A local non-profit organisation requested Council's support at the July Council Meeting, for a Motion seeking changes to Western Australia's Water Deficiency Scheme to be considered at the upcoming WALGA AGM.
🌧️ The motion calls for WALGA to advocate for changes to Western Australia's Water Deficiency Scheme through the development of a Rainfall Deficiency Assistance Framework that includes livestock fodder as an essential agricultural resource during prolonged periods of rainfall deficiency.
Given Agriculture's significant contribution to the Esperance economy and its support of many transport, logistics and service industries, Council was pleased to endorse the proposal.
Every Ordinary Council Meeting is live streamed on the Shire YouTube channel (youtube.com/playlist?list=PLtrhv-XIIoeM5F8IKLqQGef304HcleDWa), with the recordings available thereafter. Agendas and Minutes of all Council Meetings may be found at esperance.wa.gov.au/agenda-minutes.

At the July Council Meeting, Council nominated two Councillors as Voting Delegates to the 2026 WALGA AGM, coming up in mid September.
As the peak body representing WA local governments, WALGA plays an important role engaging with state and federal Governments on behalf of the industry.
⭐ By participating in the AGM, regional Councils can make sure their unique challenges, perspectives and priorities are heard, and contribute to important sector decisions.
The AGM is held during WALGA’s Local Government Convention: Council also requested that the CEO register interested Councillors for the Convention. The program is designed to provide valuable insights and practical outcomes for metropolitan, regional and remote Councils, and will incorporate a trade exhibition providing Councillors with an opportunity to see the latest innovations and technologies across the sector.

Health Warning - A natural algal bloom has been detected at Port Beach, so we’re asking everyone (and their furry friends 🐾) to give this area a miss for now.
These blooms pop up from time to time and are usually brought in by tides and winds. Based on past experience, it should shift on naturally once conditions change.

You might notice:
👉 A yellow‑brown slick on the water that looks a bit oily
👉 Water turning pink or pale green as the algae breaks down

You may hear this referred to as red tide or sea sawdust. It’s a type of naturally occurring algae that shows up occasionally along our coastline.

Our Environmental Health team has put up warning signs in the affected areas and will keep an eye on things.

Following health advice, it’s best to avoid swimming or collecting shellfish in this area for now, as contact with the bloom can cause skin irritation.

Thanks for your patience. We’ll share updates if conditions change 🌊

💪 The 2026/2027 Delegated Authority Register was endorsed by Council at the July Council Meeting, after its annual review, ensuring a balance between good governance and efficient service delivery.
The Delegation of Authority from Council to the CEO and Authorised Persons for specifically listed decisions is an important tool to make sure a range of tasks are completed efficiently, consistently and in accordance with legislative requirements.
Without Delegated Authority, many day-to-day decisions would have to be considered by Council at monthly Council Meetings, significantly delaying planning, health, building compliance, environmental health, animal management, parking, fire prevention, local law and other matters.
Council is pleased to serve the community by ensuring their time remains focused on strategic leadership, policy development and representation of the community.
