As part of the Department of Migrant Workersโ€™ (DMW) continuing efforts to safeguard the welfare of Overseas Filipino Workers (OFWs) and their families, DMW Secretary Hans Leo J. Cacdac personally led a welfare visit to the family of an OFW in Cabuyao, Laguna who was among the Filipino seafarers affected by the recent ship strike incident.

Joining Secretary Cacdac during the visit were DMW Sea-Based Services Director Augusto S. Sandiego, DMW Regional Office IV-A Regional Director Atty. April R. Casabuena, Chief Administrative Officer Apollo C. De Robles, Labor and Employment Officer I Soledad B. Reataza, and other DMW personnel, demonstrating the Departmentโ€™s commitment to providing immediate assistance and support to affected OFWs and their families.

The welfare visit enabled the DMW team to personally check on the condition of the family, listen to their concerns, and assess their immediate needs following the incident. The family was also informed of the various assistance and support programs available through the Department as they cope with the situation.

Secretary Cacdac assured the family that the DMW remains closely coordinating with concerned agencies and stakeholders to ensure the welfare of the affected OFW and provide timely assistance to the family. He emphasized that the Department remains steadfast in extending support and protecting the interests of Filipino migrant workers, particularly during times of crisis.

The DMW continues to strengthen its welfare and assistance initiatives, reaffirming its commitment to stand with OFWs and their families through every challenge and circumstance.

Cuenca, Batangas โ€“ The Department of Migrant Workers Regional Office IV-A CALABARZON (DMW 4A) brought its Anti-Illegal Recruitment and Trafficking in Persons (AIRTIP) Campaign to the Municipality of Cuenca, Batangas, engaging the Cuenca OFW Federation and Overseas Filipino Worker (OFW) families in a discussion on safe and legal migration.

The activity equipped participants with practical information on how to recognize illegal recruitment practices, identify possible signs of human trafficking, and verify the legitimacy of overseas employment opportunities and recruitment agencies. The discussion also highlighted the rights of migrant workers and the government services and assistance available to individuals and families affected by illegal recruitment and human trafficking.

DMW 4A emphasized the vital role of communities and local stakeholders in preventing illegal recruitment and trafficking. By staying informed, sharing verified information, and reporting suspicious recruitment activities, community members can help protect aspiring migrant workers from fraudulent employment schemes, exploitation, and other risks associated with unsafe migration.

Through the AIRTIP Campaign, the DMW 4A continues to strengthen its partnerships with local government units and communities across CALABARZON, promoting informed migration decisions, protecting aspiring migrant workers, and advancing safe, orderly, and legal overseas employment.

Cuenca, Batangas โ€“ The Department of Migrant Workers Regional Office IV-A CALABARZON (DMW 4A) and the Local Government Unit (LGU) of Cuenca, Batangas, together with its convergence partnersโ€”the Overseas Workers Welfare Administration (OWWA), Department of Labor and Employment (DOLE) and Technical Education and Skills Development Authority (TESDA) formalized their commitment to protect aspiring migrant workers through the signing of a Convergence Memorandum of Agreement (MOA) for the implementation of the Anti-Illegal Recruitment and Trafficking in Persons (AIRTIP) Campaign.

The partnership aims to strengthen local efforts in raising awareness on illegal recruitment and trafficking, promoting safe and legal migration, and helping community members make informed decisions when seeking overseas employment.

Through the agreement, DMW 4A will provide technical assistance, resource speakers, and information materials, while the LGU of Cuenca will facilitate local coordination, information dissemination, and community participation.

The MOA signing marks another step toward stronger community-based protection and sustained collaboration in preventing illegal recruitment and trafficking and promoting safe, informed, and legal overseas employment opportunities.

September 2, 2026 โ€” The Department of Migrant Workers Regional Office IV-A CALABARZON (DMW 4A) and the Municipality of Los Baรฑos, Laguna, in partnership with the Overseas Workers Welfare Administration (OWWA), Department of Labor and Employment (DOLE), and Technical Education and Skills Development Authority (TESDA), strengthened their commitment to protecting and empowering Overseas Filipino Workers (OFWs) through the signing of a Memorandum of Agreement (MOA) at the LGU Activity Area of the Municipal Building in Brgy. Timugan, Los Baรฑos, Laguna.

The partnership seeks to bring government programs and services closer to OFWs and their families, particularly in the areas of worker protection, employment, skills development, livelihood, and reintegration.

A key component of the initiative is the Municipality of Los Baรฑosโ€™ established network of 15 OFW Help Desks located across the municipality. These help desks provide OFWs and their families with accessible avenues to obtain vital information, assistance, and referrals to appropriate government programs and services.

