Functions of the Regional Office

Execute policies, directives and guidelines set by the Office of the Executive Director at the regional level;

Coordinate the planning, implementation, monitoring and evaluation of the Philippine Plan of Action for Nutrition at the local level;

Provide technical assistance to local program implementers to enhance their involvement;

Establish and maintain functi

onal linkages with agencies involved in the nutrition program;

Promote nutrition advocacy and undertake resource mobilization activities at the regional level;

Generate nutrition and related data and serve as monitoring and data base center for the regional PPAN;

Facilitate the provision of material support from various sources for the intended recipients in the nutrition program;

Serve as the Secretariat to the Regional Nutrition Committee and other regional nutrition-related committee; and

Perform such other functions as may be assigned.

For our 2nd NAO Ang Bida Feature, we proudly present the Municipal Nutrition Action Officer of Santa Cruz, Marinduque โ€” Ms. Joazon Posas, the 2025 Regional Outstanding MNAO 2nd Runner-Up.

With Santa Cruzโ€™s history of high prevalence rates of undernutrition, MNAO Joazon took on the challenge of strengthening and improving the municipalityโ€™s nutrition programs alongside the Barangay Nutrition Committees and the Municipal Nutrition Committee. Through her dedication and strategic leadership, nutrition interventions in the locality became more responsive, inclusive, and community-centered.

Beyond implementing programs, she ensured that national nutrition policies and laws were carefully adapted to fit the realities and needs of her community. Her work was never a one-person effort โ€” she actively fostered collaboration among government agencies, private stakeholders, and partner organizations to further reduce cases of underweight children and improve the nutritional status of her constituents.

MNAO Joazon truly embodies the saying โ€œsmall but terrible.โ€ Though nutrition work often remains behind the scenes, she brought it to the forefront of local development and public service. Her initiatives, commitment, and leadership continue to create meaningful impact and are deeply appreciated by the people she serves.

Through nutrition leaders like MNAO Joazon Posas, we move closer toward a healthier and stronger community โ€” achieving Nutrisyong Sapat Para sa Lahat.

The National Nutrition Council MIMAROPA successfully conducted the Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro) activities in the Province of Romblon on 26-27 May 2026.

The Regional Nutrition Evaluation Team (RNET), composed of Ms. Keren Faye Gaya and Ms. Dianne Abegail Intal of NNC MIMAROPA, together with Ms. Madelyn Altobano of the Nutrition Center of the Philippines (NCP), carried out the desk review and interview with the Provincial Outstanding Local Nutrition Focal Points of Romblon. These include MNAO Morena Rabino of Romblon, Romblon, and BNS Marivic Romano of Brgy. Pili, San Fernando, Romblon.

The team also evaluated the performance of the Barangay Nutrition Committee (BNC) of Pili, San Fernando as the Provincial Outstanding BNC, highlighting the barangay's dedication to strengthening nutrition governance and delivering quality nutrition programs at the grassroots level.

The activity concluded with a fruitful feedbacking conference with both LGUs, further strengthening the support, collaboration, and commitment of their respective Local Nutrition Committees toward achieving better nutrition outcomes for every Romblomanon and realizing Nutrisyong Sapat Para sa Lahat!

The Regional Nutrition Evaluation Team โ€“ MIMAROPA (RNET-MIMAROPA) carried out the Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) Pro validation in the Province of Oriental Mindoro on 27โ€“28 May 2026.

MELLPI Pro is a yearly evaluation initiative designed to assess the implementation and effectiveness of local nutrition programs and interventions. Through document reviews and interviews with Local Nutrition Focal Points (LNFPs), the activity examines the quality of nutrition governance, program coordination, and service delivery at the local level. The RNET, composed of representatives from government agencies, academic institutions, and civil society organizations, is mandated to validate and assess local government unit (LGU) nutrition program implementation in line with national nutrition policies and standards.

During this yearโ€™s validation visit, the team evaluated Municipal Nutrition Action Officer (MNAO) Dr. Aimee Lyne P. Yumang, MD, MPH, CPC-FP of Gloria, as well as Provincial Outstanding Barangay Nutrition Scholar (BNS) Rizza Gamo of Brgy. Cambunang, Bulalacao. In addition, Brgy. Cambunang underwent assessment for the Regional Outstanding Barangay Nutrition Committee award.

The Regional Evaluation Team is composed of Regional Nutrition Program Coordinator (RNPC) Ma. Eileen Bringas-Blanco, Project Evaluation Officer I Al Wincell Y. Quindong, and Development Management Officer III Malco P. Lamigo of the Department of Environment and Natural Resources (DENR) โ€“ MIMAROPA.

A feedback conference was also conducted with participating LGUs to present and discuss the findings of the validation activities. The session served as a venue to identify operational challenges and gaps affecting the performance of LGUs and LNFPs, while also highlighting innovative and commendable nutrition initiatives implemented across their communities.
