DAR-CAR, DENR hold levelling-off session to fast-track SPLIT implementation

The Department of Agrarian Reform–Cordillera Administrative Region (DAR-CAR) and the Department of Environment and Natural Resources (DENR) conducted a levelling-off session on Wednesday, July 22, 2026, to strengthen coordination and address implementation concerns aimed at fast-tracking the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

Activity was attended by the DAR Regional Office management headed by Regional Director Atty. Sheila B. Enciso, Assistant Regional Director for Administration Virginia D. Aycud, Assistant Regional Director for Operations Atty. Nelson D.C. Palaris, PARPO Atty. Raul Laluan, Special Assistant to the Regional Director, DAR Provincial Office representatives, and officials from DENR.

The discussion centered on issues affecting the processing of landholdings under the project, including lands with issued free patents, unextracted NAMRIA projections, buffer-zone areas, conflicts among agrarian reform beneficiaries (ARBs), and cases where the annotated ARBs are no longer the actual occupants of the land.

To expedite the resolution of pending concerns on unextracted NAMRIA projections, DAR Provincial Offices (DARPOs) were directed to submit the specific lot numbers requiring follow-up with DENR. The meeting also tackled cases where ARBs declined to sign the Field Boundary (FB) Certification, as well as other field validation issues that have delayed the parcelization process.

RD Enciso urged DAR Provincial Offices (DARPOs) to prioritize landholdings to accelerate the implementation of the SPLIT Project.

She likewise directed the creation of provincial Technical Working Groups (TWGs) in areas with buffer zones to strengthen coordination with DENR and regularly submit updates to the Regional Office.

Engr. Rowena C. Pulido, Chief of the Survey and Mapping Division assured participants of the agency's continued support in resolving technical concerns encountered during implementation.
“Nandito lang po ang DENR to assist,” she said.