The MOA also underscores the importance of stronger coordination among national government agencies and local government partners in addressing the needs and concerns of migrant workers. Through closer collaboration, government services can be delivered more efficiently and responsively to OFWs and their families at the local level.

During the activity, DMW 4A Regional Director Atty. April R. Casabuena highlighted the value of sustained collaboration among government agencies and local partners in ensuring that OFWs have access to timely, responsive, and accessible services.

Through this strengthened partnership, DMW 4A and its partner agencies reaffirm their commitment to ensuring that OFWs and their families are protected, empowered, and equipped with opportunities for a more secure and prosperous future.

The Department of Migrant Workers Regional Office IV-A CALABARZON (DMW 4A) awarded the Employment Financial Assistance (EFA) to six (6) qualified beneficiaries under the Sa Pinas, Ikaw ang Maโ€™am at Sir (SPIMS) Program, providing financial support to returning Overseas Filipino Workers (OFWs) who are licensed professional teachers as they transition back into the Philippine basic education system.

The SPIMS Programโ€”an initiative implemented in partnership with the Department of Education (DepEd)โ€”aims to support the sustainable reintegration of OFW-teachers by facilitating their employment in public schools nationwide. The financial aid awarded to the six beneficiaries serves as starting capital for essential teaching materials, school supplies, and initial transition expenses for their classroom teaching.

Through this awarding, DMW 4A reaffirms its commitment to helping returning migrant workers secure stable opportunities at home, allowing them to apply their professional expertise in serving Filipino learners while staying close to their families.

Calamba City, Laguna โ€” The Department of Migrant Workers Regional Office IV-A CALABARZON (DMW 4A) participated in the 1st General Assembly of the Calamba Overseas Filipino Workers Association (COFWA), represented by 16 barangays, reinforcing its continued partnership and support for initiatives that benefit Overseas Filipino Workers (OFWs) and their families.

The activity, organized by COFWA under the supervision of the Cityโ€™s Information, Investment Promotions and Employment Services Office (IIPESO), brought together representatives from the Department of Migrant Workers Regional Office IV-A (DMW 4A), Overseas Workers Welfare Administration Regional Office IV-A (OWWA IV-A), Provincial Employment Service Office (PESO) Laguna, and Land Bank of the Philippines (LANDBANK). The presentations and discussions provided COFWA members with relevant information on government programs and services for OFWs, while also allowing the newly established COFWA chapters to connect, exchange experiences, and strengthen their network and coordination.

As part of its participation, DMW4A Chief Administrative Officer Apollo C. De Robles shared information on DMW programs and services available to OFWs and their families, particularly those that can support their welfare, reintegration, livelihood, and protection.

DMW 4A remains committed to supporting initiatives like this by bringing its programs and services closer to OFWs while building stronger partnerships with local governments and OFW organizations.

Calamba City, Laguna โ€” The Department of Migrant Workers Regional Office IV-A CALABARZON (DMW 4A) conducted a Financial Awareness Seminar and Small Business Management Training (FAS-SBMT) and Livelihood Skills Training for 100 distressed Overseas Filipino Workers (OFWs), providing them with practical knowledge on handling finances and developing potential livelihood opportunities.

The financial literacy session led by Philippine National Bank (PNB) focused on practical ways to manage household finances such as budgeting, saving, and making sound financial decisions. Participants were also encouraged to look into entrepreneurship and other income-generating activities that could help support their families and provide additional sources of income.

As part of the program, participants also joined a livelihood skills training facilitated in partnership with agribusiness leader ADA Manufacturing Corporation (ADAMCO), which focused on practical agricultural solutions and potential enterprise opportunities.

Through these initiatives, DMW 4A continues to equip OFWs with knowledge and skills that can help them manage their finances wisely, explore entrepreneurial opportunities, and work toward a more stable and sustainable future for their families.

The Department of Migrant Workers (DMW) Regional Office IV-A CALABARZON (4A), in partnership with the Public Employment Service Office (PESO) of San Pedro City, conducted a Pre-Employment Orientation Seminar (PEOS) at the Polytechnic University of the Philippines (PUP) San Pedro Campus on August 28, 2026. The seminar provided graduating students with essential information and guidance as they prepare to enter the workforce.

A total of 306 graduating students from the Business, Accounting, and Education programs participated in the seminar. The session covered key considerations for those planning to pursue employment abroad, including safe and legal recruitment processes, workersโ€™ rights and responsibilities, and important information that prospective migrant workers should know before making decisions about overseas employment.

With this activity, DMW 4A continues to equip young Filipinos with the knowledge they need to make informed, responsible career choices.
