Big changes to eCLIPSE!

Beginning July 13, 2026, the Department of Licenses and Inspections has launched a redesigned eCLIPSE licensing system that is easier to use, faster to navigate, and more accessible.

Built with feedback from license holders, the updated platform makes it simpler to renew licenses, submit applications, and manage your business information online.

When people think of L&I QOL, they often picture a single inspector—but our work is powered by specialized teams dedicated to improving quality of life across Philadelphia.

From Fire Safety and Residential Code Enforcement to Vacant Property Inspections, Property Maintenance, and Business Compliance, each team focuses on a different aspect of keeping our neighborhoods safe, healthy, and vibrant.

Many quality-of-life concerns can be reported through Philly311, including unsecured vacant properties, excessive trash on private property, illegal auto repair operations, blocked fire exits, and other code violations.

Providing a detailed description and accurate location helps inspectors investigate more efficiently and determine the appropriate next steps.

If you see it, report it. Community members are often the first to identify issues affecting their neighborhoods.

Vacant and open properties can create safety concerns and contribute to neighborhood blight.

L&I QOL inspectors work to identify unsecured vacant buildings, investigate complaints, and coordinate efforts to secure properties when necessary.

Addressing quality-of-life concerns throughout Philadelphia requires collaboration across multiple City departments and agencies.

L&I QOL regularly works alongside partners, including the Philadelphia Fire Department, Philadelphia Police Department, Philadelphia Department of Commerce, Sanitation, CLIP, and others to address issues related to property maintenance, business compliance, vacant properties, and neighborhood safety.

A historic summer like this takes a citywide effort — and strong partnerships help make that possible.

With a busy summer ahead, L&I QOL is hitting the streets and connecting with businesses through the Business Education and Enforcement (BEE) Program.

The BEE Program is all about helping business owners understand City requirements before a formal inspection takes place. In partnership with the Philadelphia Department of Commerce and PHLCouncil, our team visits businesses along commercial corridors to answer questions, share educational resources, and explain licensing and code requirements.

A few weeks later, inspectors return to conduct a formal inspection. The goal isn't to catch businesses off guard - it's to give owners the information they need to get ahead of potential issues and operate successfully.

By leading with education, the BEE Program helps businesses stay compliant, avoid unnecessary violations, and continue serving their communities.
