California Child Care Resource & Referral Network The CCCR&R Network is a statewide, nonprofit, membership organization of local R&R agencies.

Since its founding, the Network has been a leader in understanding the demographics of California and the nation. The Network has worked with child care professionals to improve the supply and quality of child care, has developed innovative partnerships with business and government, and has helped its members respond to changing economic, social, and family needs. Through its 57 member agencies, t

The California Budget and Policy Center’s report “California Families Need a Variety of Child Care Settings: Understanding Key Trends in Enrollment for Publicly Funded Child Care“ discusses subsided child care enrollment trends by child care provider type, specifically looking at subsidy enrollment in licensed child care centers, licensed family child care homes (LFCHs), and license-exempt providers (also known as Family, Friend and Neighbor (FFN) providers).

Analysis of the voucher data in the report show that home-based care is a common choice for families. In 2024, “Two-thirds of children under age two were in home-based care, either with an FFN provider (22%) or an LFCH (44%).“ Similarly, Bridge Program data from the the California Child Care Resource & Referral Network’s Emergency Child Care Bridge Program Utilization Data & District Child Care Supply Maps Dashboard show that from June 2024 - June 2025, 63% of children in the Bridge Program were enrolled in home-based care, with 53% in LFCH care and 10% in FFN provider care.

This shows the importance of access to a mixed-delivery system so that parents have the option to select the child care arrangement that best suits their family’s needs.

The California Child Care Resource and Referral Network has partnered with the Office of Water Programs (OWP) and the California Department of Social Services (CDSS) to offer FREE water testing for child care centers built BEFORE Jan. 1, 2010.

• Free Initial Water Testing for ALL licensed Child Care Centers.
• Free re-testing for centers if your 5-year re-test date is before July 1, 2027
• A reimbursement of up to $450 per outlet will be provided for lead exceedances of 5.5 ppb
or higher. *Reimbursement Request must be submitted after your fixture is replaced and
