The consultancy will focus on:

🔹 Developing a prioritized pipeline of 5–10 potential climate-smart PPP projects
🔹 Identifying a flagship project
🔹 Preparing a preliminary business case for the selected project
🔹 Developing an illustrative procurement and commercial framework
🔹 Defining the pathway toward full project preparation and transaction readiness

| The Resilient, Green and Affordable Housing (RGAH) team in the Eastern Caribbean met with the Permanent Secretary, Deputy Permanent Secretary and other officials from Saint Lucia’s Ministry of Housing and Local Government.

The team shared project updates regarding housing policy, planning and design, as well as support for mobilizing housing finance, across Saint Lucia, Grenada and Saint Vincent and the Grenadines. The discussion also identified opportunities for GGGI and the Ministry to work together to advance resilient, green and affordable housing in Saint Lucia.

For small island developing states, housing is an important part of climate adaptation. Strengthening homes to withstand climate and disaster risks, while improving resource efficiency and affordability, can contribute to safer and more sustainable communities.

Through partnerships like the project for Scaling-Up Resilient, Green, and Affordable Housing in the Eastern Caribbean, Global Green Growth Institute - GGGI continues working together with governments to strengthen the policies, planning approaches, and investment opportunities needed to advance more resilient and sustainable housing.

Partnerships like the ongoing regional initiative is supported by AFD - Agence Française de Développement and the Government of Ireland.

| On Thursday, 17 September, representatives from the Global Green Growth Institute - GGGI Eastern Caribbean conducted site visits to potential BLUECAR project locations at the Deglos Landfill and Marigot Bay.

The visits brought together key stakeholders, including the Saint Lucia Solid Waste Management Authority and Ubec.slu, whose operational knowledge and technical perspectives helped deepen discussions regarding on-site conditions, project opportunities, implementation considerations, and readiness for further development.

Site visits are essential to project preparation, helping stakeholders validate technical assumptions, identify environmental and social considerations, and ensure proposed solutions reflect on-the-ground conditions.

Through BLUECAR, GGGI supports government-led efforts to build a credible pipeline of investment-ready projects related to the blue economy.

| As part of the Accelerating a Sustainable Blue Economy in the Caribbean (BLUECAR) project’s ongoing stakeholder engagement, the Global Green Growth Institute - GGGI Eastern Caribbean held bilateral discussions with the Ministry of Tourism Saint Lucia and the Water and Sewerage Company Inc. WASCO on September 15, 2026. The engagements provided an opportunity to explore sector priorities related to the blue economy, strengthen project information and discuss potential blue economy initiatives aligned with Saint Lucia’s national development objectives and its Blue Bond Framework.

Through BLUECAR, GGGI supports government-led efforts to build a credible pipeline of investment-ready blue economy projects.

Funded by the Korea New Green Deal Trust Fund, BLUECAR reinforces GGGI’s role as a trusted green growth partner—connecting technical expertise, institutional priorities and sustainable finance to help transform promising ideas into impactful investments.

| Accelerating a Sustainable Blue Economy in the Caribbean project – also known as BLUECAR was launched in Saint Lucia on September 16, 2026. BLUECAR is a regional initiative led by Global Green Growth Institute - GGGI to help develop high-impact blue economy projects.

The Ministry of Economic Development and Youth Economy of Saint Lucia supported the event, which brought together participants from various government agencies and stakeholders from the country’s private and financial sectors. Participants validated the findings through an interactive assessment process, prioritizing blue economy projects based on their strategic importance, national alignment, potential impact and readiness for further development.

Implemented by GGGI and funded by the Korea New Green Deal Trust Fund, BLUECAR supports the Government of Saint Lucia in developing a stronger pipeline of investment-ready projects while building institutional capacity and investor confidence.

This collaborative process aligns with GGGI’s mission to support its members in transforming their economies into a green growth economic model.
