Ready to take the next step in your leadership journey? Applications are now open for the Texas City Management Institute (TCMI).
TCMI brings emerging local government leaders together for three in-person sessions in Austin covering leadership style, process improvement, community engagement, crisis communication, ethics, and more—culminating in a hands-on project with a real Texas town or city.
Session 1: October 1–2, 2026 | Session 2: January 21–22, 2027 | Session 3: March 4–5, 2027
Applications and project proposals are due by 5:00 p.m. on September 4. Scholarship applications are due by 5:00 p.m. on August 21.

Meet your colleagues! Join us in congratulating Kirsten Garcia, the new City Manager of Richwood.
Kirsten began her career with the City of Richwood in 2016 and has served in several roles, including municipal court administrator and city secretary. She holds an MPA from The University of Texas at El Paso, is a Texas Registered Municipal Clerk and Level II Certified Court Clerk, and brings a background in emergency communications and emergency management.
Congratulations, Kirsten—we’re proud to have you leading in Texas local government!
