The Ministry of Labour and Social Security (MLSS) is a government institution charged with the responsibility of formulating and administering policies as well as regulating activities in the Labour and Employment sector in order to enhance the sectors contribution to sustainable social and economic development for the benefit of the people of Zambia. ette number 457 of 2004, the Mandate of the Ministry is outlined in the government Gazette number 183 of 23rd March 2012 and Gazette Notice Number 561 of 2012

The Gazette Notice Number 183 specifically spells out the portfolio functions for the Ministry as follows:

Employment Policy;
Factories;
Industrial and Labour relations;
Labour Policy;
Monitoring Productivity;
Occupational Asessment Services;
Social Safety Net; and
Social Security Policy. The Ministry is also responsible for the following statutory bodies and institutions:-

National Pensions Scheme Authority;
Public Service Pensions Fund; and

Labour PS Calls for Stronger Collaboration as the Ministry’s Exhibitions Inspire Confidence in Public Service

Ministry of Labour and Social Security Permanent Secretary Zechariah Luhanga has commended the Ministry and its statutory bodies for showcasing services that are fostering trade and investment during the 98th Zambia Agricultural and Commercial Show.

From occupational health screenings on wheels to award winning exhibitions and digital public services, the Ministry of Labour and Social Security and its statutory bodies are demonstrating how labour and social protection are contributing to Zambia’s trade and investment agenda.

During his tour of the pavilions yesterday, Mr Luhanga witnessed the innovations first hand, where he commended the institutions for translating government policies into practical services that support businesses, protect workers’ rights and stimulate economic growth.

His first stop was the Ministry’s pavilion, where he praised staff for effectively engaging members of the public and showcasing programmes aimed at building a productive workforce and creating an enabling environment for investment.

At the Workers’ Compensation stand, Mr. Luhanga congratulated the institution after being presented with the awards it earned at this year’s show, as the best exhibitor, commercial, pension fund and second prize in public service industry exhibition. He described the recognition as evidence of the institution’s commitment to excellence and innovation in public service delivery.

The Permanent Secretary was equally impressed with the exhibitions at the Occupational Health and Safety Institute (OHSI) stand, where he observed members of the public undergoing occupational medical examinations aboard the Institute’s state of the art mobile medical truck. He said the initiative was a practical demonstration of taking critical occupational health services directly to workers and employers.

Mr. Luhanga also toured the National Pension Scheme Authority (NAPSA) and the Zambia Institute of Human Resource Management (ZIHRM) stands, where he interacted with officials and encouraged them to continue developing services that respond to the evolving needs of workers and businesses.

He called on the Ministry’s statutory bodies to deepen collaboration by undertaking integrated inspections, saying a coordinated approach would improve compliance, eliminate duplication of efforts and provide more efficient services to employers and workers.

“The strength of our institutions lies in working together. Integrated inspections will not only enhance compliance but also make it easier for businesses to access government services while ensuring workers’ rights are protected,”said Mr Luhanga.
