NWASCO Engages on Access to Information

Transparency begins with access to information.

Today, 10 August 2026, NWASCO participated in an Access to Information Engagement Meeting convened by the Human Rights Commission of Zambia (HRC-Z) at Sandy’s Creation Resort.

The engagement brought together stakeholders to deepen understanding of the Access to Information Act No. 24 of 2023, including the responsibilities of information holders, procedures for receiving and processing information requests and the broader role of access to information in strengthening transparency and accountability. The HRC has an oversight mandate on matters relating to access to information under the Act. ⁠

As the regulator of water supply and sanitation services in Zambia, NWASCO recognises that access to accurate, timely and relevant information is fundamental to effective stakeholder engagement and public accountability. An informed public is better placed to understand the sector, engage with institutions and hold service providers and regulators accountable.

The meeting therefore provides an important platform for NWASCO to strengthen its understanding of the requirements of the Act and ensure that our approaches to information management and disclosure continue to support transparency, good governance and meaningful public participation.

For NWASCO, access to information is not only about responding to requests,it is about building trust, openness and confidence in the water supply and sanitation sector.

Investing Today, Securing Tomorrow: NWASCO empowers Staff to Build Financial Security

The National Water Supply and Sanitation Council (NWASCO) today held its 2026 Third Quarter Internal Forum on investment and retirement planning under the theme, “Investing Today, Securing Tomorrow.”

Officially opening the forum, NWASCO Director Engineer Kelvin Chitumbo, represented by NWASCO Chief Inspector Engineer Peter Mutale, underscored the importance of deliberate financial planning as a foundation for long-term financial security.

Engineer Chitumbo noted that financial security is not achieved by chance but through informed decision-making, disciplined action, and consistent planning.

He encouraged members of staff to apply the same principles of strategic planning they use in their professional responsibilities to the management of their personal finances.

“As the Regulator for Water Supply and Sanitation Services in Zambia, we are entrusted with a critical national responsibility. Every day, we work to ensure that the people of Zambia receive safe, reliable and sustainable water supply and sanitation services. Our work requires us to think long-term, to plan strategically, and to safeguard resources for future generations. These same principles should also guide how we manage our personal finances,” he said.

Engineer Chitumbo observed that investing for the future is essential for building long-term financial security, reducing financial stress, and enabling employees to maintain a comfortable standard of living during retirement.

The forum, hosted with support from the GIZ Zambia provided staff with practical knowledge and insights on a range of topics, including the importance of investing, key investment principles, investment opportunities in Zambia, personal financial management, and retirement planning.

Through initiatives such as the Third Quarter Internal Forum, NWASCO continues to demonstrate its commitment to the holistic well-being of its employees.

NWASCO hosts Malian delegation on Study Visit to Appreciate Zambia’s Sanitation Regulatory Experience

The National Water Supply and Sanitation Council (NWASCO) today hosted a seven-member delegation from Mali Sanya, a GIZ-supported programme in Mali dedicated to the management of solid waste, wastewater and faecal sludge.

The delegation, which is in Zambia on a study visit from 21st to 31st July, 2026, comprises four representatives from Mali’s Ministry of Environment, Sanitation and Sustainable Development (MEADD), national technical institutions, civil society, and the Association of Sludge Emptying Operators, as well as three members of staff from the Mali Sanya programme.

The study visit aims to enable the delegation to learn from Zambia’s experience in sanitation regulation and use the knowledge gained to support the development of a regulatory framework tailored to the Malian context.

During their visit, the delegation, hosted by GIZ, will gain insights into Zambia’s legal and institutional framework for sanitation regulation.

The programme will include learning about NWASCO’s organisational structure, regulatory instruments, performance monitoring systems, and institutional independence, as well as broader approaches to regulating water supply and sanitation services.

Speaking when he officially received the delegation yesterday, NWASCO Director Eng. Kelvin Chitumbo welcomed the members and underscored the value of study visits and knowledge exchange in advancing sustainable water and sanitation services across Africa.

Further, Eng. Chitumbo, today, delivered a presentation outlining Zambia’s water sector reforms, NWASCO’s regulatory mandate and mission, its strategic focus as an independent regulator, key achievements, and the challenges facing the sector, while highlighting the Council’s ongoing priorities to improve service delivery.

Other presentations from NWASCO highlighted the Council’s licensing, monitoring and enforcement mechanisms, tariff setting for water and sanitation, as well as performance benchmarking used in its regulation of Commercial Utilities.

Meanwhile, the delegation, yesterday visited the Matero Faecal Sludge Treatment Plant, where they observed its operations and learned about Zambia’s approaches to faecal sludge management and sanitation service delivery.

