In his session, "Hope in a Hard Place: How Chaplains Strengthen Jail Culture," Dallas Palmer will share how chaplaincy programs can positively impact correctional facilities by supporting incarcerated individuals, correctional professionals, law enforcement personnel, and their families. As Chaplaincy Director for Brown County Jail Ministries and Chaplain for the Brown County Sheriff's Office, Dallas brings extensive experience in crisis response, counseling, spiritual care, re-entry support, and resilience.

During "Caught in the Wire: Jail Escape Attempts and the Lessons Learned," Joe DeMore will examine real-world escape attempts and the valuable lessons they offer for improving jail safety and operations. Joe has more than 26 years of corrections experience and currently serves as Director of Corrections for Volusia County, Florida. A Certified Jail Manager (CJM) and Certified Correctional Executive (CCE), he has earned national recognition for his leadership and service to the profession.

With nearly 20 years in corrections, William Young is a nationally recognized speaker, author, and Wellness & Retention Coordinator who helps correctional leaders build healthier, stronger organizations. Drawing from firsthand experience in custody operations, staff training, crisis negotiation, and peer support, his work focuses on improving wellness, retention, and organizational culture.

A few of our Board members were able to attend the National Sheriffs Association (NSA) 2026 Annual Conference in Omaha last week! While there, they connected with law enforcement leaders from across the country, shared ideas, and were able to bring back valuable insights to help better serve the communities in our State.
