I stood alongside advocates and community leaders to discuss my legislation, S9778-A, the Accountability and Protection of Minors in State Custody Act.

This bill is about one simple principle: when children are placed in the care of the State, we have a responsibility to protect them.

S9778-A strengthens protections for minors in foster care, juvenile detention, and mental health facilities by increasing accountability, preventing negligence, and ensuring that agencies entrusted with children’s safety cannot avoid responsibility when the system fails.

The legislation also expands legal protections for young people harmed while in state custody and helps provide a path toward justice for victims of abuse and neglect.
Child safety must always remain a priority. Every child deserves dignity, protection, and the opportunity to grow up in a safe environment.

I am deeply honored and grateful to have received the Honorable Frank Torres Commitment to Diversity Award during the celebration of the Latino Judges Association’s 40th Anniversary.

This recognition holds special meaning for me, as it bears the name of a true pioneer who dedicated his life to opening doors and expanding opportunities for the Latino community within the judicial system. I accept this honor with humility and a steadfast commitment to continuing to promote a judiciary that reflects the diversity, strength, and experiences of all New York communities.

I was proud to introduce a resolution proclaiming May 27 as Taiwan Heritage Day in New York State and to celebrate the rich history, culture, and contributions of the Taiwanese community across our state.

The Taiwanese community continues to strengthen New York through innovation, entrepreneurship, education, public service, and cultural leadership. I also reflected on my visit to Taiwan and the lasting impression its hospitality, culture, and sense of community left on me.

Thank you to the honorable leaders of the Taipei Economic and Cultural Office in New York, Amb. Tom Chih-Chiang Lee, Mr. Wei-ren Huang, Ms. Emily Kwan, Mr. Tony Chuy, Ms. Penny Cai, Mr. Chun-Hawi (Tom) Su, Mr. Ching-Hua Chi, Ms. Cecily Tai, Mr. Sam Lin, Mr. David Tai, and all of the distinguished guests who joined us for this special occasion.

I also want to thank Majority Leader Andrea Stewart-Cousins, Senator John Liu, and the rest of my colleagues in the state legislature for helping recognize and celebrate the Taiwanese community’s invaluable contributions to New York.

I want to congratulate Karl-Anthony Towns and José Alvarado, two proud latino figures who continue to elevate the Dominican Republic and Puerto Rico through their talent, dedication, and discipline in the NBA.

Towns’ historic performance with the New York Knicks following their commanding victory over the Cleveland Cavaliers, alongside Alvarado’s admirable achievements on the court, serve as a powerful inspiration to our youth and a tremendous source of pride for both islands.

Their hard work, resilience, and perseverance are a testament to the strength of Latino excellence and a reminder that our communities continue to shine on the world’s biggest stage.

Wishing peace, joy, and countless blessings to all those celebrating Eid with loved ones near and far. ✨

Today, we proudly honor Luis Soltero-Rodriguez as an inductee into the Senate Veterans Hall of Fame. A Combat Veteran, Bronx native, and proud Puerto Rican, Luis served our nation with courage in Afghanistan during Operation Enduring Freedom. Today, he continues that service by supporting fellow veterans and military families as Director of Lehman College’s Office of Veterans and Military Affairs. Thank you for your service, leadership, and unwavering commitment to our community.
