Appraisal Districts were established in each county in Texas in 1981 to appraise each property at fair market value as of January 1 of each year for ad valorem tax purposes. Bexar Central Appraisal District was honored to have the Honorable Jackie Valdes, District Court Judge, swear in Jonathan Melendez as a member of its Board of Directors. Mr. Melendez will serve for the remainder of the 2026 term left vacant by the passing of Mr. Robert Bruce earlier this year.

The Board of Directors of appraisal districts plays a vital role in ensuring fair and effective property tax administration. As prescribed by the Texas Property Tax Code, their duties include hiring the Chief Appraiser, appointing the Taxpayer Liaison Officer and the Appraisal Review Board, and adopting the district's annual operating budget and biennial reappraisal plan.

Please join us in welcoming Mr. Melendez, who will serve alongside Dr. Ralph Barksdale, Rev. (Secretary), Jon Fisher (Vice Chair), Dave Gannon (Chair), Councilwoman Ivalis Meza Gonzalez (not pictured), Erika Hizel (Elected), Naomi Miller (Elected), Leslie Sachanowicz, and Albert Uresti, Bexar County Tax Assessor-Collector.

In 1979, the Texas Legislature passed the Peveto Bill, creating a central appraisal district for each county to bring consistency and fairness to the property tax system. On July 1, 1981, the Bexar Appraisal District opened its doors.

Forty-five years later, our mission remains the same: to provide property owners and taxing jurisdictions with an accurate and equitable certified appraisal roll while delivering exceptional customer service.

To every generation of Bexar Central Appraisal District employees that helped shape this organization, happy 45th anniversary!
