The Local Authorities Superannuation Fund (LASF) is a statutory pension scheme serving councils, selected Water Utility Companies, ZESCO Limited and the National Housing Authority.

A delegation from the Local Authorities Superannuation Fund (LASF), led by Managing Director Milner Mooba, visited the National Housing Authority (NHA) yesterday to conduct a stakeholder sensitization session on the recently enacted LASF Act No. 74 of 2026.
The LASF team was received by NHA Chief Executive Officer Ernest Muleya, who welcomed the opportunity to gain deeper insight into the ongoing pension reforms.
During the session, the LASF team highlighted key provisions of the new Act, outlining its impact on both employers and employees while emphasizing the role of compliance in protecting member benefits. LASF reaffirmed its commitment to building strong institutional partnerships, fostering transparency, and upholding member dignity under the updated legal framework.
The visit is part of LASF’s broader outreach campaign to raise awareness, enhance inter-agency collaboration, and ensure a seamless implementation of the Act across affected sectors. Both organizations concluded the meeting by reaffirming their shared commitment to advancing pension security and supporting Zambia’s socio-economic growth.

LASF Engages ZARLAPA Members on New Act and Member Information Update
The Local Authorities Superannuation Fund (LASF) today convened a stakeholder engagement meeting with members of the Zambia Local Authorities Retirees and Pensioners Association (ZALARPA) in Lusaka. The session was led by LASF Managing Director, Mr. Milner Mooba, who provided updates on recent developments related the Fund and its members.
Mr. Mooba informed participants that the LASF Act, recently assented to by the President, is awaiting the official commencement order before it can be fully operationalized. He emphasized that in preparation for its implementation, LASF will undertake an information clean-up exercise to ensure that the Fund maintains accurate records of its members and retirees. This initiative, he explained, is critical to safeguarding the integrity of the Fund and ensuring timely benefit payments.
Mr. Mooba appealed to members to take proactive steps by ensuring their bank accounts remain active, submitting life certificates, and completing widow’s affirmation forms. He further advised that life certificate forms should be accessed through the council and submitted systematically via the ZALARPA executive. This structured approach, he noted, will facilitate smoother processing and payment of annuity.
Meanwhile, ZALARPA President Mr. Mathews Nyakalale commended LASF management for consistently addressing the concerns of retirees and for demonstrating responsiveness to their needs. He expressed appreciation for the Fund’s commitment to strengthening accountability and improving service delivery to its members.
This engagement reflects LASF’s ongoing efforts to foster collaboration with stakeholders and to prepare for the effective rollout of the new legislative framework.
