Today, deputies from the El Paso County Sheriff’s Office stopped by IDEA Mesa Hills to help welcome students during the first week of school. 🚓📚

Starting the school year on a positive note is about more than just the first day, it’s about showing our students that it we’re here to support them every step of the way. We were proud to spend part of the morning greeting students and wishing them a safe and successful school year.

Deputies Arrest Two Men for Illegal Dumping

EL PASO, TX - On July 31, 2026, at approximately 12:00 p.m., deputies responded to the 13400 block of Frankie Lane after receiving a report of illegal dumping.

Upon arrival, deputies were flagged down by the complainant, who reported that the occupants of a blue GMC pickup truck were dumping construction debris in a nearby desert area. Deputies made contact with the two individuals and conducted an investigation.

Investigators determined the debris totaled approximately 413 cubic feet, exceeding the threshold for a felony illegal dumping offense.

As a result of the investigation, 18-year-old Jose Alarcon and 25-year-old Aldo Chairez Rodriguez were arrested and charged with Illegal Dumping Greater Than 1,000 Pounds or Greater Than 200 Cubic Feet. Both were booked into the El Paso County Detention Facility, where their bond was set at $3,000 each.

“Protecting our community includes protecting our environment,” said Sheriff Oscar Ugarte. “Illegal dumping will not be tolerated, and those responsible will be held accountable.”

We heard your concerns. Following last week’s incident near Dr. Sue Shook Elementary School, our deputies are spending extra time in the area this week conducting targeted traffic enforcement for speeding and distracted driving. Keeping our school zones safe remains a priority.

As students head back to school, we want to remind everyone to slow down, stay off your phone, watch for pedestrians, and always drive with caution in school zones. Let’s all do our part to keep our kids safe. 🚔🚸🏫

Sheriff’s Office Arrests Man on Animal Cruelty Charges

EL PASO, TX – On July 26, 2026, deputies with the El Paso County Sheriff’s Office responded to the 13500 block of Chicken Ranch Road in San Elizario to assist the El Paso County Animal Welfare Unit with an animal cruelty investigation.

As the investigation progressed, the owner voluntarily surrendered several animals requiring immediate veterinary care. Detectives later documented additional livestock showing signs of severe neglect, including malnourishment, lack of proper food and water, untreated medical conditions, and unsanitary living conditions. Investigators also identified additional neglected animals at a neighboring property.

Based on the investigation, detectives obtained search warrants for both properties. During the operation, approximately 100 livestock animals, including horses, donkeys, pigs, goats, chickens, roosters, and peacocks, were rescued and transported to Gracey’s Rescue Ranch for care.

On July 30, 2026, detectives obtained four arrest warrants for 61-year-old Santos Gordillo Torres, each with a $15,000 bond, for a total bond of $60,000.

On July 31, 2026, Torres was taken into custody without incident on four counts of Cruelty to Livestock Animals. Following a civil hearing that same day, the court awarded 69 of the rescued animals to Gracey’s Rescue Ranch, where they will continue receiving treatment and rehabilitation. The disposition of the remaining animals is still pending.

The investigation remains active, and additional criminal charges are anticipated.

During the month of July, the El Paso County Sheriff’s Office S*x Offender Registration and Tracking (SORT) Unit, in partnership with the U.S. Marshals Service, conducted Operation Adam’s Watch, a proactive enforcement initiative focused on ensuring compliance with Texas s*x offender registration laws.

During the operation, deputies conducted 398 home verifications, 54 workplace verifications, and 33 follow-up investigations, resulting in two arrest warrants for s*x offender registration violations and the arrests of seven individuals for s*x offender registration violations, parole violations, and continuous s*xual abuse of a child.

The El Paso County Sheriff’s Office will continue conducting compliance operations throughout the year to ensure registered s*x offenders meet their legal obligations and to help keep our community safe.
