The Provincial Development Council (PDC) successfully conducted its Full Council Meeting on June 11, 2026, under the chairmanship of Governor Melecio J. Go. In his message, Governor Go called on all members to actively participate and share their insights to further strengthen the Provinceโ€™s development planning and decision-making processes.

Governor Go also provided updates on matters discussed and deliberated during the Regional Development Council (RDC) MIMAROPA meetings, particularly on projects endorsed through and deliberated by the Infrastructure Development Committee, which he chairs.

The meeting was attended by PDC members composed of Municipal Mayors and local government unit (LGU) representatives, and civil society organizations (CSOs). Also present were Provincial Government Department Heads serving as resource persons, as well as representatives from various agencies, including the Department of Trade and Industry (DTI), and the Marinduque Electric Cooperative (MARELCO), who presented projects requiring the Councilโ€™s endorsement. DPWH representative was also invited to the meeting as Resource Person.

During the meeting, the Council deliberated on various agenda items that had previously undergone comprehensive review and evaluation by the different PDC Sectoral Committees before being elevated to the Full Council for consideration, approval, and endorsement.

Among the key matters discussed were the Provinceโ€™s investment plans and priority development projects. The Council likewise tackled emerging issues and challenges confronting the Province and explored appropriate strategies and interventions to address them.

The Provincial Development Council continues to serve as a vital platform for open discussion, strategic planning, and policy direction-setting toward the sustainable growth and development of Marinduque.

The Regional Project Monitoring Committee (RPMC), together with the Department of Economy, Planning, and Development (DEPDev), the Department of Interior and Local Government (DILG), the Presidential Management Staff (PMS), and private sector representatives, including the Marinduque Council for Environmental Concerns (MaCEC), conducted a project monitoring visit across the province of Marinduque on June 9โ€“10, 2026. The activity aimed to assess the progress, implementation, and impact of key development projects funded and implemented in the province.

Joining the monitoring team were members of the Provincial Project Monitoring Team (PPMT), including MaCEC, representatives from Marinduque State University (MarSU), the Department of Public Works and Highways (DPWH), various Local Government Units (LGUs), and other concerned government agencies.


The monitoring activity covered several major infrastructure and development projects, including:


โ€ข Rehabilitation/Reconstruction of Road with Slips, Slope Collapse, and Landslide along the Marinduque Circumferential Road (K0052+448.00 โ€“ K0052+581.00) in Cagpo, Torrijos;

โ€ข Construction of the Sta. Cruz Shore Protection Project in Tagum, Santa Cruz, Marinduque;

โ€ข Construction of a Three-Storey Academic Building with Smart Classrooms at the MarSU Torrijos Campus;

โ€ข Construction of the Mogpog Shore Protection/Boulevard Project in Ino, Mogpog, Marinduque; and

โ€ข Construction of a Slope Protection Structure along Dr. Damian Reyes Road (Boac Side) (K0016+955.00 โ€“ K0017+000.00), Marinduque.

Facilitated by DEPDev, the activity concluded with an exit conference presided over by Governor Melecio J. Go. The conference was attended by members of the RPMC and PPMT, implementing agencies such as DPWH and MarSU, project contractors, and other concerned stakeholders.

During the discussion, DEPDev and DILG representatives presented their findings, observations, and recommendations to address implementation challenges and enhance project delivery. Governor Go also raised concerns regarding projects that have experienced prolonged delays and emphasized the need for timely completion of priority infrastructure projects. He called on project contractors to provide clear commitments and timelines for the completion of their respective projects, underscoring the importance of accountability and adherence to project schedules. He further advised the DPWH to strengthen coordination with LGUs even prior to project implementation to ensure smoother ex*****on, alignment with local priorities, and conduct public consultations.

The monitoring activity highlighted the importance of collaboration among government agencies, local stakeholders, academic institutions, civil society organizations, and the private sector in promoting transparency, accountability, and good governance in project implementation.

Ipinagdiriwang natin nang buong pagmamalaki ang natatanging tagumpay ng Lalawigan ng Marinduque at ng anim (6) na bayan nito sa pagkamit ng 100% passing rate sa CY 2025 Good Financial Housekeeping (GFH) Assessment.

