The Institute for Human Development (IHD) was established in 1967 with funds appropriated through the Arizona Rehabilitation Services Administration’s Establishment Grants Program and state funds authorized by the Arizona Board of Regents. In 1990 the IHD was designated a University Affiliated Program (UAP) through a grant from the Administration on Developmental Disabilities, a division of the US

Department of Health and Human Services. The UAP was established by President Kennedy’s Panel on Mental Retardation to serve as a bridge between universities and communities. Although the core activities of a UAP have changed over the years with each reauthorization, the current four core activities include:
Interdisciplinary Pre-Service Training
Community Service (including outreach training and technical assistance)
Research/Evaluation
Dissemination
