In a significant move to strengthen local public order, NCMF Visayas led by Acting Regional Director Hanefah M. Sultan, along with the Peace Building and Conflict Resolution Division (PBCRD), meet with City Councilor Paul Labra II to propose and develop a community-centered peace program, last August 27, 2026 at the Office of Councilor Labra in City Hall. The partnership ensures that Cebu City's public safety and order strategies are carefully designed to respect the unique cultural and religious sensitivities of the multi-faith unity across the city.

In attendance with Acting Regional Director Sultan during the meeting were PBCRD Acting Chief Atty. Al-Emir Y. Balt and Halal Focal Person Fateen Al-Jonara B. Pangarungan, Acting Administrative Chief Aurangzeb A. Ali, Haneah T. Magomnang and Amir C. Amatonding.

This partnership affirms our shared commitment to advancing peace and order throughout Cebu City, building a foundation of harmony, security, and mutual respect that benefits all residents. In addition, the commission promotes join forces to expand halal awareness and deliver targeted educational programs clearly demonstrating the substantial benefits of halal compliance including broader market access, enhanced consumer confidence, new trade opportunities, and inclusive economic growth.

By integrating these efforts, this strives to create a community that is not only peaceful and orderly but also economically vibrant, culturally inclusive, and fully prepared to embrace the advantages of halal standards for the prosperity of all.

On August 27, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region, under the leadership of Acting Regional Director Hanefah M. Sultan, participated in an online lecture hosted by the Philippine Statistics Authority (PSA) Regional Statistical Services Office – Negros Island Region (RSSO-NIR).

The session is part of the Lecture Series of the Regional Inter-Agency Committee on Civil Registration and Vital Statistics (RIACCRVS) – Negros Island Region. This initiative aims to strengthen inter-agency collaboration and facilitate the exchange of vital knowledge regarding Civil Registration and Vital Statistics (CRVS).

In line with its commitment to protecting the welfare and legal rights of the community, the NCMF Visayas Region, led by Acting Regional Director Hanefah M. Sultan, along with the PBCRD and Legal Division, successfully facilitated a dialogue and witnessed the initial land payment made by the Muslim Community in Talisay headed by Hadji Malik Rasul to the land owner on August 20,2026 that was held at Local Housing, Talisay City. The fund that was successfully raised was through their outsourcing efforts, carried out with the invaluable support and assistance of the Cebu Muslim Brotherhood (CMB), led by its President, Mr. Palawan Mai. This crucial intervention ensures legal clarity and guarantees long-term peace of mind and stability for the community residing on the land where their mosque is built.

Witnessing the transaction alongside Acting Regional Director Sultan are Atty. Simbonaga A. Sarip and Catherine P. Gunang Sh.C.L of Legal Affairs Division and Abubacar Gunang Sh.C.L. of Peace Buidling and Conflict Resolution Division. Also present was CMB Officer Moheed Abdulwaheed.

The commission fulfills its core institutional mandate while securing several strategic, political, and social benefits.

Standing in strong unity with our community, the NCMF Visayas Region, led by Acting Regional Director Hanefah M. Sultan, through its Settlement Division expresses profound sympathy for the Muslim vendors and stall owners operating inside the Minglanilla Public Market were the primary victims whose livelihoods were impacted by the fire last August 14, 2026.

In order to guarantee the continuity and institutional efficacy of this welfare initiative, NCMF personnel Zobaida R. Gamor, Haneah T. Magomnang, and Amir C. Amatonding conducted a comprehensive field assessment of the fire area at the Minglanilla Public Market to verify the identities of the affected Muslim vendors.

The monitoring effort was welcomed by Muslim Community Leader Hisham Polangi and actively supported by Minglanilla Public Market Supervisor Ms. Ma. Jojie A. Capellan, who expressed gratitude for the agency's hands-on approach to safeguarding the community's welfare.

Recognizing the severe disruption to their livelihoods, the NCMF reaffirms its commitment to providing immediate support, advocating for their swift recovery, and working alongside local government units to ensure our brothers and sisters receive the assistance and resources necessary to rebuild their businesses.

On August 19, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region under the leadership of Acting Regional Director Hanefah M. Sultan, participated in a strategic partnership meeting hosted by Southwestern University PHINMA (SWU PHINMA) at the SWU PHINMA Boardroom.

The Regional Office was represented by Acting Chief Aurangzeb M. Ali of the Administration and Finance Division with staff Amir C. Amatonding.

The meeting, organized through the initiative of SWU PHINMA Human Resource Manager Josephine C. Cartalla and Muslim Affairs & International Relations Consultant Lead Mr. Ronnie B. Anudin, aimed to foster diversity, equity, and inclusion within the academic institution.

NCMF Visayas remains steadfast in its mandate to collaborate with institutions that prioritize inclusivity, opening doors to meaningful opportunities for Muslim Filipinos in the Visayas region.

