RVNL Secures ₹903 Crore Order for Rail Connectivity to 1,320 MW Buxar Thermal Power Project in Bihar
Rail Vikas Nigam Limited (RVNL), a Navratna CPSE under the Ministry of Railways, has received a Letter of Award (LoA) worth ₹903 Crore including GST from SJVN Thermal Private Limited (STPL), a wholly owned subsidiary of SJVN Limited, for the construction of a permanent railway siding along with Rail-over-Rail (ROR) connectivity from the plant boundary of the 1,320 MW Buxar Thermal Power Project to Chausa and Pawani Kamarpur in Buxar district, Bihar.
Part of Phase-III of the railway infrastructure for the Buxar Thermal Power Project, the project will be executed by RVNL within 36 months. The scope includes the permanent siding and associated railway infrastructure, including roadbed, minor bridges, Limited Height Subways (LHS), platforms, station buildings, Foot Over Bridges (FOBs) and other allied civil works.
The project will provide dedicated rail connectivity from the Buxar Thermal Power Project to the existing East Central Railway network through Chausa and Pawani Kamarpur, with onward connectivity through Buxar and Pt. Deen Dayal Upadhyaya Junction (DDU) to the wider national railway network. The Rail-over-Rail (ROR) component will facilitate integration with existing railway infrastructure while enabling railway operations to continue safely and efficiently.
The connectivity will also facilitate the efficient movement of coal and other bulk materials to the power plant, strengthening the rail-based logistics chain between coal-producing regions and the power-generation facility in Bihar.
The Buxar Thermal Power Project, located at Chausa in Buxar district, has an installed capacity of 1,320 MW (2×660 MW) and is being implemented by STPL. The first 660 MW unit achieved commercial operation on November 14, 2025, while work on the second unit is progressing. SJVN states that the project will substantially enhance power availability in Bihar and the Eastern Region.
The ₹903-crore order further strengthens RVNL’s role in developing integrated railway and allied infrastructure for major power and industrial projects, contributing to stronger connectivity, efficient bulk-material logistics and infrastructure-led growth.
