🚨 Exciting Opportunity: FY 25 Reserve Pay Workshops (RPW) 🚨

Exclusively for Army Reserve Administrators (ARA), Reserve Personnel Action Center (RPAC) administrators, unit Human Resource (HR) administrators and Pay administrators in the Army Reserve. This training is nor for the general Army Reserve formation. You must be responsible for Reserve Pay actions at the unit level to attend. ARAs, and RPAC employees are the objective for the training.

USAR PMD provides training at the RPW that focuses on current military pay entitlements, issues, processes, and systems. It also provides sustainment training for personnel with prior Reserve Pay Training. Sustainment training is a triennial requirement for personnel responsible for Reserve Pay actions. In addition to Reserve Pay actions we focus on HR actions in IPPS-A as well as military pay error resolution and Customer Relationship Management (CRM).

Registration is currently provided on our SharePoint page at the link listed below. keep in mind the requirements for attending the training listed above. Unit leadership PLEASE inform you Reserve Pay administrators at your Unit and provide them with the information!

Mission Description:

NCO will process special pay actions for the USAR Processing Branch (UPB) Fort McCoy, WI. Mission Description:

The USAR Pay Certification Course Instructor is responsible for delivering in-depth instruction on military pay administration policies, procedures, and systems to Reserve Pay Technicians, military personnel (TPU/AGR) with the 36A/36B MOS, and civilians who process COMPO III pay transactions. This role involves preparing and presenting course materials, ensuring students gain a thorough understanding of the complexities of military pay processes, and equipping them with the knowledge and skills needed to manage pay-related responsibilities efficiently within their units. The course covers a range of topics, including pay entitlements, incentive pays, mobilization, Leave and Earnings Statements (LES), Electronic Unit Commander's Pay Reports (EUCFR), Master Military Pay Account (MMPA), Pay Entry Basic Date (PEBD), Basic Allowance for Housing (BAH), bonuses, resolving pay inquiries, collections, prorations, waiver and remission packets, the mobilization process, passing military pay audits, and continuation pay requests. The instructor must stay up to date on the latest pay regulations, DoDFMR, USAR PAM 37-1, Defense Finance and Accounting Service (DFAS) updates, Reserve Pay messages, MILPER messages, ALARACT messages, and other relevant military pay policies. Instructional methods include lectures, hands-on practical exercises, case studies, and real-world scenarios designed to reinforce learning. In addition to teaching, the instructor will evaluate student performance through assessments and practical exercises, providing constructive feedback and mentoring students to improve their proficiency in pay management. The role also involves collaborating with the USAR Processing Branch and the IPPS-A team to revise and enhance course content in response to new pay regulations, system changes, or student feedback. The instructor is responsible for ensuring all training is compliant with established standards and best practices, effectively preparing students to handle military pay tasks accurately and efficiently. This contributes to the overall mission readiness of units by ensuring personnel are capable of managing pay-related duties. This position requires travel to the USAR Processing Branch (UPB) at Fort McCoy, WI, for training.

USARC G8 PMD conducted a Reserve Pay Workshop specifically for our OCONUS pay management professionals at the 7th MSC in Kaiserslautern, Germany from 21 January - 3 February.

Attendees received instruction on various subject matter areas including unit pay reports, Overseas Housing Allowance (OHA), personnel pay and entitlements, and Integrated Personnel Pay System – Army (IPPS-A) instruction that focused on the Military Pay interface and the Customer Relationship Management process.

USAR G8 Pay Management Division (PMD) will conduct five Reserve Pay Workshops in FY 23. This workshop gathers the Army Reserve Pay community to receive sustainment training on military pay entitlements, procedures, systems, and audit readiness requirements.

Training venues have limited capacity. Registrations will be accepted on a first-come, first-served basis.

USAR G8 Pay Management Division (PMD) will conduct five Reserve Pay Workshops in FY 22. These workshops provide the AR Pay community sustainment training on AR pay procedures in order to ensure accurate, timely and auditable military pay for AR Soldiers while ensuring the accuracy of personnel and pay data as the Army Reserve prepares to transition to IPPS-A in 4th quarter FY 22. Personnel who last attended a Reserve Pay Workshop in FY19 or earlier should attend in FY22. Participants include unit pay administrators, Reserve Personnel Action Center (RPAC) employees and other personnel responsible for Army Reserve pay actions.
The training content will focus on military pay entitlements, Basic Allowance for Housing (BAH), Unit Pay Reports, and two significant data correctness elements; Pay Grade and Pay Entry Basic Date (PEBD). In addition, participants will also be provided an overview of IPPS-A Release 3.
Attendees will have the opportunity to have their question answered during our open forum sessions, and instructor-assisted correction of pay-impacting data discrepancies.

Funding for airfare, lodging, and per-diem will be provided by USARC.

Attention all personnel responsible for Reserve pay actions.

You can receive information and training on current military pay entitlements, issues, processes, and systems by attending the USAR Pay Workshop, hosted by the G8 Pay Management Division via MS Teams.

The training content will focus on military pay entitlements, Basic Allowance for Housing(BAH), how to read reports, and two significant data correctness elements; Pay Entry Basic Date (PEBD) and Pay Grade. The virtual training consists of two days of instruction with working sessions in between to correct unit errors.



Attendees will have the opportunity to have their questions answered during our open forum sessions, and schedule a one on one live session to address any PEBD and Pay Grade discrepancies for their UICs.

Fellow Soldiers,

A recent clarification of Basic Allowance for Housing (BAH) policy may entitle you to additional BAH for past periods of active duty. Specifically, the clarification applies to active duty orders (AT, ADT, ADOS) of less than 31 days. As you probably know, Soldiers on orders of less than 31 days receive a lower rate of BAH than when on duty for 31 or more days. This lower rate of BAH is known as BAH-RC and is a flat rate for all Soldiers, regardless of location, determined by pay grade and dependent status.

The clarification states that when orders of less than 31 days are amended to create a total duty period exceeding 31 or more days, locality rate BAH is payable rather than BAH-RC. The same applies to orders of less than 31 days performed consecutively with another order, resulting in a total duty period of 31 or more days without a break in service. For example, if you performed a 14-day AT followed immediately (no break in service) by a 30-day ADT order you were paid BAH-RC for both orders but you may qualify for locality rate BAH based on the clarification.

Locality BAH is determined by the average housing costs in your local community and is generally significantly higher than BAH-RC. For instance, the monthly BAH-RC rate for a SGT with dependents $976.20. A SGT living in Manhattan, KS on duty qualified for locality rate BAH receives $1113 monthly. A SGT living in Manhattan, NY receives $3296 monthly. Soldiers living outside of CONUS, AK and HI are entitled to Overseas Housing Allowance rather than BAH-RC, for duty periods of 31 days or more.

There are rules for determining when the locality rate of BAH begins for Soldiers on amended or consecutive orders. USARC G8 PMD Reserve Pay messages 20-37 and 21-01 provide more information.

Soldiers may request retroactive BAH/OHA payment for qualifying active duty periods within the last 6 years. BAH adjustments for periods outside of the 6 previous years are prohibited by the Statute of Limitations. Contact your Army Reserve Administrator or Reserve Personnel Action Center if you believe that you qualify for retroactive locality rate BAH payments for prior active duty periods.
