The Letsema Horticulture Market in Francistown is nearing completion. The Minister of Trade and Entrepreneurship, accompanied by the Assistant Minister, Mayor of Francistown and other high-level delegates, visited the facility to appreciate progress made towards its operationalisation last week Tuesday.

Led by the CEDA Caretaker Chief Executive Officer, Mr Khalala A. Mokefane, the delegation received a project briefing confirming that the facility was 98% complete.

The Minister expressed satisfaction with the progress made and engaged stakeholders on the market’s operational model and its role in strengthening market access for local horticultural producers.

The visit marks another significant milestone towards bringing the Letsema Horticulture Market closer to the farming community and creating sustainable market opportunities in the northern region.

Today, our Caretaker Chief Executive Officer, Mr. Khalala A. Mokefane, participated in a panel discussion at the Business Botswana National Business Conference 2026, held at Adansonia Hotel in Francistown.

As the conference entered its second day of deliberations, discussions continued under the theme “From Dialogue to Delivery: Business Driving Economic Transformation.”

CEDA remains committed to supporting citizen entrepreneurship, strengthening private sector participation and contributing to Botswana’s economic transformation agenda.

Yesterday, Our CCEO Mr. Khalala A. Mokefane took part in a panel discussion at the Botswana Institute of Banking and Finance's Compliance and Governance Conference 2026.

Speaking during an exclusive CEO panel discussion, Mr. Mokefane highlighted that CEDA's mandate goes beyond providing access to finance. It is about empowering citizen entrepreneurs, creating employment and driving economic diversification while safeguarding the public resources entrusted to the Agency. Through clear eligibility criteria, consistent appraisal standards and documents decision-making processes, CEDA promotes fairness, transparency and accountability in financing decisions.

Addressing the importance of accountability, Mr. Mokefane also emphasized that accountability extends beyond loan disbursement. Effective risk management, efficient processes, post-financing monitoring and timely interventions are essential to protecting public resources while enabling viable citizen-owned enterprises to thrive. COMPLIANCE PROTECTS THE INSTITUTION, BUT GOOD GOVERNANCE PROTECTS THE MANDATE- MOKEFANE

The CEDA Caretaker CEO, Mr Khalala Mokefane, has emphasized the importance of compliance and good corporate governance in institutions. Participating in a CEO Leadership Panel Discussion at the Botswana Institute of Banking and Finance‘s Compliance & Governance Conference 2026, Mr Mokefane highlighted that, “compliance protects the institution, but good governance protects the mandate.”

He further explained that while compliance may be administered by specialised departments, accountability for the organisation's conduct rested with its leadership. Zeroing on CEDA, he stressed that accountability was particularly significant as the organisation was not simply managing financial resources but was entrusted with public funds to advance citizen economic empowerment.

Therefore, every decision made had to satisfy two important tests; first, contribution to the organisation’s development mandate and the test of fairness, transparency and responsibleness.

Further buttressing the critical role of a CEO on accountability matters, Mr Mokefane stated that when the CEO takes visible accountability, employees would embrace governance as part of their every day work culture and not something only associated with audits and compliance reports. “For me, the ultimate test of governance is whether we can defend our decisions not only before our Board and oversight institutions, but also before the citizens whose resources we manage,” he continued.
