of race, color, national origin, religion, sex, disability, and age in the delivery of services, volunteer opportunities or employment/hiring practices.

The West Virginia Department of Human Services (DoHS), Bureau for Family Assistance (BFA), will begin mailing applications for the Low Income Energy Assistance Program (LIEAP) on November 2, 2026.

Mailing criteria include households that received regular LIEAP benefits during the previous season and those who:
Have a child under age 6
Are adults aged 60 and older
Are individuals with disabilities

The deadline to submit pre-LIEAP applications is November 25, 2026. Applications may be returned by mail, dropped off at a local DoHS office, or completed online at www.wvpath.org.

Funding is limited and awarded on a first-come, first-served basis. Households are encouraged to apply early.

All applicants who use a Public Service Commission (PSC)-regulated utility as their primary heating source must provide a current utility bill. Households that heat with bulk fuels are required to submit verification of their fuel supplier along with a receipt. The maximum LIEAP benefit is $2,000 per household.

The maximum allowable gross income for LIEAP for Federal Fiscal year 2027 are listed below:

For each additional person, add $710.
*Social Security & Veterans Benefits Excluded

Celebrating 35 Years!

CASA comes to West Virginia…

In the late 1980’s, Justice Margaret Workman learned about other states using a program called CASA to help Judges make life-changing decisions in child abuse and neglect court cases. She set out to bring this advocacy program to West Virginia. Judge Dan O’Hanlon became involved in these efforts and helped select Cabell County for the pilot program to utilize screened, trained, and supervised volunteers to bring the community perspective to these important court cases.

After a needs assessment was completed, Cabell became the first county in West Virginia to have CASA volunteers appointed to advocate for the best interests of abused and neglected children in court in 1991. CASA was housed under the former Cabell County Child Protection Team, now called TEAM for West Virginia Children. Laurie McKeown, Cabell County Child Protection Team Coordinator, began the implementation of the program and is currently the Executive Director of TEAM for West Virginia Children, the umbrella agency for Western Regional CASA.

With this hard work, West Virginia became the 48th state to have CASA. Volunteers received 45 hours of training and completed background checks, with the first class of volunteers sworn in on August 27, 1991. In January 1992, the Office of Juvenile Justice and Deliquency Prevention recognized CASA in Cabell County as part of an “exemplary movement” to prevent juvenile delinquency in the country.

In September 1992, CASA in Cabell County, under the Cabell County Child Protection Team, began the long history of CASA in West Virginia receiving Victims of Crime Act (VOCA) funding.