On August 18, 2026, The National Commission on Muslim Filipinos (NCMF) Visayas Regional Office, under the leadership of Acting Regional Director Hanefah M. Sultan, undergone its 2026 Internal Quality Audit (IQA) as part of its ongoing maintenance and reinforcement of the NCMF ISO 9001:2015 Certification.

The activity provided an opportunity for officials and employees to strengthen existing practices, address areas for improvement, and promote a culture of continuous quality enhancement and service.

The audited units included the Cultural Affairs Division, headed by Chief Minang A. Manggis; the Legal Affairs Division, headed by Chief Atty. Anzarullah Zhadradi A. Abdullah; the Settlement Division, with Officer-in-Charge Zobaida R. Gamor; the Peace Building and Conflict Resolution Division, headed by Acting Chief Atty. Al-Emir Yusoph J. Balt; the Socio-Economic Development Division, headed by Chief Sittie Saiba D. Basher-Manonggiring; the Administration and Finance Division, headed by Acting Chief Aurangzeb M. Ali; and the Office of the Regional Director, headed by Acting Regional Director Hanefah M. Sultan.

NCMF ISO Consultant Antonio Santos was accompanied by Putriejah Bai Mamalo and Diana Ampatuan from the Planning Service.

Moving forward, the NCMF Visayas Regional Office reiterates its commitment to upholding the standards of the ISO 9001:2015 Quality Management System (QMS) and continually improving its services for the community.

The visit served as an alignment meeting and technical consultation ahead of the scheduled ISO 9001:2015 Internal Quality Audit (IQA) set for August 18, 2026 of the regional office.

Following a courtesy visit with Mayor Valdemar M. Chiong of Naga City, Cebu on August 14, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region, led by Acting Regional Director Hanefah M. Sultan, conducted an ocular inspection of the donated land intended for local Muslim residents of Naga City.

Joining Acting Regional Director Sultan during the inspection were Acting Chief Aurangzeb M. Ali of the Administrative and Finance Division, Shariah Counselor-at-Law Abubacar Gunang, Haneah T. Magomnang, and Amir C. Amatonding. Community leaders present were Hisham Polangi of Naga City, Hadji Abdulmalik Rasol and Amersab Dima-alip of Talisay City.

The onsite physical evaluation to the donated land creates an active involvement that instills deep trust and bridge between Local Government Units and Muslim Communities.

This directly advances also the mission of the commission to protect the welfare and socio-economic interests of Muslim Filipinos in non-majority regions like the Visayas.

On August 14, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region, headed by Acting Regional Director Hanefah M. Sultan, together with Muslim community leaders visited the Hon. Mayor Valdemar M. Chiong of the City of Naga, Cebu.

Accompanying Acting Regional Director Sultan during the visit were Acting Chief Aurangzeb M. Ali of the Administrative and Finance Division, Shariah Counselor-at-Law Abubacar Gunang, Haneah T. Magomnang, and Amir C. Amatonding. Community leaders present were Hisham Polangi of Naga City, Hadji Abdulmalik and Amersab Dima-alip of Talisay City.

Discussions focused on establishing designated stall spaces to support the economic livelihoods of local Muslim entrepreneurs, exploring the possibility of a Muslim cemetery, and collaborating on future programs such as Halal development.

Mayor Valdemar M. Chiong expressed his openness to these initiatives and highlighted the city's commitment to supporting the Muslim community in Naga City.

The NCMF remains steadfast in its mandate to bridge local government units and Muslim Filipino communities across the Visayas region to build peaceful, prosperous, and inclusive societies.

Upon the initiative, and suggestion of NCMF Visayas Acting Director Hanefah M. Sultan, the National Commission on Muslim Filipinos (NCMF) Visayas Region spearheaded a community visit to the Muslim Community in Talisay City on August 12, 2026 with the Office of Other Bangsamoro Communities (OOBC) BARMM headed by Executive Director Noron S. Andan, after the benchmarking at the Visayas Regional Office. The OOBC BARMM willingly agreed to join the visit as ARD Sultan aimed for the delegation to directly encounter and engage with the community on the ground.

The primary objective of the visit was to assess the living conditions, needs, and ongoing developments of the Muslim community residing in Talisay City who were hit by fire last year. Through direct ground engagement, the OOBC aimed to identify tangible avenues of assistance, institutional support, and community development programs that BARMM can extend to Bangsamoro populations living outside the autonomous region.

Together with Acting Regional Director Hanefah M. Sultan was Acting Chief Aurangzeb M. Ali of Administrative and Finance Division, Acting Chief Atty. Al-Emir Yusoph J. Balt of Peace Building and Conflict Resolution Division, Rashidah M. Mocsir, and Amir C. Amatonding.

During the interaction, community leaders and residents shared their current local initiatives, daily experiences, and key areas where inter-agency support could foster sustainable livelihood, cultural preservation, and social integration.
