🏙️ Songdo Smart City: Smarter Urban Management in Action

South Korea's Incheon Free Economic Zone (IFEZ), comprising Songdo, Yeongjong, and Cheongna, uses ICT and real-time data to improve urban management. Songdo is a leading example of its smart city development.

Located in Songdo, the IFEZ Smart City Integrated Operation Center monitors all three districts 24/7, using CCTV and urban data to detect incidents and coordinate with emergency services.

Smart Technology, Real Results
- Missing Child Found: In June 2022, CCTV monitoring helped locate a missing 9-year-old child and alert police.
- Traffic Accident Response: The center detected an accident caused by a traffic violation, helping prevent secondary accidents.
- Measurable Impact: From January to August 2022, the center reported helping prevent 415 safety and traffic-related incidents.

On this day 6 years ago, we signed KEXIM’s US$100-million Program Loan for the COVID-19 Emergency Response Program under EDCF.

The program supported the Philippines’ COVID-19 response by strengthening emergency preparedness and capacity to prevent, detect, and respond to pandemics.

🌏 Strengthening Public Finance for Sustainable and Inclusive Growth in the Philippines

Hi! We’re the interns at the Korea Eximbank Manila Representative Office.

We recently attended the launch of the World Bank Group’s Philippines Public Finance Review (PFR), which outlined key reform priorities for strengthening the country’s fiscal sustainability and improving public spending.

📊 The World Bank highlighted three reform packages:

📌 Fiscal Space at Hand – Improving spending efficiency and budget discipline

📌 Closing Fiscal Gaps – Strengthening revenue collection and public financial management

📌 Targeting Human Capital – Improving spending on education, health, and social protection

Together, these proposed reforms could generate fiscal gains equivalent to 3.6–7.1% of GDP.

The discussions also explored how stronger public finance can support economic growth, human capital development, and better public service delivery.

🍂 Celebrating Chuseok, Korea’s Harvest Festival

Chuseok (추석) is one of Korea’s most important traditional holidays — a time for family, gratitude, and sharing the blessings of the harvest.

Celebrated on the 15th day of the eighth lunar month, Chuseok brings families together to reconnect and enjoy traditions passed down through generations.

A traditional Korean saying goes:
“더도 말고 덜도 말고 한가위만 같아라.”
Meaning, “May every day be as abundant and joyful as Chuseok.”

Hi! This is Yunjeong Jo, intern at the Korea Eximbank Manila Representative Office.

Our team recently attended MEtamorphosis — the 13th M&E Network Forum, held last September 9 at the EDSA Shangri-La Manila and convened by the Department of Economy, Planning, and Development. Under the theme “Evidence to Action in the Age of AI,” the forum brought together government agencies, development partners, and experts to discuss how AI can strengthen monitoring and evaluation (M&E) in the public sector.

The discussions explored how AI can support various stages of M&E, from data collection and analysis to evaluation and reporting. At the same time, speakers emphasized the importance of responsible AI use, including data privacy, transparency, and human oversight.

Attending the forum offered a new perspective on the role of AI in public-sector decision-making. We found it particularly interesting that AI is not simply a tool to replace existing M&E processes, but it can make them more timely and efficient when combined with human judgment.

Congratulations to the Department of Information and Communications Technology - DICT on the successful launch of the Philippine AI+ Infrastructure Masterplan (PAIIM) 2026–2033!

KEXIM commends DICT, ADB, and all partners for this landmark USD 34.4-billion roadmap that will expand AI data-center capacity from 50 MW to 1.5 GW by 2033, reskill 1.3 million professionals, and position the Philippines as an ASEAN AI hub.

As a development finance partner committed to digital transformation and sustainable infrastructure, KEXIM looks forward to exploring areas of cooperation under the Digital Bayanihan spirit.

IN PHOTOS 📸: The KEXIM-EDCF team recently attended the 2025/26 Philippines Economic Innovation Partnership Program (EIPP) Final Report Meeting hosted by KOTRA Manila - The Commercial Section of Embassy of the Republic of Korea, where Korean and Philippine stakeholders gathered to present the final outputs of three key studies on e-Government Cloud, National Satellite Communications, and Data Center development.

The event provided an opportunity to exchange views on the studies' findings, identify areas for refinement, and discuss the next steps toward translating these recommendations into concrete initiatives. It also reaffirmed the strong partnership between Korea and the Philippines in advancing digital transformation and strengthening the country's digital infrastructure through continuous strategic cooperation.

🌿 How Did Seoul Turn a Landfill into a Green Park?

For 15 years, from 1978 to 1993, Nanjido served as Seoul’s main landfill. By the time it closed, around 92 million tons of waste had accumulated into a nearly 100-meter-high mountain, causing serious problems including odor, water pollution, and methane gas.

Instead of simply abandoning the site, Seoul launched a large-scale environmental restoration project. The city installed 106 gas extraction wells to collect methane and reuse it as an energy source, built systems to collect and treat contaminated leachate, and covered the landfill with layers of soil to create conditions where plants could grow.

The restored area reopened in 2002 as part of World Cup Park, including today’s Haneul (Sky) Park and Noeul (Sunset) Park.
