Research Support Programme – Call for Proposals 2026

The Housing Agency has today launched the call for applications to the 2026 Research Support Programme.

The Research Support Programme aims to fund projects which respond to key topical issues in housing and have the potential to impact on housing policy and practice. The 2026 programme will center on three key areas of focus for The Housing Agency: ‘Supply and Delivery’, ‘Social Inclusion’, and ‘Built Environment to Support Sustainable Communities’.

The closing date for receipt of applications is 5pm, Friday 28th August 2026.

The Housing First annual conference got underway this morning with 200 practitioners from around the country gathering at the University of Galway.

The theme of this year’s event is Strengthening Housing First Practice through Coaching, Reflection and Collaboration and includes speakers from local authorities, the HSE, NGOs and others.

Welcoming delegates to the conference, Rob Lowth, Director of the Housing First National Office, said: “Today is an opportunity to connect with colleagues from the Housing First Community, learn from each other and engage with the Coaching Theme of the Conference. We all coach and we all require coaching to be our very best ever day to support our participants and our teams.”

Among the other topics being explored today are listening to people with lived experience to inform the future of service design and support, delivering Housing First in a rural setting and insights into tenant disengagement.

The Property Optimisation Unit within The Housing Agency recently visited a Repair and Lease project in Whitehall, Dublin 9 made up of seven homes being delivered with Dublin City Council.

Through partnership between private owners, Dublin City Council and The Housing Agency, initiatives like the Repair and Leasing Scheme are helping to rejuvenate areas by bringing vacant properties back into use, supporting communities and increasing housing.

The scheme provides a loan of up to €80,000 per unit for any works needed to bring a property back up to required standards. In return, the property owner agrees to lease it to a local authority or approved housing body for social housing.

The Housing Agency is seeking applications for a Director of Operations & Transformation, a pivotal new senior leadership role at a critical point in our evolution.

Reporting to the CEO and joining the Senior Management Team, this role will lead a new Directorate incorporating a range of internal operational functions and also a multi annual programme of change and transformation across the Agency.

The ideal candidate is a strategic and delivery-focused leader with significant senior experience across operations, transformation, change or internal enabling functions in a complex environment.

The Director of Operations & Transformation will:

- Lead the development and delivery of a multi-year change and transformation programme aligned to Agency strategic priorities and organisational excellence objectives
- Provide strategic oversight of ICT and digital enablement
- Establish and lead a strong business analysis and business process improvement capability
- Oversee a robust PMO, embedding project governance, portfolio oversight, reporting disciplines and delivery assurance
- Work with the Head of People and Culture to design leadership and development programmes and support the development of staff

Last Friday, 60 stakeholders from across the Dublin Housing First programme came together at Wood Quay for a collaborative workshop focused on connection, reflection, and shared learning.

With representatives from service providers, local authorities, the HSE and the Housing First National Office, the session created space to step back from day-to-day pressures, deepen understanding of Housing First principles, and strengthen partnerships across the city.

Thanks to all who took part and contributed to such an open and engaging day, reinforcing the shared commitment to supporting people experiencing homelessness.
