NJC PAY (GREEN BOOK) UPDATE FOR COUNCIL AND SCHOOL WORKERS:

After months of pressure from trade union members across local government and schools, the Joint Trade Unions have now formally responded to the 2026/27 NJC pay offer.

While UNISON Middlesbrough Branch members made it clear that the offer fell short of expectations, turnout across the whole union movement did not reach the level required to progress to achieve formal industrial action ballot.

As a result, UNISON, GMB and Unite have reluctantly agreed to accept the offer.

βœ… What members have secured: β€’ A 3.3% pay rise on NJC pay points 3-43
β€’ A 3.3% increase in allowances
β€’ Backdated to 1 April 2026
β€’ Employers instructed to implement the increase as quickly as possible.
✊ But the campaign doesn't stop here.

UNISON has already called for work on the 2027 pay claim to begin immediately and is pushing for early face-to-face negotiations with employers. We will also be pressing for an urgent review of the NJC pay spine to address the growing impact of the National Living Wage and ensure members are properly rewarded for the vital work they do.

🚨 IMPORTANT NEWS FOR ALL SCHOOL SUPPORT AND COUNCIL WORKERS 🚨

We now have a result for this year's industrial action ballot. UNISON's NJC Committee met on 11th August to consider the results of the industrial action ballot on the employers' pay offer of a 3.3% increase from 1 April 2026 (the ballot covered England and Cymru; the overall dispute also covers Northern Ireland).

Unfortunately, despite enormous efforts across the union to get the vote out, the ballot results do not offer the prospect of strike action in England and Cymru that could have any impact on the pay dispute. This is because of the restricting Trade Union Law which requires a 50% voter turnout for any decision to be made. UNISON is therefore liaising with the other local government unions to discuss next steps.

The NJC Committee and wider union will of course conduct a full review of the 2026 campaign, and our focus will now shift to the 2027 pay claim. The Committee will meet in September to begin plans for agreeing a pay claim and a positive, hard-hitting campaign.

We hope to have better news for you next year and get you the pay rises you deserve.