The delegation includes Mr. Issa sissoko – Director, Mali Sanya/GIZ Mali Programme, Mr. Semou N'diaye – Head of Component 1, Institutional Capacity Building, Mali Sanya/GIZ Mali Programme, Mr. Eric Kibet – IT Digitalization Specialist, Mali Sanya/GIZ Mali Programme(Translator), Mr. Drissa Traore – Technical Adviser to the Minister, Ministry of Environment, Sanitation and Sustainable Development (MEADD), Mr. Abdoul Aziz Attaher Dicko – Head of Studies, Planning and Statistics Department (DEPS), National Directorate of Sanitation, Pollution and Nuisance Control (DNACPN), Mr. Mahamar Maiga – Head of Studies and Planning Department (DEP), National Agency for the Management of Wastewater Treatment Plants of Mali (ANGESEM), and Mr. Boureïma Tabalaba – Director, National Coalition of the International Campaign for Drinking Water and Sanitation (CN-CIEPA/WASH) and SWA National Focal Point.

BORDA Zambia, Viva con Agua kickoff Lighthouse WASH Project

Over the last three days, NWASCO joined other key stakeholders at the kickoff workshop for the Lighthouse WASH Project, spearheaded by BORDA Zambia in partnership with Viva con Agua, aimed at strengthening water, sanitation and hygiene (WASH) systems in Zambia.

Speaking on behalf of the Permanent Secretary in the Ministry of Water Development and Sanitation Zambia Engineer Romas Kamanga during the official opening of the meeting, Engineer Ulanda Nyirenda reaffirmed Government's commitment to investing in WASH services that protect public health and improve the quality of life for all Zambians.

He emphasized that achieving sustainable WASH services requires strong collaboration among government, cooperating partners and communities.

And BORDA Zambia Country Director, Engineer Mwila Angela Kapembwa, highlighted that the Lighthouse WASH Project will serve as a model for future WASH initiatives.

She explained that the project was anchored on the Universal Languages for Change (UL4C) approach and WASH systems strengthening, and sought to build resilient systems that deliver sustainable services to communities, schools and health facilities.

The workshop brought together representatives from the Ministry of Water Development and Sanitation, BORDA Zambia, Viva con Agua, NWASCO, Kafue and Chongwe Councils, the Ministry of Health and the District Education Board Secretaries (DEBS) from Kafue and Chongwe districts to review current WASH coverage, identify system gaps and develop practical, sustainable solutions.

At NWASCO, we remain committed to working with our partners to strengthen the regulation of water supply and sanitation services and ensure that every Zambian has access to safe, reliable and sustainable WASH services.

MWDS calls for stronger collaboration to accelerate Water Sector Reforms

Ministry of Water Development and Sanitation (MWDS) Permanent Secretary, Eng. Romas Kamanga, has reaffirmed that the success of Zambia's water sector reforms hinges on strong institutional collaboration, effective implementation, sustained financing, and continued stakeholder commitment.

Speaking on behalf of the Permanent Secretary, Director of Water Supply and Sanitation Eng. Richard Kangwa emphasized that achieving the intended outcomes of the reform agenda requires coordinated efforts and strengthened partnerships among all sector players.

Meanwhile, during a presentation on the current status of the water sector reforms, NWASCO Chief Inspector Eng. Peter Mutale observed that key principles introduced under the 1994 Water Sector Reforms, particularly cost recovery, legal reforms and Commercial Utility (CU) oversight have recorded limited progress and require renewed attention.

Eng. Mutale further outlined NWASCO's strategic priorities for 2026 and beyond, which include strengthening the Council's performance monitoring and benchmarking systems for Commercial Utilities, while promoting the adoption of best practices in operational efficiency and service delivery across the sector.

And NWASCO Legal Counsel Mr. Andrew Mwansa, noted that the Water Supply and Sanitation Services Bill is a decisive step in transforming the water supply and sanitation sector.

Mr. Mwansa also highlighted the key provisions of the Bill, including the provisions put in place for comprehensive licensing frameworks for utilities and private operators.

The workshop also featured presentations from Nexus Energy and Water Programme for Zambia Energy and Water Programme for Zambia Project Manager Ms. Doreen Mbalo, who provided updates on the project's implementation progress, and Mulonga Water Supply and Sanitation Company Managing Director Mr. Ndililakulampa Malambo, representing the Water Utilities Platform (WUP), on the performance of Commercial Utilities, outlining both the achievements recorded and the operational challenges affecting service delivery.

The interactive Water Sector Reforms Workshop was convened to review the Water Sector Reforms Roadmap and establish a collaborative framework for advancing the reform agenda. It brought together representatives from the European Union in Zambia Ministry of Water Development and Sanitation Zambia , Ministry of Local Government and Rural Development (MLGRD), Ministry of Health (MoH), GIZ Zambia Nwasco - National Water Supply and Sanitation Council, the 11 Commercial Utilities, KFW Unicef Zambia, African Development Bank, Zambia Resident Mission
SNV VEI, WaterAid Zambia, the World Bank Zambia Country Office, selected Local Authorities, and Zambia NGO WASH FORUM reflecting the sector's shared commitment to strengthening water supply and sanitation services in Zambia.
