Union of Local Authorities of the Philippines and Quirino governor Dax Cua expressed his thanks for the people’s continued trust in his leadership, after he emerged as the top governor in a recent survey of the country’s provincial leaders.

“Nagpapasalamat ako sa pagkilala ng mga kababayan natin. As ever, the job is about serving the people and never about recognition,” Cua said.

“Nevertheless, this recognition is both an inspiration and a challenge not only to sustain, but be better in our efforts to govern,” he added.

Cua ranked first among the country’s top-performing, most trusted provincial governors in the RPMD Foundation Inc.’s “Boses ng Bayan” Index of Governance, which was conducted in April 2026, with 5,000 registered voter respondents randomly interviewed in each region across all socioeconomic classes.

The governor recorded an IOG of 86.51 percent, with 86.28 percent trust and 86.75 percent performance.

Cua was quick to share credit, as he said that “a whole system of tireless people” was responsible for his success.

“Governance is a team effort and does not rely on the person at the top alone. Epektibo tayo dahil ang buong pamahalaang panlalawigan ay walang-pagod na kumikilos para makapaglingkod,” said the governor.

Cua also lauded ULAP, which he said has opened many doors of opportunity not only for his province but for many other local governments across the country.

“Through ULAP and its constituent organizations, our leaders now have access to trainings, linkages, and expertise that are required for modern-day governance,” he said.

According to RPMD, governors were first evaluated by their respective constituents and had to emerge among the top-performing, most trusted provincial leaders in their regions before advancing to the national assessment.

Areas covered by the assessment included leadership, fiscal management, social services, public safety, infrastructure development, disaster preparedness and response, environmental management, transparency, public engagement, innovation, and responsiveness to constituents. # # #

𝗨𝗟𝗔𝗣 𝗔𝗟𝗔𝗥𝗠𝗘𝗗 𝗔𝗧 𝗥𝗜𝗦𝗜𝗡𝗚 𝗦𝗧𝗨𝗡𝗧𝗜𝗡𝗚 𝗥𝗔𝗧𝗘 𝗔𝗠𝗢𝗡𝗚 𝗣𝗜𝗡𝗢𝗬 𝗖𝗛𝗜𝗟𝗗𝗥𝗘𝗡

As the country observes Nutrition Month this July, the Union of Local Authorities of the Philippines has expressed its alarm over the reported rise of stunting among Filipino children, as it urged local government units to do their part in addressing this “grave public health problem.”

“The increasing number of stunted Filipino children is cause for alarm. We all already know that undernourishment has negative effects on learning—that is why we must urgently implement strategic interventions to stop this grave public health problem from further worsening,” ULAP president and Quirino governor Dax Cua said.

“As we observe Nutrition Month this July, I hope that we in government be reminded of our crucial role in ensuring that the food requirements of our people, especially children, are met,” he added.

According to the 2025 Updating Survey Results released by the Department of Science and Technology-Food and Nutrition Research Institute (DOST-FNRI), the stunting rate among under-five children, especially those aged 0 to 59 months, has reached 25.3 percent, or roughly one in four children.

The updating survey, conducted every two-three years, was carried out from April 23, 2025, to March 31, 2026. It covered 91.5 percent of the targeted households across all 118 provinces and highly urbanized cities in the country.

The Second Congressional Commission on Education noted in its studies on Early Childhood Care and Development that malnutrition in the earliest years of life severely impairs cognitive development, language acquisition, and readiness to learn. It added that stunting remains one of the strongest predictors of poor educational outcomes later in life.

Cua urged his fellow local leaders to set aside funds to supplement the Department of Education’s school-based feeding program.

“We have the power to allocate for nutrition from our national tax allocation, or even access funds such as the Local Government Support Fund, to create supplementary programs ensuring that children’s nutritional needs are targeted,” said the governor.

He also raised the possibility of LGUs helping the DepEd in its issues with logistics and absorptive capacity with regard to the P25.6-billion SBFP’s implementation.

“I believe the DepEd are having issues with their absorptive capacity for the SBFP for this year. Baka maaaring pag-usapan ng DepEd at LGUs kung paano kami makatutulong para maresolba ang mga isyung ito upang maging matagumpay ang implementasyon ng SBFP,” Cua said. # # #

The Union of Local Authorities of the Philippines (ULAP) has elected its officers for the 2026–2029 term, constituting a National Executive Board drawn from its member leagues and representing provinces, cities, municipalities, barangays, and local legislative bodies.

Quirino Governor Dakila Carlo E. “Dax” Cua was re-elected National President and South Cotabato Governor Reynaldo S. Tamayo, Jr. was also re-elected as National Chairman. Bataan Vice Governor Ma. Cristina M. Garcia will serve as Vice Chairman and Quezon City Mayor Ma. Josefina G. Belmonte as Executive Vice President.

Elected as regional Vice Presidents were San Juan City Mayor Francis M. Zamora as Vice President for Luzon; Iloilo City Vice Mayor Lady Julie Grace L. Baronda as Vice President for the Visayas; and Misamis Oriental Board Member Dexter B. Yasay as Vice President for Mindanao.

Batangas Vice Governor Hermilando I. Mandanas was elected Secretary-General, with Guimbal, Iloilo Vice Mayor Christine S. Garin as Deputy Secretary-General. Cavite Board Member Kerby J. Salazar and Mandaluyong Vice Mayor Anthony D. Suva, Jr. will serve as Treasurer and Assistant Treasurer, respectively; Echague Mayor Faustino A. Dy V and Isabela Board Member Ma. Katrina Jessica G. Dy as Auditor and Assistant Auditor.

Completing the Board are Apalit Mayor Oscar D. Tetangco, Jr., Public Relations Officer; Sta. Maria, Davao Occidental Vice Mayor Joyce B. Mariscal, Assistant Public Relations Officer; Pinili, Ilocos Norte Vice Mayor Maynard Francis R. Bumanglag, Liaison Officer; Cavite Board Member Romel R. Enriquez, Assistant Liaison Officer; Muntinlupa City Councilor Atty. Raul R. Corro, Legal Counsel; Mandaluyong City Councilor Benjie A. Abalos III, who will chair Advocacy and Policy; and Leyte Board Member Martina L. Gimenez, who will chair Gender and Development.

Cua said the election reaffirmed the solidarity of the local government sector and the common mandate of ULAP’s member leagues. “Across our diverse mandates and perspectives, we remain united by a common purpose: to uphold the welfare of our local government units and to advance the interests of the communities we serve.”

Tamayo underscored that ULAP’s strength rests on collective leadership across all levels of local government. “While we come from different provinces, cities, municipalities, barangays, and leagues, we are united by our mission to champion the welfare of LGUs and to ensure that the voices of local governments are heard, respected, and considered in the national agenda,” he said. “The true strength of ULAP lies not in individual positions, but in our ability to work together as one local government community.”

The officers will serve through 2029, leading ULAP as the common platform of the country’s local government leagues.
