Lincoln Police Department 2027 Budget Statement

I have received several questions from the media and citizens regarding the Lincoln Town Council's adoption of the police department budget. While I respect the difficult decisions involved in the budget process, I would be less than candid if I did not acknowledge that reducing the department's funding by several hundred thousand dollars from its previous level will present significant challenges in the year ahead.

When I became Chief of the Lincoln Police Department, my goal was simple: to build a police department that our officers were proud to work for and our community could rely on. Through the hard work and dedication of our staff, along with the support of many residents and town officials, we have made significant progress. We have improved training, upgraded equipment and technology, strengthened accountability, and worked hard to build a professional department focused on public safety and serving the people of Lincoln.

I am incredibly proud of the men and women of this department and what they have accomplished over that short time. They have embraced change, worked hard to improve the organization, and remained committed to serving this community.

Budget reductions of this magnitude do not happen on paper alone. They affect staffing, training opportunities, supervision, equipment replacement, officer safety, and the level of service we can provide to the community. While I am hopeful, we can avoid reducing our current staffing levels, vacant positions will likely remain unfilled for the foreseeable future. This places additional demands on the officers we have and makes it more difficult to continue the progress we have worked so hard to achieve.

One of the most important investments any police department can make is in its people. Well-trained, properly equipped, and adequately staffed officers are better able to serve the public safely and effectively. Maintaining those standards is critical not only for officer safety, but also for the quality of service our community expects and deserves.

The most expensive police department is not necessarily the one that is properly funded. The most expensive police department is one that experiences preventable injuries, excessive turnover, avoidable liability, and operational failures because it lacked the resources necessary to succeed.

While this budget presents significant challenges, our commitment to the citizens of Lincoln remains unchanged. Our officers will continue to show up every day, answer calls for service, investigate crimes, assist those in crisis, and do everything possible to keep this community safe. We will continue moving forward with the resources available to us.

⚠️ Scam Reminder for Seniors ⚠️

Scammers are always coming up with new ways to try and steal your money or personal information. They may pretend to be a family member in trouble, a government agency, your bank, or even tech support.

A few good reminders:

• Don't give out personal or banking information over the phone.
• Be cautious of anyone asking for money, gift cards, or wire transfers.
• If something seems off, hang up and verify the information yourself.
• Talk to a trusted family member or friend before sending money.

If you receive a suspicious call, text, or email and aren't sure if it's legitimate, give us a call. We'd rather answer a question than see someone become the victim of a scam.

Today marks an incredible milestone—50 years since Detective Stu Jacobs started in law enforcement and even more years of public service dating back to his time with the Old Town Fire Department.

Stu spent much of his distinguished career with the Fire Marshal’s Office, building a reputation as one of the finest investigators around. Long before I had the opportunity to work with him, I knew of Stu through that reputation. People spoke about his ability to go beyond the obvious, think outside the box, and never stop searching for the truth.

Since having the privilege of working alongside him, I have seen firsthand that the same passion and determination that made him such a respected investigator decades ago are still there today. Stu continues to approach every case with the same drive, digging deeper and pushing further when others might have given up. He is truly a bulldog when it comes to investigations.

What impresses me most is that after all these years, Stu still loves the job. He is not doing it because he has to—he is doing it because he genuinely enjoys serving others and pursuing the truth. That kind of dedication is rare and inspiring.

I have greatly enjoyed my time working with Stu and have benefited from his wealth of knowledge, experience, and wisdom. Very few people can say they have reached this milestone, and even fewer can say they have done it while maintaining the same enthusiasm and commitment they had when they started.

Congratulations, Stu, on 50 years since starting your law enforcement career. Thank you for your dedication, professionalism, and the example you continue to set for all of us.

Flag Day – June 14

Today, the Lincoln Police Department proudly recognizes Flag Day and the symbol that has represented our nation for nearly 250 years.

The American flag stands for the freedoms we enjoy, the sacrifices made by those who came before us, and the values that continue to unite our communities. It serves as a reminder of the courage of our military members, first responders, and countless citizens who have worked to protect and strengthen our country.

As we approach America's 250th anniversary, Flag Day offers an opportunity to reflect on our nation's history and the responsibilities we all share in preserving the ideals of liberty, service, and respect.

From all of us at the Lincoln Police Department, we encourage everyone to take a moment today to display the flag proudly and remember what it represents.

🚲 E-Bikes Are Becoming More Popular in Lincoln – Here's What You Need to Know

As the weather gets nicer, we're seeing more bicycles and e-bikes around town. E-bikes can be a great way to get around, whether you're heading to a friend's house, riding around town, or just enjoying the outdoors.

With more e-bikes on the road, we wanted to share a few reminders about Maine law and some important safety tips for riders and parents.

Maine classifies e-bikes into three categories:

• Class 1 – Pedal-assist only, up to 20 mph
• Class 2 – Throttle-equipped, up to 20 mph
• Class 3 – Pedal-assist, up to 28 mph

One law that many people may not be aware of is that riders under the age of 16 may only operate a Class 1 e-bike. Riders under 16 are not permitted to operate Class 2 or Class 3 e-bikes.

Another important reminder is that Maine law requires all e-bike riders and passengers under the age of 16 to wear a properly fitted helmet.

Whether you're riding an e-bike or a traditional bicycle, remember to obey traffic laws, ride with traffic, watch for vehicles, and be respectful of pedestrians.

E-bikes are a great addition to our community, but like any vehicle, they need to be operated safely and responsibly. We encourage parents to take a few minutes to talk with their kids about safe riding habits and make sure they understand the rules before heading out.

Please Join Us in Welcoming Reserve Officer Taylor Haines

The Lincoln Police Department is pleased to welcome Officer Taylor Haines to our team as a Reserve Officer.

Taylor serves full-time as a Fire Lieutenant with the Old Town Fire Department and is a graduate of Husson University with a degree in Criminal Justice.

We are fortunate to have Taylor join our department. Although he is coming to us with a strong background in public service, he will complete the same comprehensive training process as our full-time officers to ensure he is fully prepared to serve the Lincoln community.

Please join us in welcoming Officer Haines to the Lincoln Police Department. If you see him out in the community, don’t hesitate to introduce yourself and wish him well as he begins this new chapter.

🚔 Vehicle Safety Reminder from the Lincoln Police Department 🚔

A few simple habits can help prevent vehicle thefts and keep your property safe.

Don't make it easy for thieves. Always:

💡 Park in well-lit areas whenever possible.
👜 Remove or hide valuables from plain view.
🔒 Lock your doors and close your windows.
🔑 Take your keys with you every time you leave your vehicle.
🚫 Never leave a running vehicle unattended, even for a minute.

Most vehicle thefts and thefts from vehicles happen because an opportunity is created. Taking a few extra seconds to secure your vehicle can make all the difference.
