Department of Child Support Services (also known as DCSS) is a state wide program that is federally funded under Title IV-D of the Federal Social Security Act 42 U.S.C. The DCSS program is often referred to as the IV-D program. Family Code Section 17200 establishes DCSS in California by stating “The Department of Child Support Services is hereby created within the California Health and Human Services Agency. The department shall administer all services and perform all functions necessary to establish, collect, and distribute child support.”
