Springfield Animal Control- Oregon Springfield Animal Control is responsible for handling all animal-related calls to Springfield Police

Springfield Animal Control is currently staffed by Animal Control Officer Austin. We handle all licensing for dogs that live within Springfield City limits as well as all enforcement and calls related to domesticated animals(Dogs & Cats). One of our primary tasks is handling complaints for barking dogs, dogs at large, and owners failing to remove their pet's waste matter.

As many of you know, last fall long-time Springfield Animal Control- Oregon Officer Austin transitioned to a new position within the department as our first Intelligence Analyst. While this was a tremendous step for SPD and has paid dividends in many ways, it also left a glaring hole in our ability to provide AC related services.

Luckily for us, our new ACO found his way to us not long after. While many of you have had the chance to meet him since he started last September, today we'd like to formally introduce our new Animal Control Officer: ACO Kearney!

ACO Kearney brings decades of law enforcement experience and knowledge to the role. We're thrilled to have him onboard and can't wait to see the continued good that he will bring to our community through his position. Welcome, ACO Kearney!

Incident: Found Puppies Lead to Animal Abandonment-Cruelty Charge

Dugger, Jeffery Lynn | 72 Year-Old Male | Springfield, OR

NARRATIVE OF INCIDENT:
On the morning of December 5, 2024, a community member observed a large box near a bus stop on 54th Street. Hearing noises from the box, the community member discovered that the box contained 6 puppies that were several weeks old. Springfield Animal Control responded and took possession of the puppies who were held at the Springfield Justice Center before being transported to Greenhill Humane Society.

Upon further inspection, it was discovered that the box had been taped completely closed without any ventilation, food, water, or attempt to keep the puppies warm. Additionally, the box was marked with a shipping label indicating the address of one ‘Jeff Dugger’. During the investigation, it was discovered that Dugger had also called Greenhill roughly 24 hours before the puppies were found and threatened to dispose of them if GHS did not take them ‘immediately’.

Dugger was contacted by Springfield Animal Control and was charged with six counts of Animal Abandonment – Cruelty.
