Recovery is one of the 4 phases of Emergency Management. During this phase, we focus on resorting, rebuilding, and revitalizing a community after a disaster; this includes community assistance, infrastructure, economy, natural and cultural resources, health and social services, and housing. This may take weeks to years, depending on the severity of the disaster.

Response is one of the 4 phases of Emergency Management. This is the active phase of a disaster and involves putting all our preparedness into action. Some activities include activating the Emergency Operations Center, evacuating, sheltering, coordinating and ordering resources, mobilizing equipment and personnel, and so much more!

How do we organize our activities? Great question! By using the four phases of Emergency Management!

To minimize hazards, plan actions, handle emergencies, and return to normal operations we use mitigation, preparedness, response, and recovery activities, called phases. This week, we’ll learn about all four of them.

What do we do all year? Well, POETE, of course!
In Emergency Management, we use a continuous improvement cycle to assess, build, and sustain our capabilities, using the acronym “POETE”, which means:
- Plan: develop guidelines, roles, and responsibilities for incident management.
- Organize: establish a structure and staffing for incident response.
- Equip: secure logistical tools, supplies and systems required to implement the plans.
- Train: provide necessary instruction and certification for personnel.
- Exercise: test plans, equipment, and training in a simulated environment to evaluate readiness.

And then we start all over again!

🚨 It’s Emergency Management Awareness Month! 🚨

❓ Who are we and what do we do?

The Martin County Emergency Management team follows four key concepts: collaboration, coordination, communication, and compassion.
- Collaboration bridges local, state, federal, and private sectors. No single organization can handle complex crises alone. It requires integrating multi-agency partners to share resources, unify communications, and boost surge capacity. Effective coordination minimizes duplication and improves response outcomes.
- Coordination is the synchronized organization of multiple agencies, resources, and personnel to respond to, recover from, and mitigate disasters.
- Communication includes interoperability to ensure different agencies can communicate with each other, public warning systems such as Emergency Alert System and Wireless Emergency Alerts, redundant infrastructure, and ensuring clear, action-oriented messages reach the public and our partners.
- Compassion in Emergency Management refers to inclusive planning, relational leadership, trauma-informed interactions and decisions, and ensuring the mental health of our first responders and community members.
