ترحب وزارة الخارجية والمغتربين بتقرير المقررة الخاصة للأمم المتحدة د. فرانشيسكا ألبانيزي، تحت عنوان "التعذيب والإبادة الجماعية"،
وزارة الخارجية والمغتربين: التقرير الصادر عن المقررة الخاصة للأمم المتحدة يكشف عن جرائم منظومة الاحتلال الإسرائيلي بحق كافة أبناء شعبنا، وبشكل أخص الأسرى الفلسطينيين، في ظل غياب واضح للمحاسبة الدولية.
ترحب وزارة الخارجية والمغتربين لدولة فلسطين بالتقرير الصادر عن المقررة الخاصة للأمم المتحدة المعنية بالأراضي الفلسطينية المحتلة فرانشيسكا ألبانيزي، تحت عنوان "التعذيب والإبادة الجماعية"، ومخرجاته التي توثق بصورة قانونية شاملة حجم الجرائم والانتهاكات الجسيمة المرتكبة بحق الشعب الفلسطيني، بما فيها جريمة التعذيب والمعاملة غير الإنسانية.
وتشير الوزارة إلى أن ما خلص إليه التقرير من رصد وتوثيق لممارسات وجرائم غير إنسانية ترتكبها سلطات الاحتلال الإسرائيلي بحق أسرانا القابعين في المعتقلات والسجون الإسرائيلية بشكل غير قانوني، هو شكل من أشكال العقاب الجماعي واسع النطاق، حيث استند التقرير إلى مئات الإفادات التي فضحت حجم وجسامة ما يتعرض له أسرانا من ممارسات وانتهاكات بدنية ونفسية خطيرة، تشكل تعذيباً ممنهجاً وانتقاماً جماعياً بنوايا تدميرية ضد أبناء شعبنا. حيث إن الأسرى يتعرضون لانتهاكات جسدية ونفسية بالغة القسوة، تفاقمت بشكل واسع منذ السابع من تشرين الأول/أكتوبر 2023.
كذلك أشار التقرير الى ان الضرب الوحشي، والعنف الجنسي والاغتصاب، وسوء المعاملة المميتة والتجويع والحرمان الممنهج من أبسط مقومات الحياة الإنسانية، خلقت ندوباً عميقة ودائمة في أجساد وعقول عشرات الآلاف من أبناء الشعب الفلسطيني وأحبائهم، حيث أصبح التعذيب جزءاً لا يتجزأ من أدوات السيطرة الاسرائيلية على الرجال والنساء والأطفال ومعاقبتهم، سواء من خلال سوء المعاملة خلال فترة الاعتقال أو من خلال حملة متواصلة من التهجير القسري والقتل الجماعي، والحرمان وتدمير جميع مقومات الحياة بهدف إلحاق ألم ومعاناة جماعية طويلة الأمد.
وتشدد الوزارة على أن جرائم الاحتلال الإسرائيلي المتواصلة بحق شعبنا هي جزء من آلة الاحتلال الإسرائيلي غير القانوني ومنظومته القائمة على الإخضاع والقمع وحرمان الشعب الفلسطيني من حقه في تقرير المصير، حيث تعكس هذه الجرائم الطبيعة البنيوية لمنظومة الاحتلال وإصرارها على الاستمرار في ارتكاب الانتهاكات والجرائم رغم الضغوط الدولية والقرارات الأممية،. بما فيها حملات الاعتقال التعسفي الواسعة والتعذيب الممنهج، ومصادرة الأراضي، وهدم المنازل والمنشآت والتهجير القسري وتصاعد ارهاب المستوطنين تحت حماية قوات الاحتلال، في ظل غياب واضح للمساءلة والمحاسبة الدولية وتفشي لسياسة الإفلات من العقاب.
وتطالب وزارة الخارجية المجتمع الدولي للقيام بواجباته تجاه توفير حماية عاجلة للشعب الفلسطيني، وبشكل أخص أسرانا البواسل وكل من يتعرض لجرائم التعذيب والابادة، بما في ذلك الضغط على سلطات الاحتلال الإسرائيلي لوقف جرائمها بحق شعبنا وإطلاق سراح جميع الأسرى والتحرك الفوري على أساس ما جاء في مخرجات التقرير لمواجهة الجرائم والانتهاكات الموثقة في المحافل القانونية والدبلوماسية، والبدء باتخاذ إجراءات عملية لوقف جرائم الاحتلال الإسرائيلي، وفرض احترام القانون الدولي، وضمان المساءلة وعدم الإفلات من العقاب.
The Ministry of Foreign Affairs and Expatriates welcomes the report of the United Nations Special Rapporteur on the situation of human rights in the Occupied Palestinian Territory, Francesca Albanese, titled “Torture and Genocide.”
The Ministry affirms that the report exposes the crimes of the Israeli occupation regime against the Palestinian people, particularly Palestinian prisoners, amid a clear absence of international accountability.
The Ministry notes that the report, based on extensive monitoring and documentation, reveals inhumane practices and crimes committed by Israeli occupation authorities against Palestinian prisoners unlawfully held in Israeli detention centers and prisons. These acts constitute a form of widespread collective punishment. The report relies on hundreds of testimonies exposing the severity of physical and psychological abuses endured by prisoners, amounting to systematic torture and collective retaliation with destructive intent against the Palestinian people. These violations have escalated significantly since October 2023.
The report further highlights that brutal beatings, sexual violence and r**e, lethal mistreatment, starvation, and the systematic deprivation of the most basic necessities of life have left deep and lasting scars on the bodies and minds of tens of thousands of Palestinians and their families. Torture has become an integral tool of Israeli control over men, women, and children, used both during detention and as part of an ongoing campaign involving forced displacement, mass killing, deprivation, and the destruction of all means of life, aimed at inflicting long-term collective suffering.
The Ministry stresses that the ongoing crimes committed by the Israeli occupation against the Palestinian people are part of an unlawful system of domination and oppression that denies the Palestinian people their right to self-determination. These crimes reflect the structural nature of the occupation and its persistence in committing violations despite international pressure and United Nations resolutions. This includes widespread arbitrary arrests, systematic torture, land confiscation, demolition of homes and facilities, forced displacement, and escalating settler violence under the protection of occupation forces, all occurring in the absence of accountability and amid a prevailing culture of impunity.
The Ministry calls on the international community to fulfill its responsibilities by providing immediate protection to the Palestinian people, especially prisoners and all those subjected to torture and acts of genocide. It urges increased pressure on Israeli authorities to cease their crimes, release all prisoners, and take immediate action based on the report’s findings to confront these documented violations in legal and diplomatic forums. The Ministry also calls for concrete measures to end the crimes of the Israeli occupation, enforce respect for international law, and ensure accountability to prevent impunity.
