The County of San Luis Obispo is a general law form of government, meaning it is governed by a variety of statutes enacted by the California State Legislature providing common functional and organizational guidelines for county governments. The County of SLO provides a spectrum of local government services, including: law enforcement, criminal justice, fire protection, health service, public assistance, road construction and maintenance, water and sewage systems operation, land use planning, agriculture, library services, and recreational opportunities. The County not only provides "umbrella" service and protection for the 125,000 residents who live in the incorporated cities, it provides direct and local government service to some 100,000 residents who live in the unincorporated areas, such as Baywood/Los Osos, Cayucos, Cambria, Nipomo, Oceano, Templeton, and San Miguel. Population reached 33,000 in 1940 and grew to 51,417 in 1950; 81,044 in 1950 and 105,690 in 1970. In 1980, the census reports show the population to be 166,435, showing Atascadero, Baywood/Los Osos, Nipomo, Arroyo Grande and Grover City as the significant growth areas. The County government focuses tremendous effort upon balancing the resource requirements of its ever-growing population with the need and desire to maintain the county’s attractive and hospitable environment.

Highlights of Tuesday’s Board of Supervisors Meeting:

The County of San Luis Obispo Board of Supervisors met today, Tuesday, September 29. The Board acted on and considered items including improvements at the County Airport (SBP), repairs to the Pier, information on childcare investments, review of County finances and legislative issues affecting San Luis Obispo County.

Here are five things to know:
1. Improving Baggage Services at the County Airport — Item 1:
The Board approved a $5.7 million construction contract for improvements to baggage handling at the San Luis Obispo County Airport (SBP). The project is designed to increase efficiency and improve how checked baggage moves through the airport.

2. State Legislative Update — Item 38:
The Board received an end-of-session update from the County’s state legislative advocate, Paul Yoder, including a discussion on Diablo Canyon and the County’s priorities heading into the next legislative session.

3. Repairing the Cayucos Pier — Item 28:
The Board approved $568,127 to advance restoration of the Cayucos Pier to its original length after portions of the pier were damaged during heavy storms in February 2024.

4. Federal Investment in Local Child Care — Item 43:
The Board received an update on the results of $3 million in federal pandemic-recovery funding invested in local childcare.

The funding helped stabilize 287 child-care providers, expand licensed child-care spaces and support the early-education workforce. Staff reported the federal investment is also estimated to have generated more than $5.5 million in local economic activity.

5. County Financial Reporting — Items 39 & 40:
The Board reviewed how the County finished the 2025-26 fiscal year and approved final actions for the current 2026-27 County budget.

The year-end financial report provides a look at the County’s financial position at the close of the last fiscal year, while the final budget actions help set the financial framework for County programs and services in the year ahead.

The Board also took time to recognize two important causes and programs in our community:
The Board presented resolutions proclaiming September 2026 as National Su***de Prevention and Recovery Month in San Luis Obispo County, and recognizing October 4-10, 2026, as National 4-H Week.

News! Our San Luis Obispo County Clerk-Recorder's Office has delivered ballots for the November 3rd General Election to the post office ahead of schedule. That means those ballots will so mail out THIS WEEK and drop boxes will open this week as well.

With ballot packets heading to voters early, the County is also moving up the opening of its 18 official ballot drop boxes to this Thursday, October 1. You do not need to wait until Election Day to vote. Once you receive your ballot, you may complete and return it as soon as you are ready to cast your votes. You can do so using an official drop box, by bringing your ballot to the Elections Office, or if you choose to mail it back, please allow plenty of time and mail it at least a week before Election Day. Ballots mailed at the last-minute risk getting a late postmark or arriving past the deadline and cannot be counted.

Also, beginning Monday, October 5, regular Clerk-Recorder office hours will change, with the office closing to the public at 4 p.m. each weekday. Election services, however, will remain available. A dedicated Elections service window at the San Luis Obispo office will be open from 8
a.m. to 5 p.m., Monday through Friday, beginning October 5 and continuing through the completion of the official election canvass in late November. It will be open from 7 a.m. to 8 p.m. on Election Day, Tuesday, November 3.
The Elections window and the full Elections Center will also be open Saturday, October 31, from 9 a.m. to 3 p.m.

The County’s satellite Elections Office in Atascadero will open Monday, October 26, providing North County voters with an additional location for in-person election services during the final
days of voting.
The Atascadero office will be open:
➢ Monday through Friday: 8:30 a.m. to 4 p.m.
➢ Election Day, Tuesday, November 3: 7 a.m. to 8 p.m.
