The National Authority for Child Care (NACC) and Kaisahang Buhay Foundation (KBF) strengthened their long-standing partnership through the signing of a Memorandum of Agreement (MOA), reaffirming their shared commitment to supporting foster families across the country.

Through this collaboration, trauma-informed and competency-based learning modules will be rolled out nationwide to equip foster parents with the knowledge, skills, and practical tools they need to care for vulnerable foster children who have experienced abuse, neglect, abandonment, and other forms of adversity.

Together, we continue working toward one goal: ensuring that more vulnerable children have the opportunity to grow up in safe, nurturing, and loving families.

The Regional Alternative Child Care Office (RACCO) V, in partnership with the Reception and Study Center for Children (RSCC V), extends a heartfelt welcome to one of our inter-country adoptees and her loving adoptive parents as they visit the Philippines for a meaningful motherland visit on July 27, 2026.

This activity provided the adoptee a meaningful opportunity to reconnect with her beginnings, rediscover her cultural roots, and witness the place where her life story first unfolded. It was a touching moment not only for the adoptee and her family but also for the dedicated workers who once cared for her during the early chapter of her life.

Our heartfelt gratitude to the Reception and Study Center for Children (RSCC) for their invaluable support and warm hospitality in making this Motherland Visit both meaningful and successful.

A child and the adoptive parents from 𝐃𝐞𝐥𝐟𝐢𝐧 𝐀𝐥𝐛𝐚𝐧𝐨, 𝐈𝐬𝐚𝐛𝐞𝐥𝐚 celebrated a joyful milestone on July 20, 2026, through the Ringing of the Bell of Joy at the Regional Alternative Child Care Office (RACCO) II after receiving the Order of Adoption and the Certificate of Finality issued by the NACC.

The adoption case, handled by 𝐌𝐬. 𝐕𝐚𝐧𝐞𝐬𝐬𝐚 𝐆𝐚𝐲 𝐀𝐜𝐨𝐬𝐭𝐚, Social Welfare Officer II of the Municipal Social Welfare and Development Office of Delfin Albano, was completed under the Regular Adoption category.

Human trafficking can happen anywhere—and children are among the most vulnerable. That's why awareness is one of the strongest forms of protection.

Sa episode na ito ng Makabata Teleradyo, tatalakayin natin ang mga warning signs ng human trafficking, ang mga karaniwang paraan ng pangre-recruit at panlilinlang sa mga bata, at ang mahalagang papel ng mga magulang, pamilya, at komunidad sa pagpigil sa krimeng ito. Pag-uusapan din natin ang mga practical tips kung paano mapapanatiling ligtas ang mga bata, offline man o online, at kung saan maaaring humingi ng tulong kapag may pinaghihinalaang kaso. 🤝

Makakasama natin si Atty. Hannah Lizette S. Manalili, Executive Director ng Inter-Agency Council Against Trafficking (IACAT), upang magbahagi ng mahahalagang impormasyon tungkol sa human trafficking prevention, child protection, at mga hakbang na ginagawa ng pamahalaan upang maprotektahan ang mga bata laban sa exploitation.

: Back in 2020, Jackie Belgica decided to become a foster parent because she wanted to open her home to a child who needed one. She didn't know who that child would be. She just knew she was ready to become someone's safe place.

That child turned out to be Pia.

Pia was only 2 years old when she was welcomed into Jackie's home through foster care. Today, at 7 years old, she's a cheerful little girl who loves to draw and sing. She is also a child with ADHD.

Like many families, their journey has come with adjustments. There were therapy sessions, new routines, and days that tested everyone's patience. But there were also moments that reminded Jackie why she chose this path in the first place—watching Pia become more confident, seeing her enjoy school, and celebrating milestones that once felt out of reach.

Five years later, Jackie still finds joy in the little things. It's hearing Pia sing around the house, admiring another drawing she's proudly made, or watching her light up whenever she learns something new. Those moments may seem ordinary, but to Jackie, they're the ones she'll always treasure.

During an interview with broadcast journalist Karen Davila, entrepreneur Christophe Bariou shared that he and his partner, actress Nadine Lustre, may consider adoption in the future while discussing their thoughts on starting a family.

𝐅𝐄𝐀𝐓𝐔𝐑𝐄 𝐒𝐓𝐎𝐑𝐘: On July 1, 2026, the Regional Alternative Child Care Office (RACCO) V, through its Alternative Child Care Section, facilitated the emergency placement of a baby to licensed foster parents, Spouses Alaurin of Legazpi City.

Earlier that same day, after one year and three months of providing a loving and nurturing home, the children previously fostered by the couple were successfully reunified with their biological family. Despite the emotional weight of saying goodbye, Spouses Alaurin never hesitated to open their hearts and home once again to welcome Baby, who was in need of emergency placement.

Just 26 days later, on July 27, 2026, Baby was successfully matched and entrusted to another licensed foster family, who was also ready to welcome the child with open arms and provide the love, care, and nurturing environment every child deserves.

From all of us here at RACCO 5, expressing our gratitude is the least we can do. We salute you both for your unwavering dedication, selflessness, and unconditional love for every child placed under your care.

Here is what Spouses Alaurin shared about their heartwarming journey as they welcomed the baby who was emergency-placed with them:

“Ang tanging hangarin lang talaga namin ay makatulong.

Nang malaman naming kailangan ni Baby ng emergency placement, hindi na kami nagdalawang-isip na buksan ang aming tahanan at puso. Mula noon, itinuring na namin siyang tunay na pamilya. Napakaswerte ko sa suporta ng aking pamilya sa pagpapadama sa kanya ng pagmamahal at kalinga.

Bagama't may lungkot nang i-entrust na siya sa kanyang bagong foster family, mas nangingibabaw ang saya dahil alam naming mapupunta siya sa tahanang magmamahal din sa kanya. Nakakataba ng puso na naging bahagi kami ng kanyang buhay.
