Water Pressure Update 💧

Kirkwood residents may be experiencing slightly lower water pressure because Kirkwood Water is receiving lower-than-normal pressure from Missouri American Water.

Due to high temperatures and increased water demand, Missouri American Water has reduced its pressure. To help reduce demand, please consider limiting lawn and garden watering through Sunday, September 6, when the current heat wave is forecast to end.

Kirkwood City Council formal meeting -- Thursday, September 3, 2026, 7 p.m., Council Chambers, 139 South Kirkwood Road.

The meeting includes two public hearings to establish the property tax rates for the City of Kirkwood and the Kirkwood Municipal Library, followed by the public comment portion of the meeting.

Agenda highlights include:

- Missouri Good Neighbor Week Proclamation
- Presentation from the Greentree Festival Committee
- Public hearings to establish property tax rates for the City of Kirkwood and the Kirkwood Municipal Library
- Consideration of a Special Use Permit for outdoor use and outdoor dining at Ivy on Monroe, 132 E. Monroe Avenue
- Consideration of a Special Use Permit for an indoor amusement facility at 118 N. Kirkwood Road
- Proposed updates to City regulations for bicycles, electric bicycles, motorized bicycles and other alternative vehicles
- Amendment of the Fiscal Year 2026/2027 Budget
- Consideration of zoning map amendments to R-5 Multifamily Residential District for properties along North Kirkwood Road, Maple Avenue and Sarah Avenue
- Consideration of the City and Kirkwood Municipal Library property tax rates
- Budget amendment for the Parks and Recreation Department
- Contracts for temporary payroll and benefit reconciliation services, IT support services and SharePoint support and training
- Purchase of a 2027 Ford Transit 250 Cargo Van for the Police Department and additional replacement vehicles as needed for Public Services

The public comment portion allows residents to address the City Council for up to three minutes per person. Council does not respond to questions during this portion of the meeting.

Kirkwood City Council Work Session — Thursday, September 3, 2026, at 4:30 p.m. in the Council Chambers. The open session will be followed by a closed session in the Administration Conference Room pursuant to Missouri Sunshine Law, RSMo Chapter 610.021(1), for legal matters.

Work Sessions provide an opportunity for the City Council to discuss upcoming issues, receive briefings from staff, and review policy matters. Per Kirkwood practice, Work Sessions are for Council discussion only and do not include a public comment portion.

The Kirkwood City Council will meet Thursday, September 3, for a 4:30 p.m. Work Session followed by the 7 p.m. formal Council meeting.

During the Work Session, Council is scheduled to approve minutes from the August 20 and special August 26 Work Sessions, discuss the Storm Water Manual, and review future Work Session agenda topics. The open session will be followed by a closed session for legal matters. Work Sessions are for Council discussion only and do not include public comment.

Agenda highlights for the 7 p.m. formal meeting include:

• Public hearings to establish property tax rates for the City of Kirkwood and the Kirkwood Municipal Library

CITY COUNCIL RECAP | AUGUST 20

Missed Thursday's meetings? Here's a quick look at what the Kirkwood City Council discussed, decided and what's coming next.

WORK SESSION
Council received an overview of Chapter 100, a Missouri economic development tool being considered in connection with the proposed Double Eagle redevelopment. Discussion covered potential property tax abatement and construction sales/use tax exemptions, impacts on taxing jurisdictions, City protections and the approval process.

No Chapter 100 incentive was approved. Any agreement would require additional steps and future Council approval.

COUNCIL ACTIONS
Council:
• Approved the rezoning of 422 S. Clay Avenue from B-4 to B-2.
• Approved updates to portions of the City's Zoning and Subdivision Code.
• Gave first-reading approval to special use permits for Ivy on Monroe and an indoor arcade at 118 N. Kirkwood Road.
• Gave first-reading approval to updated regulations for bicycles, e-bikes and other alternative vehicles.
• Gave first-reading approval to a budget amendment reallocating existing funds, including temporary outsourced payroll services.

DISCUSSED
Council also held public hearings on three requests to rezone properties near North Kirkwood Road and Manchester Road for multifamily residential use. No decision was made on those rezoning requests Thursday.

WHAT'S NEXT
The North Kirkwood Road rezoning requests are scheduled for first-reading consideration September 3. Planning & Zoning is also continuing its review of the proposed Walmart drone-delivery facility and the multifamily development proposed at 345 S. Fillmore Avenue.