Sa kabuuang 78 Local Government Units (LGUs) na sumailalim sa pagtatasa sa MIMAROPA Region, 74 o 94.87% ang matagumpay na nakapasa sa sumusunod na itinakdang assessment criteria:

1.) Most recent Commission on Audit (COA) Opinion is Unmodified or Qualified, based on the Annual Audit Report (AAR) posted on the COA website; and

2.) Full Disclosure Policy (FDP) requirements on the timely and complete posting of required financial documents in three (3) conspicuous places and in the FDP Portal from the 2nd to 4th quarter of CY 2024 and 1st quarter of CY 2025 are complied, based on the data provided by the FDP Central Team of the BLGS-PCMD.

Staff of the Provincial Planning and Development Office, together with representatives from the Provincial Agriculture Office (PAgriO), actively participated in the I-PLAN's Series of Training Workshops conducted by the DA-PRDP MIMAROPA RPCO in February 2026.

The workshops were designed to strengthen the technical competencies of participating local government units in the effective use of PRDP planning tools and to promote evidence-based and results-oriented investment planning.

The PPDO representatives attended the following training activities:

1. Data Presentation and Database Preparation Training โ€“ February 3โ€“6, 2026
2. Training on Geographic Information Systems (GIS) and GeoRisk Philippines (GeoRiskPH) โ€“ February 10โ€“13, 2026
3. Canva Design Training with Sidlan Encoding Workshop โ€“ February 24โ€“27, 2026

Participation in these workshops will significantly enhance the PPDOโ€™s technical and analytical capabilities in applying PRDP planning tools for a more informed, consistent, and data-driven planning and implementation of development initiatives in the province.

The Provincial Development Council held its First Quarter Full Council Meeting on March 2, 2026, chaired by Governor Melecio J. Go.

The meeting was attended by municipal mayors, CSOs, and provincial department heads, who worked together to review and align the provinceโ€™s key development priorities.

The council discussed several agenda items that had undergone prior review and deliberation during the PDC Sectoral Committee meetings before being presented to the Full Council for consideration, approval, and endorsement.

During the session, participants exchanged updates and insights on proposed programs, projects, and initiatives for inclusion in the plans and for possible endorsement to the Regional Development Council.

The meeting was facilitated by the PPDO with Mr. Arnel Morales, serving as the PDC Secretary, assisting in the coordination of the session and in documenting and processing all discussion points.

The three-day activity strengthened the technical capacity of Provincial GFPS members, GAD Chairpersons and representatives from various LGUs and concerned offices in the preparation, review, and enhancement of GPBs and GARsโ€”ensuring that programs and budgets effectively address identified gender gaps and contribute to womenโ€™s empowerment and inclusive provincial development.

This initiative was spearheaded by the Department of the Interior and Local Government MIMAROPA and Marinduque, who generously shared their expertise and facilitated the sessions, in partnership with the Provincial Planning and Development Office.

In a decisive stride toward future-ready governance, the Provincial Government of Marinduque convened its Executive-Legislative Agenda Planning cm Team Building on November 17-20, 2025 at Balai Isabel, Talisay, Batangas.

More than a planning exercise, the gathering became a shared moment of alignment and renewed commitment, a motion on what collaborative provincial leadership should look like.

At the heart of the agenda were presentations from the Department Heads, each laying down strategic priorities for the next three years. Their proposals ranged from infrastructure and economic revitalization to social development, resilience building, institutional capacity, and strengthened community partnerships. Instead of isolated plans, what emerged were interconnected pathways for rapid shifts in development, governance standards, and citizen expectations.

The Executive and Legislative Branches, traditionally operating with distinct mandates, used this space to examine shared responsibilities and harmonize directions.

CSO representatives added crucial points, ensuring that provinceโ€™s development trajectory remains grounded in community realities.
Complementing the planning sessions were team-building activities designed to fortify trust and strengthen interpersonal dynamics among officials and department heads.

Ultimately, the ELA planning cm Team Building served as recognition that Marinduqueโ€™s future requires coherence, discipline, and a leadership culture willing to think beyond terms, titles, and transitions.
