Building Understanding, Protecting Namibia’s Qualifications

The Namibia Qualifications Authority (NQA) had a fruitful and engaging session with members of the media fraternity during our Annual Media Stakeholders Engagement.

The engagement provided an important opportunity to give a clearer picture of who the NQA is, what we do, and why our mandate matters to every Namibian. We unpacked the Authority’s role in quality assurance, accreditation, recognition and verification of qualifications and institutions, while breaking down some of the technical terminology and processes that can often be difficult for the public to understand.

We also discussed what is at risk when accurate information does not reach the public. Unrecognised or fraudulent qualifications can have serious consequences for individuals, employers, institutions and the credibility of Namibia’s qualifications system. Sharing clear, accurate and timely information is therefore an important part of protecting the public and safeguarding the integrity and value of Namibia’s qualifications.

The media plays a critical role in this regard. You are the bridge between institutions such as the NQA and the Namibian public, helping to translate complex information into messages that people can understand, question and use to make informed decisions.

We greatly appreciate the engagement, the questions raised, the insights shared and the relationship that continues to grow between the NQA and the media.

We look forward to working closely with the media fraternity to communicate clear and accurate messages, create greater public awareness, combat misinformation and fraud, and collectively protect the integrity of Namibia’s qualifications.

Together, through information, awareness and collaboration, we can protect the value and credibility of Namibia’s qualifications.

Speaking at a media engagement, Acting Chief Executive Officer of the Namibia Qualifications Authority (NQA), Harmoni Beukes, says the world is evolving every day, creating changes in qualification awards.

"One of our strategic objectives is to enhance and modernise the NQA as well as improve on accreditation assessment and audit processes," Beukes said.

According to her, the NQA set out to enhance the integrity of qualification evaluation, due to the growing challenges observed globally with documentation fraud.

"Qualifications are a high commodity good that people need. Therefore the pressures that are put on the public are so high that we need to make sure that we safeguard the integrity of our qualifications through our evaluation process,” Beukes added.

The NQA noted that people have previously created their own evaluation reports and claimed them as NQA verified in order to get more merit, thus making it important to strengthen verification and quality standards.

The Namibian Qualifications Authority (NQA), officially handed over Certificates of Accreditation to the Namibian Police Force (NAMPOL) following the successful accreditation of its Certificate in Policing at NQF Level 5.

Speaking at the handover at the NQA headquarters, Acting Chief Executive Officer, Harmoni Beukes, stated that NAMPOL's accreditation application was received in 2023/24 and has passed through multiple review exercises.

"We are confident that the finally approved qualification will confirm a better equipped and competent workforce for the Namibian Police." Beukes said.

She added that this accreditation process is designed to ensure that the institution’s qualifications meet national and international quality standards ensuring students are protected through credible, relevant, and high-quality education provision.

Beukes added that accredited NAMPOL institutions and training colleges provide academic programmes and qualifications meeting the accreditation standards, which are registered on the National Qualifications Framework
(NQF).

Speaking at the handover, Maj. Gen. Anne-Marie Nainda, the Acting Inspector General of the Namibian Police Force says the three year accreditation period should not be viewed as a comfortable finish line and should be treated as a period of active and constant institutional improvement.

The Namibian Police Force should continue to strengthen its internal quality-assurance processes, reviewing training content and ensuring that training remains responsive to evolving crimes and legal developments.

The Certificate in Policing (NQF Level 5) will be offered across the Namibian Police Force’s training institutions, namely Israel Patrick Iyambo Police College in Khomas Region, Ruben Danger Ashipala Police Training Centre in Oshana Region, Pius Joseph Kaundu Police Training Centre in Omaheke Region and Simon Mutumba Mutumba Police Training Centre in Zambezi Region.

Maj. Gen Nainda emphasised that recruits will be trained against common national standards at all centers and the quality of police training does not depend on the geographical training environment.

“The officers graduating from any of these institutions will carry the same professional and operational competence,” she concluded.
