**** UPDATE **** Missing Person Located Deceased

Hubbard-Donald-Aurora Police Department is saddened to announce that 69-year-old Rafael Arellano-Cortez, who was reported missing on August 25, 2026, has been located deceased.

Rafael was located in a wooded area just west of Hubbard on Broadacres Rd NE on August 26, 2026, at about 1512 hours. At this time, there is no indication of foul play.

We extend our deepest condolences to Rafael’s family, friends, and loved ones during this difficult time.

Hubbard-Donald-Aurora Police Department would also like to sincerely thank everyone who assisted in the search, shared information, and provided support throughout the effort to locate Rafael.

We especially wish to recognize and thank our partner agency, Salem Police Department, for responding to assist with the search. Their K9 Bloodhound, Shelby, and her handler, Officer A. Morse, played an important role in locating Rafael during difficult conditions.

We are grateful to our Hubbard community, Hubbard Fire District, NEWCOM 911, and all our public safety partners for their time, resources, and assistance.

No further assistance from the public is requested at this time.

Our thoughts remain with Rafael’s family and loved ones.

Missing Person Alert:

Rafael Arellano-Cortez, 69, is missing and has been diagnosed with medical conditions. He was last seen around 1:30 PM on August 25th.

He is suspected of leaving on foot, walking from the 3200 block of 4th St., Hubbard.

Rafael is approximately 5'5" tall and weighs approximately 140 pounds. Rafael was last seen wearing a blue/greenish button-up shirt, an unknown-color sweater, gray pants, black-and-white, possibly Nike, shoes, and prescription glasses.

Sublimity / Drakes Crossing and surrounding areas: see below

TUES 8/25 -- Seeing smoke in the Sublimity or Drakes Crossing area today? Preparatory or “prep” burning is scheduled for registered growers in these areas today.

Growers "prep" burn in order to prepare fields for open burning. Not all fields are rectangles, which is the ideal shape for a successful open field burn. Growers will burn small, irregular parts of a field or around buildings or other obstacles to reduce fire hazard potential. This makes it safer for open field burns, allowing for smoke plumes to form, rise, and evacuate more quickly.

Field burning is a specific type of agricultural burning where the residues associated with grass seed and cereal grain production are burned after harvest. Some grass species, such as fescues and bentgrass, benefit from field burning after harvest. This process can improve yields and control pests and diseases.

UPDATE (8/18/26): CHILD RECOVERED

Infant Marcello Martinez was recovered today after a 3rd party notified his mother that Raul had turned over the child. Law enforcement met with the 3rd party and recovered the child, who appears to be happy and healthy.

Raul Martinez was not located with the child and is wanted by law enforcement. CCSO requests anyone with information on his whereabouts to call 911. CCSO thanks the public's assistance and vigilance, along with help from partner agencies in the efforts to recover Infant Marcello.

**MISSING ENDANGERED CHILD – PLEASE SHARE**

The Washington State Patrol has issued an AMBER Alert on behalf of the Clark County Sheriff’s Office for 7-month-old Marcello Martinez, who was taken in the Vancouver area on August 16.

Marcello was allegedly taken by his father, 37-year-old Raul Martinez, following a domestic violence incident in the Hazel Dell area. Investigators believe Marcello may be in danger.

Marcello is 24 inches tall, weighs approximately 16 pounds, and has brown hair and brown eyes. He was last known to be wearing a blue onesie with the words “Grandmas are the best” in neon lettering.

Raul is 5’6”, approximately 180 pounds, with brown hair and brown eyes. He was last known to be wearing tight sweatpants, a white shirt, and a blue/green jacket.

Several of the fire districts we dispatch for and that surround us have deployed resources multiple times so far this fire season while continuing to respond to calls in their own fire districts at the same time. With resources and staffing stretched thin, they still continue to show up serve their communities without hesitation.

Hats off to ALL of you - local, state, federal resources - wherever you are from, we appreciate everyone stepping up and protecting countless communities near and far! Beyond grateful for all of you!

****A reminder for the Silverton community of this training event occurring this afternoon****

JOINT TRAINING ANNOUNCEMENT

On Wednesday, August 5th, Silverton Police, Silverton Fire District, Metcom 911, Woodburn Ambulance, Legacy Health - Silverton Hospital, along with several local law enforcement, EMS, and fire agencies, will be conducting a multi-agency training exercise.

Please note the following impacts:

Training activities will take place between approximately 2:00 PM and 8:00 PM at the Old Silverton City Hall, Silverton Hospital, and Silverton Middle School.

Members of the public may see participants with realistic mock injuries being transported between the training locations.

There will be a significant presence of emergency vehicles in these areas during the exercise, including a Life Flight helicopter landing at Silverton Middle School.

This is only a drill. There is no emergency.

These types of exercises help our first responders and community partners stay prepared and improve coordination during a large-scale emergency. We appreciate your cooperation and understanding as we train to better serve our community!

***Woodburn community please see the update below- Cancelation of Woodburn PD's involvement with National Night Out events.

Due to the heat advisory and poor air quality, we have made the difficult decision to cancel our City staff's involvement in the National Night Out festivities. We are disappointed and were looking forward to spending quality time with our community.

Neighborhoods who have signed up may continue their celebrations at their own discretion.

We hope to see you at other events this summer and at next year's NNO!

The Pacific Northwest Wildfire Coordinating Group (PNWCG) is urging the public, land users, and partner agencies to exercise the highest level of caution this weekend as the National Weather Service (NWS) has issued a Particularly Dangerous Situation (PDS) Red Flag Warning for Saturday afternoon and evening across central and eastern Washington and Oregon. This rare designation is reserved for fire‑weather conditions that greatly exceed standard Red Flag criteria and pose significant danger to public safety, firefighters, and communities.
