Naval Justice School

Naval Justice School NJS provides accession-level and long-term legal training for all USN, USMC and USCG lawyers, enlisted legal professionals, active and reserve.

Since the establishment of the Naval Justice School (NJS) in 1946 at Port Hueneme, Calif., NJS has annually trained thousands of Department of Defense (DoD) personnel in all aspects of military law. In 1950, NJS moved to its present location in Newport, R.I. NJS currently provides accession-level and long-term legal training for all Navy, Marine Corps and Coast Guard lawyers, enlisted legal profes

sionals, active and reserve. In addition, NJS provides training for civilian personnel, sea service commanders, legal officers, senior enlisted and others in the administration of military law.

On March 26, 2026 Legal Services Specialist Course (LSSC) 1-26 graduated from the Naval Justice School. MSGT Timothy Moreland, USMC, served as the guest speaker and inspired the 17 graduates to start making immediate contributions to the Fleet. Special recognition was given to:

Lance Corporal Daniel Lee for receiving the highest grade point average of 98.2 among the entry-level students;

Sergeant Matthew Graham for receiving a Certificate of Commendation for achieving the second highest grade point average of 97.79 among the entry-level students;

Private First Class Ethan Fulmer for receiving meritorious mast for achieving the third highest grade point average of 97.79 among the entry-level students and was meritoriously promoted to Lance Corporal; and

Private First Class David Mills for receiving the "gung ho" award voted by his peers for the superior motivation and outstanding leadership he displayed throughout the course.

Naval Justice School (NJS) held a Change of Command ceremony at the Officer’s Club in Newport, RI, on 4 November 2024. Vice Admiral Christopher French, Judge Advocate General of the Navy, presided over the ceremony in which Captain Jeffery Sutton relieved Commander Michael Bloomrose Michael as commanding officer of NJS. Change of command is a time-honored military tradition that transfers total responsibility, authority and accountability of the command from one individual to another.

On October 18, 2024, the Naval Justice School (NJS) social committee, with the assistance of students from Legalman Accession Course (LNA) 24020, hosted the NJS Halloween party for staff, students and families. At the event, staff, students, and families dressed in creative costumes, there was an abundance of candy, and staff members decorated their car trunks with Halloween themed displays. Bravo Zulu to the social committee and LNA students, and the additional volunteers who made the event a success. Job Well Done!

On October 10, 2024, Sailors, students, and civilians assigned to Naval Justice School (NJS), Newport, Rhode Island gathered at NJS to honor the Navy’s 249th birthday with a not-so-traditional
pie cutting. ABFC Gabriel hosted the ceremony and gave the opening remarks and naval history, stating “Our Navy’s legacy is built upon a foundation of honor, courage, and commitment...which have guided our sailors throughout generations, inspiring them to overcome adversity and serve with distinction.” Additionally, LT Barbour served as the guest speaker and reminded the legal professionals in the room how they all play a role in Admiral Lisa Franchetti’s, the Chief of Naval
Operations, Navigation Plan. Specifically, LT Barbour focused on the legal professionals’ roles in Ready our Platforms and how they are key in ensuring that war fighters are legally ready and then therefore mission ready. Lastly, LT Barbour focused on how the Naval Justice School plays a major
role in Investind in Warfighting Competency.
