The Petroleum and Natural Gas Regulatory Board (PNGRB) was constituted under The Petroleum and Natural Gas Regulatory Board Act, 2006, (NO. 19 OF 2006) notified via Gazette Notification dated 31st March 2006. The Act provide for the establishment of Petroleum and Natural Gas Regulatory Board to protect the interests of consumers and entities engaged in specified activities relating to petroleum, p

etroleum products and natural gas and to promote competitive markets and for matters connected therewith or incidental thereto. Further as enshrined in the act, the board has also been mandated to regulate the refining, processing, storage, transportation, distribution, marketing and sale of petroleum, petroleum products and natural gas excluding production of crude oil and natural gas so as and to ensure uninterrupted and adequate supply of petroleum, petroleum products and natural gas in all parts of the country.

Advancing Natural Gas Development in Jammu & Kashmir

A PNGRB delegation led by Dr. Anil Kumar Jain, Chairperson, PNGRB, called on Shri Omar Abdullah, Hon’ble Chief Minister of Jammu & Kashmir, during its visit to the Union Territory. The delegation included the Secretary, PNGRB; Director (Monitoring), PNGRB; Head (Gas), BPCL; and senior BPCL officials.

Discussions focused on key measures to accelerate natural gas adoption across J&K, including a supportive City Gas Distribution (CGD) policy framework, rationalisation of VAT on natural gas to 5%, and promotion of CNG as a clean and economical transport fuel, supporting cleaner mobility and tourism.

PNGRB remains committed to facilitating the expansion of PNG connectivity and CNG infrastructure through regulatory facilitation, stakeholder engagement and enabling policy measures.

From Cylinders to Pipelines: A Smarter Energy Transition for the Indian Army

The Indian Army is moving towards a cleaner, safer and more efficient energy future with the planned transition of 41 Army Stations to Piped Natural Gas (PNG) in FY 2026–27.

Delivering the keynote address, Dr. Anil Kumar Jain, Chairperson, PNGRB, highlighted the strategic importance of energy security, a robust natural gas ecosystem and an effective regulatory framework in advancing the Government of India’s vision of a gas-based economy.

A key milestone was the joint release of the Indian Army PNG Guide by Lt Gen Prashant Srivastava, Quartermaster General (QMG) and Lt Gen Mukesh Chadha, Director General Supplies & Transport (DGST). The Guide provides a common framework covering administrative, technical, safety and implementation requirements for a structured transition to PNG.

Lt Col Kumar Abhishek, Director–Monitoring, PNGRB, also presented the policy, regulatory and ecosystem framework supporting PNG adoption across Army establishments.

With senior leadership from the Indian Army and PNGRB coming together, the initiative demonstrates how policy, regulation and institutional action can translate India’s clean-energy vision into meaningful change on the ground.

PNGRB Reviews PNG Saturation & Infrastructure Readiness in Ghaziabad & Hapur GA

PNGRB conducted a comprehensive review of PNG Saturation and Infrastructure Readiness in the Ghaziabad & Hapur Geographical Area (GA), under the chairmanship of Shri Anjani Kumar Tiwari, Member (Commercial), PNGRB, at Kaushambi, Ghaziabad.

The review brought together District Supply Officers of Ghaziabad & Hapur, ADM Ghaziabad, senior officials from OMCs, and representatives from the Ghaziabad Development Authority and PWD.

During the meeting, the progress made by IGL towards strengthening PNG infrastructure and expanding coverage across the GA was reviewed. Stakeholders appreciated the progress achieved and reaffirmed their continued support for accelerating PNG saturation initiatives.

Through regular stakeholder engagement and focused reviews, PNGRB continues to facilitate coordinated efforts towards wider access to cleaner, safer and more convenient energy.

255 Km more pipeline. A stronger energy network for India.

The operating PPPL network expanded from 10,846 Km in June 2026 to 11,101 Km in July 2026.

The addition came from the JNPT–Navi Mumbai International Airport ATF Pipeline — 22 Km and the Kandla–Gorakhpur LPG Pipeline — 233 Km.

Monthly capacity utilisation also increased from 45.95% to 46.65%, with utilisation growth at 101.52%.

For consumers and communities, stronger pipeline infrastructure helps support the reliable and efficient movement of petroleum products while strengthening India’s overall energy supply chain.
