The Department of Labor and Employment (DOLE) CALABARZON is conducting its annual Operational Planning and Budgeting (OPAB) Workshop from August 11 to 13, 2026. The first day of the activity was conducted via Zoom, while the succeeding two days are held through face-to-face workshops at Hotel Marciano in Calamba City, Laguna.
The three-day activity brings together key officials and personnel from the Regional Office, including Provincial Directors, Division Chiefs, Program Managers, Focal Persons, and other key personnel to assess accomplishments, identify priorities, and align proposed plans and activities with the Departmentโs strategic directions and targets for FY 2027.
The workshop focuses on aligning proposed programs, activities, targets, and budget requirements with the Departmentโs strategic priorities and the evolving labor and employment needs of the region. It also provides an avenue for offices to strengthen coordination and ensure that planned interventions are responsive to the needs of workers and stakeholders.
In his opening message, DOLE CALABARZON Regional Director Atty. Erwin N. Aquino emphasized the importance of strategic planning, responsible resource allocation, and results-oriented implementation to ensure that every program and activity contributes not only to improved service delivery, but also to the creation of greater public value through responsive, efficient, and meaningful interventions that generate measurable impact for workers, employers, and other stakeholders across the region.
Among the highlights of the workshop are discussions on the formulation of FY 2027 work and financial plan (WFP) and the operational planning and budgeting roadmap; the presentation of the FY 2027 Budget Ceiling; and the introduction of the DOLE IV-A Justification and Budget Nexus (JBN), a newly introduced online portal designed to support the planning and budgeting process. The activity also covers the proposed distribution of targets and program funds and their corresponding outcomes across the region.
The planning and budgeting workshop serves as an avenue for DOLE CALABARZON offices to strengthen coordination, align priorities, and ensure that available resources are strategically utilized to achieve meaningful and sustainable results.
In line with the directives of DOLE Secretary Francis N. Tolentino, the Department continues to uphold efficient governance, sound financial management, and responsive delivery of labor and employment services in support of the national governmentโs development agenda.
Through strengthened planning, responsible budgeting, and collective commitment, DOLE CALABARZON continues to advance its efforts to provide quality, accessible, and responsive services to workers and stakeholders across the region. #
