On Day 1 of the Stakeholder Consultation Workshop on the National Guidelines for Tunnel Safety, stakeholders deliberated on key safety challenges, shared best practices and discussed measures to strengthen tunnel safety and resilience.

Addressing the Stakeholder Consultation Workshop on the National Guidelines for Tunnel Safety, Shri Nilkanth Avhad, Secretary National Disaster Management Authority, India emphasised the need for a systematic, preventive and lifecycle-driven approach to tunnel safety.
He underscored the shift “from reacting to failure to anticipating risk”, supported by robust investigations, dynamic risk assessment, proactive monitoring and effective emergency preparedness.

Prof. R. Ayothiraman IIT Delhi, highlighted the consultative foundation of the draft National Guidelines for Tunnel Safety, developed through expert inputs, stakeholder workshops, global references and field visits. The ongoing consultation will help refine the draft into a practical and implementable national framework.
