RVNL Secures ₹903 Crore Order for Rail Connectivity to 1,320 MW Buxar Thermal Power Project in Bihar

Rail Vikas Nigam Limited (RVNL), a Navratna CPSE under the Ministry of Railways, has received a Letter of Award (LoA) worth ₹903 Crore including GST from SJVN Thermal Private Limited (STPL), a wholly owned subsidiary of SJVN Limited, for the construction of a permanent railway siding along with Rail-over-Rail (ROR) connectivity from the plant boundary of the 1,320 MW Buxar Thermal Power Project to Chausa and Pawani Kamarpur in Buxar district, Bihar.

Part of Phase-III of the railway infrastructure for the Buxar Thermal Power Project, the project will be executed by RVNL within 36 months. The scope includes the permanent siding and associated railway infrastructure, including roadbed, minor bridges, Limited Height Subways (LHS), platforms, station buildings, Foot Over Bridges (FOBs) and other allied civil works.

The project will provide dedicated rail connectivity from the Buxar Thermal Power Project to the existing East Central Railway network through Chausa and Pawani Kamarpur, with onward connectivity through Buxar and Pt. Deen Dayal Upadhyaya Junction (DDU) to the wider national railway network. The Rail-over-Rail (ROR) component will facilitate integration with existing railway infrastructure while enabling railway operations to continue safely and efficiently.

The connectivity will also facilitate the efficient movement of coal and other bulk materials to the power plant, strengthening the rail-based logistics chain between coal-producing regions and the power-generation facility in Bihar.

The Buxar Thermal Power Project, located at Chausa in Buxar district, has an installed capacity of 1,320 MW (2×660 MW) and is being implemented by STPL. The first 660 MW unit achieved commercial operation on November 14, 2025, while work on the second unit is progressing. SJVN states that the project will substantially enhance power availability in Bihar and the Eastern Region.

The ₹903-crore order further strengthens RVNL’s role in developing integrated railway and allied infrastructure for major power and industrial projects, contributing to stronger connectivity, efficient bulk-material logistics and infrastructure-led growth.

RVNL was proud to be part of the 20th Annual Conference on" Railways in India", held on 2–3 September 2026 at Le Méridien, New Delhi, bringing together varied perspectives on the future of India’s railway infrastructure.The theme of conference was "Capacity Enhancement, Network Expansion and Modernisation"

The conference was organised by "India Infrastructure "magazine, A leading monthly publication offering comprehensive policy, project, and finance coverage across core transport, energy, and urban infrastructure

As part of the conference, RVNL featured in a dedicated session on the New Pamban Bridge — an engineering marvel of Indian Railways. The session explored the engineering and design considerations behind the landmark project, along with the experience of planning and executing complex railway infrastructure at scale.

The discussion also looked beyond a single project — at how stronger project planning, efficient ex*****on, network expansion and modernisation can help shape the next phase of India’s railway growth.

Another milestone in strengthening India’s rail infrastructure.

Rail Vikas Nigam Limited (RVNL), a Navratna CPSE under the Ministry of Railways, has emerged as the Lowest Bidder (L1) from East Coast Railway for a ₹404.88 crore project, including GST.

The project involves the ex*****on of the 3rd line and allied railway infrastructure works on the Bhadrak–Vizianagaram Section, covering a total stretch of 385 km across Odisha and Andhra Pradesh.

The scope of work includes roadbed construction, minor and major bridges, RUBs/LHS, building works, ballast supply, P. Way linking and allied works, along with utility shifting, S&T and electrification works, general service works, power supply arrangements, and shifting/modification of HT and LT lines.

The project covers:
• Nergundi–Barang: 22 km
• Khurda Road–Vizianagaram: 363 km
• Total length: 385 km
• Project cost: ₹404.88 crore, including GST
• Ex*****on period: 30 months

With another major railway infrastructure project underway, RVNL continues to contribute to capacity enhancement, network expansion and modernisation of India’s railway network.

As per the directives of Central Vigilance Commission (CVC), RVNL is observing a three-month ‘Vigilance’ campaign as a precursor to Vigilance Awareness Week on the theme ‘Probity for Prosperity’.

Today, on 3 September 2026, RVNL at its Corporate office in New Delhi, organised an In-house Training program on ‘Probity in Public Procurement- Warning Signs and Preventive Measures’. The Training session was aimed at strengthening awareness and understanding of public procurement practices while reinforcing the importance of transparency, responsibility and probity in official procedures.

The session was conducted by Sh. Suresh Madhwan, CGM, Mind Strategic Group, ONGC, who shared valuable insights and practical perspectives on various aspects of public procurement. Around 150 officers participated in the programme through both physical and Video Conferencing (VC) modes, enabling wider participation across the organisation.

The Conference was attended by RVNL’s Chief Vigilance Officer (CVO) Sh. Mukesh Kumar, ED/HR Sh. Ravindra Kumar, along with other officials. The session provided participants with a deeper understanding of public procurement practices and highlighted the significance of vigilance, accountability and informed decision-making in official responsibilities.

The program concluded with a Vote of Thanks by Sh. Vijay Kumar, JGM/HR, RVNL, acknowledging the valuable contribution of the speaker and the active participation of all officials.

RVNL strengthens Delhi’s urban mobility with D2C-02 package under Delhi Metro Phase IV

RVNL is executing the ₹447.42 crore D2C-02 package of the Delhi Metro Phase IV project, covering the construction of a 7.298 km elevated viaduct and platform structures for seven metro stations from Pushp Vihar to Lajpat Nagar. This corridor represents a major step in expanding South Delhi’s connectivity and easing congestion on busy road networks.

By integrating high-capacity metro infrastructure into the city’s transport system, the project will deliver faster, more convenient, and sustainable travel options for commuters while supporting Delhi’s long-term urban development goals.

Project Highlights:

863 viaduct piles and 208 pile caps planned to support the elevated corridor.

Over 2,200 precast segments and six special spans included in the engineering scope.

Key milestones achieved: design submissions, batching plant commissioning, and completion of the first working pile.

Construction progressing across multiple fronts, with piling activities underway and three pile caps already completed, marking visible progress in the elevated corridor’s foundation works.
