A Legacy of Service: Honoring Delphina Joseph

December 24, 1953 – April 16, 2026

Today, the Saint Lucia Electoral Department mourns the loss of a true titan, a former pillar of our institution, and a beloved Mother, Sister, and Grandmother: Delphina Joseph.

With a career spanning over 30 years, Delphina was more than just a staff member; she was an architect of the very foundation upon which this Department stands. She served during a pivotal era of transformation, guiding the organization from its humble beginnings as a part-time office into the robust, full-fledged Department it is today.

An Architect of Democracy

Delphina’s contribution to the democratic process in Saint Lucia cannot be overstated. She was instrumental in:

Organizational Transformation: Leading the transition from a part-time operation to a permanent, professional government department.

Operational Excellence: Designing and implementing the effective workflows that remain the gold standard for our registration and verification processes.

Integrity and Dedication: Ensuring that every St. Lucian’s right to vote was protected through meticulous attention to detail and an unwavering commitment to the law.

Beyond the Desk

To those who worked alongside her, Delphina was a mentor and a steady hand during the high pressure environment of election cycles. She possessed the rare ability to navigate complex administrative challenges with grace, ensuring that the wheels of democracy turned smoothly and fairly.

Her 30+ years of service represent a lifetime of dedication to her country. She didn't just witness history; she helped build the systems that record it.

Forever in Our Hearts

Though Delphina has transitioned, her fingerprints remain on every voter card issued and every electoral roll verified. We stand on the shoulders of her hard work and her vision.

We extend our deepest condolences to her family, friends, and the many colleagues whose lives she touched. Delphina, your work is done, but your legacy will continue to guide us.
