𝐇𝐚𝐧𝐝𝐚 𝐬𝐚 𝐡𝐚𝐦𝐨𝐧 𝐧𝐠 𝐄𝐥 𝐍𝐢ñ𝐨: 𝐒𝐀𝐅𝐄𝐖𝐀𝐓𝐑𝐒, 𝐓𝐞𝐤𝐧𝐨𝐥𝐨𝐡𝐢𝐲𝐚 𝐩𝐚𝐫𝐚 𝐬𝐚 𝐓𝐮𝐛𝐢𝐠 𝐧𝐚 𝐒𝐢𝐠𝐮𝐫𝐚𝐝𝐨

Sa gitna ng matinding init ng panahon at posibilidad ng kakulangan sa suplay ng tubig, hindi lamang sapat na suplay ng tubig ang dapat pagtuunan ng pansin, kundi pati ang kaligtasan nito para sa pang-araw-araw na konsumo. Ayon sa DOST–PAGASA, inaasahang lalakas ang umiiral na El Niño at maaari itong maging Very Strong El Niño sa pagitan ng Setyembre at Disyembre 2026, na posibleng magpatuloy hanggang sa unang semestre ng 2027.

Sa ganitong sitwasyon, mahalagang magkaroon ng mga teknolohiyang makatutulong sa pagproseso ng tubig mula sa mga alternatibong pinagkukunan upang maging angkop ito sa pag-inom.

Dito pumapasok ang SAFEWATRS, mobile water disinfection system, isang teknolohiyang binuo ng Department of Science and Technology–Industrial Technology Development Institute (DOST-ITDI). Isa itong compact at mobile na sistema ng pagproseso at pagdidisimpekta ng tubig na pinatatakbo gamit ang solar energy.

Kayang magproseso ng SAFEWATRS ng hanggang 2,000 litro ng tubig sa loob ng siyam (9) na oras ng operasyon. Maaari itong gamitin sa pagproseso ng tubig-alat, tubig-ulan, tubig mula sa bukal, at tubig mula sa lawa. Batay sa inilathalang impormasyon ng DOST-ITDI, nakapagproseso ang sistema ng tubig na pumapasa sa mga itinakdang mandatoryong parameter ng Philippine National Standards for Drinking Water (PNSDW) of 2017.

Sa Rehiyon I, apat (4) na komunidad na ang napagkalooban ng SAFEWATRS: Barangay Nagbettedan sa Santo Domingo, Ilocos Sur na nagsisilbi sa 180 kabahayan; Barangay Luna Weste sa Umingan, Pangasinan na tinatayang 200 residente naman ang nakikinabang sa yunit; Barangay Narvacan sa Santo Tomas, La Union; at Barangay Maliclico sa Sudipen, La Union.

Gayunman, hindi nangangahulugang napapalitan na ng SAFEWATRS ang lahat ng pinagkukunan ng tubig. Nakasalalay pa rin ang paggamit nito sa pagkakaroon ng angkop na mapagkukunan, wastong operasyon at maintenance, at pagsusuri sa kalidad ng tubig alinsunod sa mga pamantayan sa kaligtasan.

Sa harap ng mas matinding hamon sa suplay ng tubig, ang mga teknolohiyang tulad ng SAFEWATRS ay maaaring maging bahagi ng mas malawak na paghahanda ng mga pamayanan. Dahil sa agham at inobasyon, may mga paraan upang gawing mas handa ang mga komunidad sa pagharap sa kakulangan ng tubig at sa mga hamong dulot ng nagbabagong klima.

Agham, teknolohiya, at inobasyon para sa mas ligtas na tubig, mas handang pamayanan, at mas matatag na kinabukasan!

Kaisa ang DOST 1 - Department of Science and Technology Regional Office No. 1 sa pagsusulong ng localized theme na “Panatag na Tahanan at Paaralan,” kasabay ng paglulunsad ng Panatag Pilipinas 3.0 ngayong Oktubre 13, 2026.

Bilang paggunita sa International Day for Disaster Risk Reduction (IDDRR) 2026, yakapin natin ang temang “Resilience Starts at Home.” Sa pamamagitan ng mga paaralan, pinalalakas natin ang kaalaman, kakayahan, at kultura ng kahandaan—mula sa silid-aralan, patungo sa bawat tahanan at komunidad.

Sa tulong ng agham at teknolohiya, sama-sama nating isulong ang maagap na pagkilos, tamang paghahanda, at mga hakbang na makababawas sa panganib bago pa man dumating ang sakuna.

Dahil ang katatagan ay nagsisimula sa tahanan, pinatitibay sa paaralan, at isinasabuhay sa buong komunidad.

The Department of Science and Technology Ilocos Region (DOST Ilocos Region), in partnership with the Office of Civil Defense Region 1 (OCD 1), strengthened the disaster preparedness and incident management capabilities of DOST Ilocos Region personnel through the conduct of the Basic Incident Command System (BICS) Training on September 16–18, 2026, held at the Metals and Engineering Innovation Center (MEIC), DMMMSU-MLUC, City of San Fernando, La Union.

The three-day training brought together DOST Ilocos Region personnel from regional and provincial offices for an intensive learning experience on the principles and application of the Incident Command System (ICS). The training was initiated by the DOST Ilocos Region Disaster Risk Reduction and Management (DRRM) Unit to capacitate the Disaster Control Group and Response Team.

The BICS course introduced participants to the fundamental concepts, organizational structure, and operational functions of ICS as an on-scene, all-hazard incident management system. The training covered eight modules, facilitated by subject matter experts from the OCD Region I, National Commission of Senior Citizens (NCSC) Region I, and the Municipal Social Welfare and Development Office of San Juan, La Union.

A significant component of the training was the practical application of the Incident Command System (ICS) concepts through a simulation exercise in which the participants were divided into two Incident Management Teams (IMTs). The exercise provided participants with an opportunity to apply the knowledge and skills gained during the training by performing specific roles and responsibilities, coordinating with team members, managing available resources, communicating operational information, and making decisions in response to a simulated incident.

On the third day, both IMTs conducted the proper Operational Period Briefing, demonstrating their understanding of how incident objectives, strategies, tactics, assignments, resources, and other relevant operational information are effectively communicated to response personnel. The training also reinforced the prioritization of life safety, followed by incident stabilization and property protection, highlighting the importance of having trained personnel who can perform their respective functions effectively during emergencies. The activity concluded with the administration of the post-training examination and overall training evaluation. At the end of the three-day training, 24 participants successfully completed the BICS course and were awarded Certificates of Completion, while 3 additional participants attended the session.

The training served as a reminder that while systems and resources are essential to incident management, people remain at the heart of every response. By investing in their knowledge, skills, and preparedness, DOST Ilocos Region strengthens its capacity to respond when it matters most.
